if you want to dodge rednecks, avoid villages.
big cities are on normal european standard,
(you will find that Budapest (the capital) is a city bursting with life, you got normal "western" civilization here)

Lighten up, it's just a question.

"Developed" means I won't be flooded with poor people, beggars, crumbling infraestructure or shitty healthcare wherever I go.

"Safe" means I'm able to walk around the city on my own, with no tourist guides, and take a cab or even the bus with no fear of getting mugged or worse. It means that there's no major organized crime or dangerous gangs.
