Pads disperse the force of a tackle throughout the entire body. So if you were to get tackled in the stomach all the force would travel throughout the stomach and chest area. Your rib cage is made to absorb something like that.
However in Rugby you have no pads... all the force from a tackle is concentrated on one area like a few ribs for example. Your body can't do shit against that.

tl;dr: NFL has more force in their tackles, Rugby tackles hurt a hell of a lot more. I don't hate American Football or anything I'm just tired of Americans calling other people pussies when they won't even play the more painful sport.
