Yeah, that's what that step is going for. The double reverse fold is two reverse folds, the first going inward, and the second pushing back outward based on the highlighted creases in step 4.
I usually don't see a wrap in origami, probably because even the creators see them as such a pain. Also, there are two creases that are shown in step 5 for the square at the top that might help with the outside wrap in step 4.
Because of the outside wrap in step 4, you'll need to use a piece of paper that's the same color on both sides. If you fold this with a piece of paper that's colored on one side, then the head and neck will end up a different color from the body.
Also, I think step 7 might be inaccurate, or if it's accurate, then the head for the diagrams after it are off. Then there's also the possibility that I might have screwed up, but it couldn't possibly be that.
