With David Ortiz the issue wasn't money. He was released by the Twins and only made $1.25 million his first year with Boston. The issue was that no one thought he was worth it because he hadn't lived up to the power numbers that had been expected of him. The Yankees looked at signing him but their GM didn't think he'd be able to hit for enough power. Of course, his lack of power was mostly the fault of Tom Kelly's managing. When he arrived in Boston he was asked why he was just trying to hit for singles. He'd told them it was what he was told to do in Minnesota, they told him to try and hit home runs. The new approach let him put up OPS+ numbers of 144, 145, 158, 161, 171 the next 5 years.
