No shortcuts like a program where you click a button and that will merge some of the polygons; since a computer is kinda stupid and would mess up the design so it wouldn't be usable as a papercraft cow anyway. You just need to look at the design, analyse it, and you need to break down the design into simpler shapes (and then model them). Like the legs for example: instead of 6 small rings of paper on top of eachother, you can make them into one larger cylinder. This is the part of papercraft making with Pepakura that you can't just explain to someone like "do this then that". You just recognize shapes and understand how to make them easy to build, or you don't. If you don't right now, then maybe just by making a lot of papercrafts, maybe you can kinda "train" yourself.
