Japan is fingerprinting ALL visitors, Americans or not. Also, it's not in "retaliation" to USA fingerprinting policy, Japanese are playing with USA here and the fingerprinting system was actually implemented by an American company (Accenture) for a measly sum of 100 thousand yen (one thousand dollars) - maintenance services: 90,000 yen (900 dollars), product development expenses: 10,000 yen (100 dollars). Since all of that cost a lot more, think about where they'll get their moniz from? Well of course, from selling biometric data to USA government and other players.
