As for cities Sweden is alright, I live in Stockholm and like it (lived in Umeå as a kid, alright University town) It's just large enough, only city in Sweden with a subway I believe, and all around good communication, safe enough too, sure, there's no guarantee against being robbed, but odds are you're not getting injured atleast, probably just some punk pulling out a knife and then running away with your stuff, I'd be surprised it it ended with physical injury unless you'd resist against someone you can't beat in a fight. But in that case, SOCIALIZED HEALTHCARE! Although I'm not sure about the rules for non-EU citizens.
The USD to SEK exchange rate is awful right now (for you americans atleast, I'm importing like the motherfucking fist of the north star)
but the educational level is high, basicly everyone knows English, although the older generation have this awful Swedish-brittish accent since basicly all their teachers and their teachers studied english in the closest English speaking country, the United Kingdom. I however (and alot of young people) have Swe/american accents (Fuck yes American Cartoons on the UK Cartoon Network as a kid) although their accents can be awful must adults will know the words and understand you perfectly.
