Completed mine but only on office paper so it's not very good.

Pro tip: if your confident enough a lot of this can be made better by unfolding the model flat and fixing all the folds you make.

Yes you cut in step 4. in step 7 do 1 or 2 together until they have all been folded then make them all together.

In step 9 you must do this fold one at a time other wise your flower will look crap and it will be a lot harder to do.

Step 11 is a bit tricky in that when folding that flap down you use the fold from step 9 as a guide

To form step 12 just pull down on all the petals and the center will pull down correctly.

You don't have to cut in step 4, you can fold the outstanding edges inwards. it worked for me and when I think about it, it should be easier than cutting it.

well, i finally succeded step 6,7,8, and 9.
To succed step 9 you have to fold one by one. But it seem it cannot do without stretch the paper. (Anyway to find the way it seem we must x)
This time i failed at step 12 ! >_<
