Relegation in college football has to take permanent conferences into account.
How about...every single conference is ranked. Converences are then grouped, and you can only play teams in your group. After the season, the groups are relegated and rearranged.
So for example, the SEC, the Big 12, the PAC 10, and the Big 10 are the top four conferences, and are all put in one group. After the season, every team in each conference is compared, and the worst conference drops down to the second tier, while the best conference from the second tier moves up to the top tier.
That's my story and I'm sticking to it.
