Yeah, I responded to this yesterday, so I'll do it again.

Toronto: Parkdale (pic related - also, if you're looking for punk venues, this is probably the best place to look), Regent Park/Moss Park. Otherwise, most of the rest of the poor neighbourhoods are in the suburbs, far from the subway, and boring anyway.
Montreal: Montreal-Nord.

Not sure about Montreal, but in both, just ask around, talk to people that look like they do drugs, hang around schools and the like.
Not sure about the percs and valium. Just get some pot or shrooms or E or something. They're cheaper, better, and more plentiful than in the States.
