Dear ignorant,
It is possible, and has been done several times. It gets poor mechanical rotation efficiency, has bad stress balances, and needs frequent expensive maintenance. This type of drive system is a low production/custom in the category of "if you have to ask the price you can't afford it" and after a year or two of casual use you throw it in a dumpster like a scooter.

I saw a "custom bike show" on tv a couple of times with these wheels, two guys where debating who thought of it (probably neither of them). It's possible, and now that it's done once just to show it can be done, everybody can keep making the better looking normal wheels. ;)

Notice the array of dark bars inside the rim. These are cups/recesses/cutouts that use the rim as a cog. The wrap around piece that an ignorant may think "oh that JUST holds it on" contains a an electric motor with a gear directly on the shaft that engages the rim cog resulting in "poor mechanical rotation efficiency" and "bad stress balances" as already stated. Much like supermodels, they may look great but are shitty to be involved with.

The one I've seen in person had a giant chain going around the entire rim on the right side. Not the "cog" setup but you would get nearly the same look with much better driving efficency.
