When was Marino's touchdown record broken? Right AFTER the rule came into place that a defender isn't allowed to even as much touch a receiver all the way up until the offensive player catches the ball. Add to that all the rules protecting the Quarterback, and the entire passing game can hardly be touched until long after it has done everything it wants to.
Great defenses these days are astounding and have to be some of the best of all time to be able to function under the current NFL rules. Great offenses, well they all need to be taken with a grain of salt.
