Loaning is not really popular, mostly bigger clubs loan younger players to minor clubs for playtime, to develop them a bit, otherwise they would end up on the bench without a reasonable chance for increasing their level of play. More popular are loans with a built in buy-clause, which means more security for the loaning club (minor clubs have a limited amount of ressources, so they have to choose wisely to buy a new player who will stay for a longer time or to loan someone), plus that the owning club is not overly convinced about the class of the player.
