This really isn't the place for this, but you're a /po'/ mother some justification can be made.
I would suggest a couple of things. There are thrift stores everywhere: make sure that the local one doesn't have anything you can afford which will keep you warm and match your budget. If you're lucky, you'll find something suitable that is less expensive than fabric, as you don't have access to a discount fabric place.
Second, I would suggest keeping it as a poncho. It'll be warmer than a long coat, and if the fabric is heavy enough, not look too much more strange than your idea of cutting it up the middle. Finally, pick up some rope style cord, preferably at the sewing shop (a joann's maybe?) and use it as a belt. This will both keep u warmer, and make it look like you're not in a burlap sack.
