I like how nicely you gave all of the information that people who respond would need in order to help you.
Okay, I can answer your problem for this step. I just hope it makes enough sense to help you through.
First, I'll point out the red arrow on the OP diagram. It's covered up a little to point inside. This is a symbol in origami used to show that you will be folding something into whatever pocket it's pointing into.
Step 12 is closer to how the bird will look after step 10 than step 11 is. The only difference between what step 10 will look like and the diagram for step 12 is that the valley fold for the head will not exist.
After step 10, there's a valley fold for the head, and then that turns into another inside reverse fold to create the finished bird.
My favorite origami to make are actually the flapping bird and the peace crane. They start out the same, but halfway through they part ways.
I haven't followed any guides to origami in about 10 years before this board, so I'm rusty in what all the symbols mean, but they're probably the most important clue into figuring out the stuff online.
