I just did a short backpacking trip through Ireland and Scotland (Student in Norway) and there is no way you are going to find a hostel for 35 a night. I looked. A lot.
As for scandinavia, HAH! Think again, though I dunno if you're planning on tripping up here. It's so god damn expensive. No joke.
My advice: Do the couchsurfing thing. I looked into it, and almost did it, though my travel buddy (A girl, I think this had some bearing on her feelings about it) was not digging that at all. I think she was afraid we were going to get raped or something.
The rail passes are kind of a good deal in anywhere but scandinavia. Check out cheap flights if you're going considerable distances. There's Aer Lingus which I highly recommend, and RyanAir, which I don't really recommend but it's cheap flights. They really pack you in though. Crowded flights. Kinda shitty, but it works.
20 bucks a day will probably suffice given that you get the majority of your food at a grocery store and cook it in the hostel, which I highly recommend.
I dunno if you took this into account but you also gotta figure out how much for whatever attractions you're gonna check out. Some of 'em ain't cheap.
Long story short: Avoid scandinavia unless you're ready to shell out some big bucks, shop at grocery stores, and look into CouchSurfing. You'll make a friend, and they'll usually be able to show you "The REAL ________". Plus it's a read adventure.
