When I'm using paper to build up prop or costume parts, or for just a model I want to be super tough, I use superglue... You can get a super-thin formula that soaks into the paper extremely well, & doesn't leave much surface 'crud' at all, like thicker glues do... If I'm doing a piece that's getting textured, then I'll brush on a good coat of gap-filling superglue, then spritz it with zipkicker... You really want to do this outside, as the superglue fumes from that amount can really do a number on you...
I primarliy use 110# cardstock for all my models, & a coating of glue makes it compareable to styrene plastic sheet...
