I wouldn't mind visiting - its quite fascinating to me. Though I wouldn't like to spend more than a few days there what with the whole culture being stuck in the middle ages and all. And the built form is overwhelmingly suburban, and the architecture simply tacky. But, like I said, fascinating, due to the sheer scope of it all. Dubai is definitely not the most liberal country around. But the city (part of the emirates) is the richest one. after i got off the plane into the airport some airport employee would not allow me to take down my luggage from the fucking Airport Luggage Carousel. So he insisted i pay him 20 dirhams.

Not sure about the african countries but didn't count old commie countries as muslim they were being oppressed for many years. But islamist tendencies are raising in those countries. Lebanon is a secterian country with whole system is on power balance so I don't consider it a muslim majority country either. Indonisia maybe no idea.
