It has shown that an "unreliable" (I'm being polite) US president can get elected, and can get away with invading a country. For all we know, Bush himself could invade Norway ! all he has to do is claim that Norwegians are bloodthirsty animals (worked for the muslims, could work for vikings). He can also claim that Norway hides WMDs and offers support to Al Qaeda (doesn't need to find any evidence of either weapons or terrorists anyway). And countries protesting in the UN would be declared "cowards" or "old Europe and not significant anymore" like Germany. Hell, he managed to say that Poland was leading Europe, or that Costa Rica was an important member of the coalition (they have no army ...), so he could probably brand Norway as part of "the axis of evil".

Seriously though : yes it's highly improbable, but that's not how you plan the defense of your country. Remember that the US weren't ready when the declarations of war from Japan and Germany came in WW2. "If you want peace, prepare for war" - as true now as ever.
