Okay, listen up, cause this article has somewhat missed the point. The reason enjo kosai is "legal" within Japan is because THE GIRLS DO NOT GET CASH. That would basically be prostitution, which is illegal. Instead, businessmen buy clothes, purses, and other fashion accessories for the girls in exchange for "spending time" with the girl. Sex more often than not is involved, but it is not strictly part of the deal. Also look up "soap girls"? if you want to learn more about this (basic premise, you pay for the girl to give you a bath, anything "extra" is therefore unpaid for).
This is NOT the same thing as sex tourism or pedophilia. Japanese men may have an EXTREME inclination towards younger girls, but this is consensual for one and sex is not guaranteed for two.
But here's the thing: the Japanese workplace sucks. You can end up working anywhere from 12 to 18 hour days, then you "have to drink" to be part of the company and hope for a promotion, and then you get home exhausted to sleep for a few hours before restarting. There is almost no time for sex with one's wife during the week, and the weekends consist of the guy sleeping all the time usually. Sexual frustration builds up on both ends, which is why the porn market is so huge in Japan. I still won't defend their actions, but it's at least important to understand where they're coming from.
