Only if I'm scoring/cutting a really straight edge of significant length, which doesn't happen too often with the crafts I build. When I was first starting out I used one all the time. Now I'm used to getting straight lines, so there isn't really any need.

I use metal ones for cutting cardboard, foamcore, and matboard. I haven't had much use for it yet with papercraft, except when I'm using measurements to make a template by hand.
Some Wal-Mart stores are now keeping architecture supplies in their office supply section. I found a metal ruler for a dollar or so there two months ago.

Only when building a papercraft without fold lines like Ninjatoes Link, then you have to check with the version with fold lines, and I place the ruler from the two points where the fold line is supposed to be and so I can score the part properly.

I've got a cheapo plastic 6 in one, but I don't use it much, except for scoring. I've found that if I use it too often, it shaves away the plastic.

30 cm is about 12 in., so 37 cm would be approximately 15 inches. That's only an estimate, as I'm not sitting here with a precision ruler with conversions from one measuring system to another.
I should find that Shaedler ruler I had that could measure distances smaller than 1 mm.
