Well, in this sense, pretty much any developed country is better than the UK. In Europe, Netherlands or Spain would probably be best. Switzerland of course, is always neutral, but is very expensive and would presumably be harder to get into what with it not being in the EU and all. Internationally, Canada seems to be one of the countries most respectful of individual rights, though you already expressed no interest living there.

Though I imagine if you're simply a foreign resident it wouldn't apply to you. Not entirely sure though, not being Austrian myself. Though here is a picture of countries with conscription, so you might want to keep that in mind if immigrating anywhere (of course, the specifics will differ country by country).
