Blintzing, if you don't know, is folding all of the corners to the center of the square, like you would do to make a fortune teller. The four corners of the paper are at the top corner of the folded base, which is the center of the paper, and "unlock the paper" simply means unfold that portion of the model enough to make the structure (only 1/4 of the paper) made by steps 4,5, and 8 relatively flat. Then, unfold that single corner that was blintzed at the beginning of the folding sequence.
If your model looks something like step 13, that's okay. Just refold the upper portion of the flap on the creases made by steps 4-5, thus making a half of a bird base. The best way to do this is to squash fold the colored flap, then make an unusual petal fold, like you were petal folding the small flap of a frog base, yet the petal fold has a triangular flap coming off of it. If you just understood what I just said, and were able to do it,you should have what looks like step 9. After that, follow the 2 following steps to finish up the rest of the flap. The result should be a colored bird base connected to a white frog base.
I don't know if this will help, but I tried to explain as thoroughly as possible, so if you're still having trouble, someone else who has folded the model may be able to help you.
