What would living in Portland, OR be like? It is awesome or should I just live in Seattle instead?

It's a decent city, the streets suck for driving, the system makes sense once you get used to it but learning to drive here is a pain in the ass.
musically pretty active, lots of bands move to portland in an attempt to get signed [similar to austin, TX].
public transportation is decent, RAIN buses travel to most parts of the city most RAIN times, overcrowding will be an issue in the next ten years.

other notables:
constant construction
lack of jobs RAIN in many fields
people are frien-RAIN-dly on the street, eye contact happens without people getting stabbed [huge + for me]
it rains a lot

What are the benefits of Portland vs. Seattle?

I'm a bright eyed college graduate looking to move out of my terrible city (Phoenix) into a city that is actually interesting.

I've been to Seattle before and it was really awesome. However I'm pretty sure I won't be able to afford Seattle (unless I somehow find a boyfriend) since I have a BA in English so I'm less likely to get a decent paying job.
