Lou Pinella decides to bring in Bob Howry to face the next batter, who promptly hits a triple, driving the other players in. Those three runs do not affect Howry's ERA - Marquis's ERA is affected. Does that make Jason Marquis a bad pitcher? Well, one could argue that, but in this situation, no, it does not. Does it make Bob Howry a good pitcher? Certainly not, because Bob Howry can only throw 85 MPH fastballs that Jeremy Hermida hits onto Sheffield Avenue. ERA is kind of a crappy stat anyway, so a more accurate comparison (especially between bullpens) is WHIP, walks + hits / innings pitched.
