The pikachu Chokipeta papercraft was most likely released in the US/UK in 2004. This papercraft looks like it came in a Nintendo Player's Guide in 2004. From the years that my brother subscribed to it in the 90's, it wasn't uncommon for them to put special things like this in each issue to create hype about merchandising.
I made this papercraft yesterday, but I think I got it from a slightly different version. It's in a PDF format that's small enough to upload here, so I'll do that. Team Rocket's balloon also made it onto the web, so I might post that one later. The pikachu one I'm uploading worked fine without me changing the size on anything.
You'll need to use the "rolling" technique with this papercraft. This is done by rubbing the paper along a sharp edge of a desk or table, using it to round the piece of paper, kind of like one would do with ribbon and scissors.
Also, I didn't use the base with this papercraft, and it works just fine. So if you want to save a little paper, you can skip the base. I know I've forgotten something.
