I've heard that most of the Scandinavian countries (Iceland, Norway, Finland, Denmark, Sweden) are either fairly easy to get around in knowing only English, or have English as practically the dominant language.

Sadly in Germany, everything gets dubbed. They have no real chances to practise English and are not as good at it as other places in Europe. You'd still get by though, German and English are far too similar to get lost.

Quite a few countries in Africa, Dubai, Israel, Singapore, Philippines. There are many countries that have a large English Speaking population. The only trouble you may encounter is traveling in rural areas. I speak French, Czech, and rough Chinese, but you are rarely in a place where you cant have even a basic conversation in English with someone.

You'll do well speaking English in pretty much any country in the world, specially if it's a touristic area. In some countries you might get snubbed for not trying to speak the local language, though.

I spent 2 weeks in Norway back in 2002, everyone I came into contact with spoke pretty good English, except for this older gentleman in his his 70's I met, and a woman working at a campsite in a northern, more rural part of the country who seemed to only know German.
