Cardstock from 110-200 grams per square meter (gsm), should be around 60-110 lbs if you're from the US.
PVA (white) glue works for many people.
Check out http://www.yamaha-motor.co.jp/global/entertainment/papercraft/howto/index.html
and after that: try making one, and you'll find out what kind of household "tools" and glue and cardstock works best for you soon enough; it differs for different people.

How so? Do they fold over in loops or do they just dangle?

I do believe those are the rings on the back of his cloak/jacket/thing (see the same size x's for where to attach)

I figured they went on his back where those X's were I just wasn't sure how they should be connected to it. I tried looking up official art but I couldn't find any reference points to them.
