Don't know who told you this bullshit (apparently a friend of yours). Last time I checked, the rate was quite decent. Its true, of course, that the big cities have a large share of immigrants - like in every country, except maybe in the East, but noone wants to live there, because its so poor (relatively) and boring (absolutely). Besides, 40 years is a lon time.
I strongly advise you not to expect too much of "German culture" anywhere. Not because there isn't, but people tend to think of culture as something definite and unchangeable, which it isn't. If you like folklore, the South is your choice; if you don't like non-white people (in which cas I'd call you a faggot), its the East.
There are also a lot of regional differences in almost every aspect, of course.
Do you have any definite plans on how/when you'll come and what you'll want to do (lifestyl/work)? I've been told from several independ sources that twe Germans, on the whole, are relatively decent people, so you wont have a problem with getting along, but realistic expectations of what to expect and do are always good.
