You should try to avoid unfolding the parts like around the eye: there are almost no glueing flaps left to glue.
On models that have this flaw, I usually just use tape on the backside, but with a little extra work, you can lay out the parts a little differently (maybe you have to break up the part in two seperate parts, then that's the way it is). these small things show people you put extra thought in your template and it will be more fun to build.

I just glue the edges of the paper together.

lol since like I said: there are basically no glueing flaps left, you kinda HAVE to, right..?
But since let's face it: that's not as strong a bond as using glueing flaps, I put some tape on the backside as well, or I just glue some scrap paper to the back.
It's basically how you mae a butt-joint in papercraft, but that was not the intention: the intention was to use glueing flaps, and you still can, if you lay out the parts a little differently.

Sometimes, if the papercraft is easy enough, I just cut off all the tabs and glue them that way. It's a bit more difficult, but the results are fairly impressive.

no
flaps are not always necessary
sometimes as long as you just put glue on the edges and hold the 2 different parts together until it dries it'll be fine
for example. moony's mudkip's fin things dont have flaps.
you just.
wait for it to dry.

They WILL fall off. ;)
With glue, the bigger the surface area, the stronger the bond. A glueing flap offers much more surface area than the edge of the paper. It's why "butt joint"-designs always have an extra part to glue on the backside to act as a glueing flap, to increase the surface area where you can apply glue. Because just glueing the edges together is not strong enough. But I agree, it will be fine as long as you don't touch it too firmly. You could just not use glue and just balance it on top of the head and as long as it doesn't move, it will be fine too. ;)
