Seen from the outside, neither France for Germany are able to run Europe alone. Every time a new President or Chancellor comes into office, he/she tries to get the lead of Europe, and fails, every time. After about a year, he/she realizes that the other country is required. Recently, it happened to Sarkozy. He since came to his senses and look, Europe is moving forward again.
France+Germany is enough to drag the rest of Europe along, on the other hand. As some anon pointed out, the UK is only partly European, Italy can't even manage to rule itself, and all the others are too small in terms of population and economy.
