Brussels by itself is a shithole, but Belgium has an extensive railroadnetwork and since Brussels is the middlepoint of the country, you can go anywhere in less than two hours.
You don't need French. Because of the EU and NATO, lots of people living in Brussels are diplomats and the city has adapted to it. No one will have a problem with English.
