-In the actual 1908 games, the empires were participating in their parts not as a whole
-Beijing is part of the Chinese Empire but other venues lie in the german (Sailing) or british (equestrian) territory

In fact, it should be counted for Russia. Current population of Poland is composed almost entirely of descendants of former Russian citizens. The areas of Poland that belonged to Germany at the time were inhabited mostly by ethnic Germans, cleansed after the second world war, and re-inhabited by Polish repatriants from nowadays Ukraine and Belarus.

I guess you have a point. I was thinking that most of the current polish territory was german, but most Poles were indeed in Russia and the Congress Kingdom was part of the Russian Empire.
