Takashimadaira is a nice enough neighbourhood

go to the Pallete apartment block there, the landlord rents out rooms and apartments to foreigners for short and long term. Use the opportunity to secure some more permanent accomodation. It's also a nice neighbourhood, with a big park and schools to...uh...send your kids to?

also, search dumpsters in yakuza districts for brand new armani suits, the mobsters throw them away after just one use

Kill a nameless Japanese drifter. Take his apartment and his identity.

This is probably the cheapest and quickest in the long run.

Don't. The homeless are having a hard time as it is already. They don't need anyone else to make their job of collecting cardboard for recycling more miserable.
