Could you use these things for cutting out some of your harder templates?. Or is it easier to use some other cutting method. Like a x-acto knife set for smaller and harder cuts.

you can use it but it can be a pain in the ass. Just use it for easier stuff.

I was looking at a demo of this thing, anyone who has one comment on how easy it is to use, its reliability and any notes of consequence.

Assuming it works as advertised it would speed up builds significantly.

The thing needs to know where to cut, so it's useful for papercrafts made with compatible software. Pepakura should have a plugin, but I don't know if it works afterwards with any Pepakura model, or that you have to use it BEFORE starting to unfold the model.

I'm aware that cutting patterns can be generated in the packaged software by effectively overlaying the cut pattern (drawing it on top) of a model image/template. If pepakura does have a plugin I'm not familiar with it. Even if it doesn't work directly with PDO's pep has a fairly wide array of output types and I'd be surprised if it doesn't work with PDF's (if all else fails pep can output bitmaps).
