I think it's what they're officially on the books to receive. Look at Michael Finley, he number 2 on the left at 21 million, which is what he is getting from the Dallas Mavericks because of the exception where they waived him to avoid luxury taxes.

He is still owed this money on his contract. However he signed a three year deal with San Antonio a couple years ago, and the san antonio salary looks like this. There he's only making 3M.
