Also, if you combine all of the spending of all of the national sports programs for each of the countries into one, you'll find the EU as a single entity would be spending an exponentially higher number per athlete or per medal won which puts even more of a damper on the EU's medal haul.

Then what's the problem of comparing the USA with the EU? California can't really be compared since they don't have their own teams, you could of course select the athletes born or residing in California but that would be more difficult.

Cities can't be seperated so well since you overland can't be ignored. You can split the USA easily into the singlestates (and D.C.) but you can't single out all the cities.
And if I remember correclty, every state has its own set of taxes, they are far more distinct than say the departments of France.
