Haven't read this entire thread, so I'm probably repeating much of what has been said. Western Europe is fine, lots of black people there. Pretty much the same level of racism you'll encounter in America or Canada.
Scandinavians is usually fine, but like anywhere there are racists, but they usually won't let you know, unless you run into a bunch of drunk youth in, say, Helsinki.
Baltic states, Caucasus region, Balkan states, Central Europe don't even think about it. You walk around Warsaw, Moscow, Belgrade and there is a very very high chance somebody is going to knock you into the cement, or call you a nigger. Russia is a big big big no no, there's more skinheads and nationalists there than any other country in the world. Best to stay away from anywhere not in Western Europe.
Also, since you mention you're more brown than black, I'm sure a lot of people will take you as Muslim. They tend to hate Muslims all over Europe as they consider them to be tainting their countries with their culture, and generally don't like them.
This of course doesn't mean everybody you encounter will be a racist in Europe, they're just...different.
The general rule is, don't go any further East than Poland. And when you're in Poland, watch your back.
