If you're talking about doing the normal way of residence -> citizenship, Mexico has a two year residence requirement for people of artistic, scientific, etc. ability and no military service requirements for dual citizens. DR citizenship is also easy. I'm working on it now. No more than three years for that and it can be done quicker. Belgium is a three year residency requirement.
