I went to Romania some time ago and I came across a neighbourhood of these kind of houses and I don't have a clue what the fuck they are... They almost all had unfinnished walls while the roofs are heavily decorated (some even had a name spelled on it). They seemed to house people, but there was not much further construction present...

Does anyone know what these are?

Those my good friend are gypsie houses,that is the gypsie arhitectural style.
Those houses are built with money from beggars which live on the street of more wealthier,western countries ,so now you know what happens with the money you give to beggars.

Btw OP where are you from and what did you think of Romania ? I'm really curios what other people think of my country ,especially people that lived in a more civilised country.

I'm from Holland and I find Romania, erm, interesting. The people I met were pretty cool (maybe because I don't look like a wealthy western guy etc) though more suspisious than I'm used to, example, I told a girl about how I post my art on DA, her reaction was that I was stupid, letting other people profit from my work etc etc.
Infrastructure is nonexistant, construction planning is nonexistant, lots of shit and dirt and drunks everywhere, but all of that Iand the beautifull landscape) makes me kinda intriqued on how it is to live there.. But I've only seen Sibiu and Timisuora and some small shitty towns, and when in the city's I felt like being in an entirely different country.

also, would you discourage me to tour through Romania with my (weird rock-metal) band?

Hmm touring ,that could work but only if you sing in big cities ,the rock scene is pretty good over here(i'm from Timisoara , there are rock clubs over here that stay open till late in the night and some play live music,I could probably fix you a gig depending how big your band is).
I would advice you to stick away from small towns because there are very few people that appreciate rock / metal there and if you sing in a bar in a small town you would most likely get beaten up by the locals.The music listened by people over there is a combination off native music with gypsie / oriental influences.(here's an example http://www.youtube.com/watch?v=6lq-7Mw2jYk ,check out how horrible it is).
Also the southern (except the capital ) and eastern part of Romania are pretty underdeveloped and poor ,views are pretty nice but not really worth it.Transilvania and Banat would be the best part to tour around,the major cities over there are the very developed culturally wise,Sibiu being European capital of culture and all.

I found it to be pretty awesome. I enjoyed Bucharest but found it a bit dirty and the gypsies pissed me off (you know, those cunts that are always working as steet cleaners). If I remember, that main promenade that's a rip on the Champs-Elysée was covered in way too many advertisements. Nonetheless it had some awesome buildings and I managed to find a backstreet bar for cheap drinks, so it's all good. Sibiu and Sighisoara were really quaint (but full of tourists, obviously), as was Brasov (which I really liked). I quite liked Suceava and along the 12km walk to one of the monasteries I met some of the nicest people I've seen. Not sure if ginger hair is that common in remote parts of Romania or if that played a part, though.

Oh, and Bucharest really needs to kill all those fucking dogs :D
