If you want to eat top-class French cuisine, according to their Guide Michelin, as of 2007 the place to find the highest concentration of high-ranked French restaurants is ... Tokyo.

France still has plenty of good ones though, of course, and also a lot of foreign ones, from Chinese and Indian to Lebanese and Swedish (and Japanese of course, apparently France and Japan have been trading their cooks for years now).

So Paris is a good place overall, and if you're a true gourmet (willing to book several months in advance and spend 3 hours on the trip), there are a lot of incredible places in the French countryside. Excellent food AND charming surroundings. Expect to pay top money for the very best, though.
