To give something a shiny look, I would suggest some spray on varnish that gives any kind of finish except matte. Matte finish is the term used for a finish that has little or no shine or sheen whatsoever. Krylon sells a nice variety of these spray on varnishes. I think they're around $4 for a can.
And you got a better deal for Wassau Cardstock at your Office Depot than I can get at the closest one to me. I usually buy the Office Depot knockoff brand because the Wassau papers usually cost about a dollar or two more where I am.
Really, a few thin coats of varnish is the best way to go for getting shiny papercrafts. It protects the ink and finished piece as well as making it look shinier. I'll try to go find a pic of a can of krylon varnish.
