I lived in Palm Harbor. There are sketchy poor areas all over, but nice areas all over as well. Do some searching, and perhaps avoid some city areas in St Pete and Tampa. Personally I prefer St Pete to Tampa (jazz and beer cafes vs. Ybor dance clubs), but both have their good and bad side. Dunedin is nice too.
It is very hot in summer. Have a car with A/C. There is a mild winter, with alternating weeks of "colder" and "warmer". The beaches are numerous, varied, and mostly quite nice on the Pinellas side. It's a pretty laid back area but has lots of sprawl, which sucks.
I lived there for a long time, and I liked it. There are plenty of young people there. The mix of northerners and southerners seems to moderate both side's bad features, in my opinion. Compared to other cities I've lived in, it's more exciting than Honolulu (though less diverse), but less exciting than Boston (though cheaper and with better weather + beaches).
