Inkscape (http://inkscape.org) haz what you needz.
Just import the bitmap and convert it to vectors or vectored areas. Delete the bitmap and save it as SVG.
It's Open Source Software, you not need a serialz number :-)

I use a copy of AutoCAD2008 I bought online. Very easy to use program, extremely short learning curve, recommended for amateurs and those with minimal computer skills.
