yes, i took french classes before i went to france. i think it's very selfish and ignorant to not learn the language of a place you're going to visit, even if it's just a few phrases.

I try to learn the basics.
If I'm going there for extended stay, I try to learn it more extensively.
If I'm going to live there I will try to learn as much as I can to be next-to-fluent before going.

i'd say it really depends on the place.

like say former english colonies that have a different language. most of the people above the lowest class will already know english.
