So it turns out the Cards were shopping Leinart before the deadline, but nobody would even give up a 7th round pick for him. There were reportedly offers out for practice squad members to a couple of teams, but no one wanted him.

Is he now officially the biggest bust in NFL history, eclipsing even Tony Mandarich?

Not even close. The only reason Leinart even has a touchdown pass is because he has two of the best receivers in the league. He owes every single completion to Boldin and Fitzgerald. If he had the receiving corps Leaf had, he'd have 0 TD passes and 35 INTs.

Yeah, Ryan Leaf will forever be the biggest bust in draft history, however Leinart is growing to be a good second place. I won't take the whole trade thing too seriously though, most NFL teams are stubborn as Hell to give up anything just before the trade deadline. Unless you were willing to trade a living legend, and even then expect to get nothing more then a draft pick and a 3rd stringer in exchange.

I find it hard to say he was a bust, mostly because he was always in the situation where he was only brought in for the worst possible situations a QB could have been brought into.

Lions, Dolphins, and (last years) Falcons were all a mess from players to top of the office as organizations when his number was called. The facts that he has any wins at all is a miracle.
