I remember from my Japanese Art class that these are hard to find in one piece. Historians think that people might have made these dolls for healing, breaking off the part affected to try and heal someone.
It was made during the part of the Jomon period where times were tough because the period before held plenty according to the art that was able to be produced at the time. Then something about the weather patterns and the sea changed and many were left without the food sources that they once had easy access to. So many people died during this period, and there are many of these dolls to be found, just like there are hardly any of these dolls in complete form like the op's.
