with such a long tunnel, there will be a need for an incredible variety of safety precautions. plus there is nothing to see unless they make it out of glass and place loads of lamps out there at the bottom of the ocean, which will increase the costs to obscene levels.
i'm also guessing that such a train ride will take at a day with a high speed rail , eg the eurostar and etc. but if you're taking that, you can't see shit during the journey.
therefore it'll be either a fucking boring ride that lasts only a day, or a very beautiful train ride that takes weeks of non-stop motion.
However, the latter can be improved upon by placing stations along the tunnel that allow tourists to alight look up into the ocean. This will, of course, increase the need for more safety features, ie, costs.
Such a project will require cooperation between the US, russia and probably the EU or China just to get enough funds.
In short, planes are way cheaper.
