Phoenixfag here - 73454's premise is bullshit. i've never met anyone in phoenix that didn't speak english. so long as you don't venture into the ghettos in south phoenix or hang out too long in the fast food kitchens, everyone will speak comprehensible english.
it is true - we are in the desert, we are a big city, our public transportation is horrid. this means that everyone drives cars, but there are generally no winds or rain to push the pollution out of the valley.
to your question:
food: depends entirely on where you want to live in phoenix. downtown? glendale? scottsdale? suburb? you're generally fine anywhere you go. you're not going to find too many fancy restaurants compared to other big cities in the U.S., but there is good cheap food around.
the people can either really suck or be really awesome, and i've had much more experiences with the latter. we're a pretty laid back city - just don't irritate any other drivers on the road, i'm sure about 20% of them carry a gun in their cars, because you're allowed to according to AZ state law.
Quality of life is alright, but it is improving daily - public transportation systems are rapidly becoming more efficient and comprehensive, people are buying up phoenix homes from the inside out... it's cheap to live here, but our teachers are paid dirt... unless you work at a fancy private school. oh, and the teachers have an awful hard time unionizing. talk to a teacher before you move, for sure.
I'd recommend to you, OP, that you find what sort of location you'd like to live in in phoenix and rent a place for a month. craigslist.org is loaded with dirt cheap homes/apartments for rent just about anywhere. Also, talk to a few teachers in that area and ask them how they're paid, if they like their job, etc.
