Penalties are exiting, so they have that going for them. Technically they are fair, it's the same distance and conditions for each kick, so it does test finishing and goalkeeping. I mostly care about the league so penalties don't bother me, but I would like to see them try a different system. In F1 they changed the qualifying format many times a season until they found the right one, but in football they never experiment, even with good additions like goal-line technology.

Anyway, the World Cup is a tournament. Normal league matches don't end with penalty shoot-outs. They just end at full-time (and any injury time) regardless of the score.

There is no more luck in penalties than in any other aspect of a sport. It's the same rules for both teams.

If a team has got all the way to 90 minutes in the final of a tournament without losing, they've earnt the right to be in the deciding shootout. Both teams had the opportunity to score in normal time and neither were able to open up a lead.

Penalty shootouts are tough, the people saying otherwise have usually never played. The "American shootout" hasn't been used for around a decade, the MLS uses the regular format now. Spot shots are really all about the skill of the goalie and luck rather than the skill of the guy shooting the ball.

In the end it comes down to the player and not the goalkeeper, look at the world cup; the (considered best at sometime in their careers) goalkeepers didn't save one shot but relied on an error.
