I will settle these arguments in a surprisingly non-trollish way: Picking the victors of failure by time period. Worst in the last year: Seattle. It does suck for this city in sports in the last year; even worse, people are saying the main NBA team aiming to move to Seattle are the Grizzlies, AKA the worst NBA team in the last 13 years. Last decade: Too many to count, but Seattle, Cleveland, Buffalo, Minneapolis, Milwaukee, and Oakland can stake major claims on it, to name a few. Worst in terms of long-term streak without a title? Cleveland, hands down. No championships from any of it's teams since 1964. Plus, the fact all three teams have had to undergo being on the wrong side of major moments in sports history only pours millions of pounds of salt on their wounds..... Browns: No Super Bowl appearances to date; no NFL title of any form since 1964; Red Right 88; The Drive; The Fumble; Art Modell.
Indians: No championship since 1948; only three pennants in the last 60 years; only Cubs have gone longer without winning it all; The Catch.
Cavs: No titles; only one finals (where they were swept); The Shot.
And thier only NHL team being the last major sports team in the USA to cease operations altogether doesn't help much, with the way Columbus was chosen over Cleveland for a new NHL team back in the Nineties only doing more damage to Cleveland in general.
