How does that make any sense, though? New Orleans and Charlotte got teams back right after their teams moves anyway, so why not just keep them put and set up a new franchise from scratch in Utah instead of Charlotte? If Seattle is likely to reacquire a new franchise anyway why not just keep the Sonics there and set the new team up in OC instead of moving it around unnecessarily? I'm not a basketballfag so I don't know the inner workings of the NBA, but it just seems incredibly inefficient.

Not "right after." The Jazz moved to Utah in like the early 1980's, leaving New Orleans without a team for 25 years. The Hornets moved because Charlotte wouldn't buy him a new arena, (sources quoted him as saying, "BAWWWWWWWWWW!"), and it just so happened that at this point the league had 29 teams, and with a new Arena and promises of season tickets, Charlotte got the 30th team.

That even 30, though, is what's gonna keep Seattle from getting a new team for a long, long time, if the Sonics leave.

Most movings are usually because of a disagreement between team owners and the city their located it. For example, City A has Team A. The owner of Team A and the mayor of City A disagree about an issue. Team A goes, "Well City B is offering me more of what i want," so Team A moves to City B. The mayor of City A still wants a team in his city, so he works with the NBA to get Team B started there.

It usually has nothing to do with purposefully adding more teams into the NBA or attendance.
