OP's pic is from before the stadium was even close to finished being built. I believe it is from the New Kids On The Block concert in 1990 when 55,000-some packed the place. I find it strange the fire marshal or building supervisor allowed that many people into a building with so few facilities for that many people on one level.

Well, lets think about it, Tampa/St.Pete is the lightning capital of the world. Without a dome, Your looking at the very good possibility that people or players are going to get struck. It also rains ALOT.

You would not have baseball in Tampa Bay without a roof. It rains here every day between late June and early September.

Yes, a retractable roof would be nice, but those didn't exist when construction started on what was then the Florida Suncoast Dome in 1985.

Toronto already had two teams to fill the facility, so they could spend the money to build it. SkyDome cost 3x to build what the Suncoast Dome did.
