Why so difficult? Take a look at Ninjatoe's Advance Wars tanks, a lot of them have rotating turrets and it's basically just an axle with two flanges that on side you glue to the turrent, and the other side you don't glue to the hull of the tank.

Your idea seems a bit over-engineered while papercraft is usually better when it's kept simple. But maybe your method is not difficult, and I just don't understand it, I'd love to see a prototype. There's no need to make it in 3DCG/Pepakura, just take some scrap cardstock, design it by hand, take it apart again and scan in the parts (or rather a good tracing of the parts). I'd love to build it to see if it's simple and if it works.
