Haven't heard about Passware before, but i use "Advanced PDF Password Revovery", and "Advance PDF Password Recovery Pro". The former can remove unknown owner passwords, as long as no user password is set (allowing the file to be edited). If there is a user password, it can still remove both passwords, as long as you know one of them. The pro version can do the same thing, plus it can use various searches to hack the file, if you dont know either password. Theres a dictionary search, and a brute force. If the format of the password is unknown, or is likely to be more than 5-6 characters, a Key Search is a better option, as long as no third party encryption is used. The Key search doesnt try the actual password, but the hexadecimal encryption (theres actually less keys, than possible password combination). They say its guaranteed to encrypt the file, but it takes up to ~9 days on my Athlon 2000.
To the OP's specific problem: I assume that you have a PDF with a User Password set (prompt, when opening in acrobat). That means, that the file is encrypted, and Photoshop won't import it. If you know the password, the trial version of APDFPR (standard) will do the trick:
