It's a call to prayer. Traditionally, there was actually a guy yelling from the top of the tower, but nowadays it's just a bunch of speakers and Islam-Green(tm) neon lights at the top.
Many communities still have real muezzins.
many times they shout / broadcast something with the distinctive "allaaaahu akbaaar" ("god is the greatest" or something similar).i think it sounds quite atmospheric and nice.

Yeah it's the call to prayer. It starts with "Allahu ackbar" and it's a very specific thingi remember hearing it in one of the places i lived in once, it's kinda cool.

What I like is that it's almost everywhere in the Arabic world. You can hear it in small villages in Lebanon and Syria, but I also heard it in ultra-modern super-rich Abu Dhabi.
