When I was in Japan two years ago, I was coming out of the subway, and I saw this stunning, amazingly beautiful girl walking towards me. She was smoking what I assumed was a cigarette, but as she grew nearer, could tell was weed. When we passed each other, she said nothing and handed me the joint she was smoking, and she continued to the subway. Then I smoked the joint. :3 This was before I knew about how harshly they prosecute marijuana though, if I knew at that time, I probably wouldn't have smoked it. Anyway, there's a pretty big ignorance on many peoples' parts in Japan about weed. I've seen groups of kids openly smoking it on a street corner about 10 feet from a koban (small police station), so there's obviously a sense of inexperience with it even with the authorities. What people have said is true though, if you get caught, you're fucked, so it's a good idea not to do drugs in japan as a guest.
According to the Japanese law: People go to jail for possessing less than one gram of hemp and they face many social penalties too (loss of job, expulsion from schools, etc.). Theoretically you can go to prison for five years for a single joint. Larger quantities, cultivation, or smuggling will lead to prison sentences of up to seven years. Smugglers caught with a few hundred grams to a few kg of cannabis are routinely sent to prison for 3-4 years.
All foreigners caught with marijuana will be deported after having served their sentence, with a life-time ban on returning into the country (remember when Paul McCartney got caught with weed there? Even someone as famous as him wasn't re-admitted until 11 years later).
