The idea that souls choose their next life is, of course, something no one can prove. But certain experts on reincarnation theorize that each soul gets to ''regroup" between lives, evaluate its previous life, and then decide when and where it wants to be reborn. (Note that in this scenario the soul has free will; it isn't given orders by a third-party god.)
After looking at what it learned in the past life and deciding what it needs to learn next, a soul returns to the physical world in the form of a newborn baby. In effect, the soul takes on a new body like a person puts on a fresh set of new clothes. The new baby's parents, family, and socioeconomic status are carefully selected to enable the soul to overcome obstacles, learn pertinent lessons, and grow toward perfection. And just as the body has a fresh start, so does the mind. And the mind, as you know, can remember.
Recalling Past Lives
But, you may say, how can the mind remember anything about past lives if it gets a fresh start? Clearly, the ability to recall these lives with our normal conscious minds is often quite elusive, which is one reason why the ancient sages suggested that we increase our levels of awareness through meditation and yoga. Doing so eventually enables someone to become aware of realms beyond her present surroundings and lifetime.
