Having lived in some fairly poor areas, I can say that the small semi-rural towns in southern Russia are a nice bet. It's healthy (locally grown food = win), there's nice weather, there's shit to do, and there's fucking cheap vodka. Just stay away from Chechnya, and try some towns on the coast of the Black Sea or the Sea of Azov instead.
The only problem is that you'll need to learn Russian, which you should anyway since it's awesome.
