The best solution is that once all the conference champions have been added, put in the highest team remaining.

Also, I'd rather see the top 14 teams, so that it is still a system that rewards a team for being #1 and #2. Have teams 3-14 play the first week, then reseed the remaining teams so that #1 plays the lowest ranked, #2 plays the second lowest, etc.
