It's from Chokipeta again (http://chokipeta.jp/, more specifically http://chokipeta.jp/C00_NewComer.htm).
Chokipeta has *a lot* of Pokémon papercrafts, usually commissioned by game magazines to put in the magazine as a gift for readers. This one is for the november edition of some Japanese Nintendo DS magazine I think (the name of the magazine didn't translate).

I don't know about subscribing, they're japanese magazines, so I'd imagine you live in japan, you walk into a shop and buy the magazine.

I don't know the name of the DS magazine the OP papercraft is in, but other Chokipeta Pokémons were in the japanese GameCube magazine Dengeki, and other papercrafts were included in the package when you bought the game etc...
So it's not like they all appear in one magazine, unfortunately...
