/trv/, I want to go to europe, but for the week or so I'm there I don't want to hang around one city. Should I book a hotel for a week? Will I be able to travel around France by train and get back to my hotel by night? Or should I only stay in hotels for a night or two then move on to another town

get a eurail pass and take night trains, spend the day in a city and move on to the next while sleeping for "free" in first class.

One week is not nearly enough for Paris alone IMO but anyway, my advice would be to book hotels in advance in/near the cities you want to see.
