The Raiders were successful in the early part of the decade by having an incredibly old team of veterans- Rich Gannon, Charlie Garner, Jerry Rice, Tim Brown, Bill Romanowski, Rod Woodson, Trace Armstrong- all guys in their late 30s or even early 40s. A heavily veteran roster, in addition to the obvious problem of age can kill your salary cap because many contracts are back-loaded. After their run of success, a bunch of these players were no longer effective, and they had cap penalties as a result. Even after that was cleared up, when they were rebuilding, they committed a ton of money to veteran players like Randy Moss and Warren Sapp who didn't play well at all. Top it all off with poor drafting (regardless of how ESPN wants to suck his dick, Jamarcus Russell will be a TERRIBLE NFL QB) and you have the Oakland Raiders.
