luxury tax...if you go above a certain threshold, you get banhammered, but the unions won't go for a salary cap because all it would do would be to cap how much a given player can make, which is good for baseball but bad for the players. hence, no salary cap. if they tried to implement that, there'd be a strike for over 9000 years
