Wow, everyone is going gaga over the buddhist flower! Alright folks, I don't have a template or anything, but I can tell you how it was made.
The base of the whole thing is just a small paper cup. Get a bigger one if you want a big one to hang outside; the flower I have is about 6 inches high after completion, so the cup is about 4 inches. The best example they had was a HUGE flower that looked at least 3 feet in diameter. I have no idea what they used as a base for it; maybe a bucket?
The colored strips of paper you can find in any craft store; they're all cut the same size and crimped lenthwise. Take one end and twist it into a point. There! It's a petal.
Now make a shit-ton of those petals in all the colors you want, and green for the base leaves. Have a dish or saucer of regular elmer's glue ready (yes, a dish; its easier to dip and wipe off the excess than to dab straight from the bottle).
You start with the cup, which is turned over so the open side is facedown. You'll dip and paste the petals from top to bottom; try not to get too much glue or the petals will slip and slide everywhere, and only just a tiny bit of the lowest part of the petal. The petals should be curved inward.
Now continue your way down, trying not to paste a petal directly over the previous petal; space them out evenly.
When you get to the bottom of the cup, leave a small space for the base leaves; the leaves will be curved out instead of inward like the petals, and they will curve underneath the rim of the cup. Tada!
Hints: This is very messy business; I suggest laying down some newspaper to catch any glue drips.
