For a footyfag, I suprisingly don't know what its for. I feel kind of bad. I think the Goalkeeper is meant to take goal kicks from within it.

Technically, in the 6 yard box, the goalkeeper is always protected: e.g; from the slightest of contact with an attacker, he gets a foul in his favour. It's kind of like his safe-zone. Outside it he wouldn't get a foul in his favour as easily as he would inside.
And it's where the goal kicks are taken.

You are correct about no one being in it.
The reason is because from every free kick, a defender cannot be within 10 yards of the place of the kick. The penalty spot is 12 yards out. The big box is 18 yards. This means that the semicircle spans out 2 yards behind the penalty mark to ensure the 10 yards.

The purpose of the 6 yard box is two-fold. A goal kick must be kicked from any place within it. The second purpose is that no free kick may be given inside it. Indirect free kicks can be awarded inside the 18 yard box as opposed to penalty kicks. If the penalty happens within the 6 yard box, the ball if places on the line. This is the only time an opposing player may be within 10 yards of the kick. In this case: 6 yards. All defenders must be on the goal line if this is the case.
