Here in Turkey, while almost none of them have proper jobs, the legality of their livelihoods vary. Most of them are scavengers, going through trash containers to look for stuff they could use or sell to recycling plants. Some others are thieves, pickpockets and drug dealers. Quite a few are musicians, be it street musicians or, as in some specific neighborhoods, have turned their homes into restaurants where they also provide entertainment. You will also see lots of them peddling flowers (women) or handkerchiefs (kids) in busy streets and squares.
All in all, I don't cross the street when I see a gypsy, maybe just watch my pockets.
