You're most likely not going to be able to dry-fold the lokta effectively. Get some MC/CMC. Try about half a teaspoon in 50 mL water to start with. That should be sufficient for one piece. Get a large sheet of [tempered] glass, bigger than your paper. Lay the paper on the glass.
Use a paintbrush (not the spongey kind) or a paint roller to cover the paper. Let dry. When it's dry, peel it off the glass. That should make it foldable. Some wet-folding and more MC won't hurt for the finishing details and shaping.
