do you have anything else, like a similar site, or any other info to corroborate this?
the site says it combines the populations of entire contiguous city "agglomerations" instead of limiting the population of a city to its proper boundaries like it is traditionally done.
by doing so it ranks tokyo as the number one largest city in the world with a population of 33.6 million, seoul as number two with 23.4 million, mexico city as number three with 22.4 million, new york as number four with 21.9, and bombay as number five with 21.6.

They are most likely counting the New York-Newark-Bridgeport megalopolis as one city.

However if they counted the entire northeast megalopolis as one city then the number would be close to 55 million people.

Although the Taiheiy? Belt has a population in the area of 83 million people, with continous urbanizan and no rural areas between cities.
