I don't see a problem with Hamilton getting a drive-through for cutting the chicane. The pass itself may have been just before the turn, but Vettel had the line and cutting the chicane guaranteed that the pass would stick. That is gaining a competitive advantage. In other words, penalty. Really, he should have just let Vettel by. It's not like a Toro Rosso would really be able to keep a McLaren behind it for very long.

Heikki's penalty during qualifying was pure bullshit though.
