It always depends where. The Caribbean coast has traditionally been less affected by FARC violence than the rest of the country, so you should be reasonably secure there; Cartagena and Barranquilla have developed nice hotels, resorts, etc. so it wouldn't be like staying in a hovel.

If you can deal with a bunch of homeless people downtown (which, frankly, happens everywhere in Latin America), yes, that part of Colombia would be good to go to.

Yeah, in the meantime, having your military get in the country and kill "terrorists" without any sort of permission is perfectly fine. Even the fucking Turks ask for permission before they go on a killing spree against "terrorists".
