No! You were on the right track: like you suspected: the "9" on the tabs means you need to glue part 9 to the tabs. But then you mess up and draw lines from part 10 to the tabs that say "9"...
You need to find part 9 (the part numbers are in the blue circles), it's on a different page (page 3/13). It even says which side of part 9 you should glue to part 5 and which side to part 10.
With big papercrafts like this one, the designer's need to spread the parts around on the pages to make the most out of the paper surface. You had the right idea, you just need to find the right part (and that you do by looking at the numbers more carefully).
