New Orleans LA. I'm a Louisianafag and we are making huge improvements to the touristy sides of the area. The hotels and attractions are completely bounced back from the storm. If you get bored in the city there are several state parks within convenient driving range, and the Mississippi Gulf Coast is not that far away with lots to do. But NOLA itself is a beautiful place with lots of shopping, GREAT LOCAL restaurants, various historical sites and a night life to rival Vegas or New York. Really a great trip and cheap under 2k for a week depinding on how much you shop... word to the wise don't take taxis and there is little to no public transit... rent a car and get a GPS that can help you avoid traffic, also learn where the HPL Bridge is... if you go over to the West Bank for shopping or the state park bring a dollar with you there is a toll to get back to NOLA.
If you like to bike but are not very experienced with urban environments NOLA is great... flatter than Cleavland, no kidding, The levy along the Mississippi is a great hike with wonderful views of the city and the river also there is a Mall on the dike near the French Quarter.
Finally if you go you'll know that the money you spend will be used to reconstruct
