Actually that does matter. When everyone cheats, cheating isn't cheating anymore, its common practice. Once someone realizes they've been cheating in a room full of cheaters and they're the only one who failed the test, you're saying thats still the only instance of cheating in the room? Even though the rest of the room was doing it, and was seen doing so but werent placed into some sort of asterisk category, that doesnt mean that one team should be classified as any more of a cheat than others.
Tl;dr, the pats didnt cheat, the league cheated by letting everyone cheat. In essence, nothing at all has happened, because the chain of cheating is so long now, everyone has lost sight of the objective of the game. Playing and winning with heart and honor.
