The thing with wearable helmets is: your head is probably not by some magical coincidence the exact same size as the head of someone else. So even if you print it exactly the right scale as it was designed, that doesn't mean it will fit your head properly. In Pepakura, in the bottom right corner, it tells you the height, width and depth. Scale it in Pepakura so these numbers will match with what should fit over your head, then print it without adjusting the scale (because if you adjust the scale, those numbers aren't correct anymore obviously. If the parts don't get cut off without rescaling when you're asked, there's no problem. I don't know which Master Chief helmet you're building, but usually if you a helmet with all the parts attached, you'll find out that your head is bigger than your neck. ;)
