I'm from Philly which is the heart of cold, unfriendly, and alienating people. But the funny thing is that it's mostly the foreigners that fill the city, (but the locals are some what to blame too.) When you put everybody from around the world into one place, and they have different cultural ways and values, and they secretly hate each other (Pakis vs. Indians, Cubans vs. Puerto Ricans vs. Mexicans vs. Guatemalans, Russians vs. Georgians, etc,) what do you think is going to happen? Cold, unfriendly, and alienating people, thats what.
Philly is just a microcosm of what is happening to most of America.
But foreigners get biased opinions after only living in one place in North America. I find southerns very friendly, specially Florida. Also Oregon, Idaho, Washington State, and the northwestern Canadian providences. I heard the same is true in Mexico, Tijuana has friendly people while Mexico city supposedly does not.
And then places change, New York City used to be the heart of unfriendliness, now it's like fucking clean and neat happy land.
