The UV Index is quite high in that area but due to the winds you will never be too hot. Although it can be expensive. Ryanair does fly there for fuck-all though, as do many budget hosts.
>5) Mostly English-speaking resort if possible please. Not a problem in Malta, English is an official language and everyone speaks it. Everyone. Without exception.

The islands of Malta are small so you can get around to each place easily. It's also a great place to just relax and get a tan.
There are a lot more choices than Malta, of course, and I'm just speaking from experience on a lot of those. Good luck.
