Anyway, the 4 areas I'd recommend with that price range and those preferences in mind are the Gay Village (Church & Wellesley), Yonge & Eglinton, the Annex (Bloor & Bathurst), and pretty much anything along Bloor West, from Bathurst to High Park. I'd post some pictures, but 4chan won't let me, so I'll give a little description of each:
Gay Village: located in the north east of downtown, uhh, it's pretty gay, always cool shit going on there 24 hours a day, with some fairly cheap "commieblock" apartments.
Yonge & Eglinton: A few km north of downtown, but right on the Yonge subway line. Its actually quite an upscale neighbourhood but I've found some reasonably priced apartment towers there. And the hood is decent, plenty of businesses and shit around there.
Annex: Near UofT, just outside downtown on both the Bloor and Spadina subway lines. As such, popular with students. Many awesome Victorian mansions subdivided into cheap apartments. This would be my pick, personally.
Bloor West: I dunno, its decent. Subway runs right along that street, shit you can walk to and such, so..
