In France, the inner-city is the rich, white, nice place while most of the suburbs are trashy, poor, black, lots of immigrants, housing projects, high-crime, drugs, etc. So basically, most parts of inner-city Paris (the arrondisements) are very nice; the suburbs are where you don't want to be.
Of course there are exceptions in both cases (very nice, rich areas in the inner-city in the U.S., nice suburbs in France), but for the most part, it's true.
