The bucket wheel at the front is about 21.6 meters, or 70.87 feet, in diameter. 1:25 scale would still put it at 17.5 feet. And if I got it right, the entire thing in real life is about 860 feet long (in that pic, at least), which would put a 1:25 model at 215 feet. That's quite a bit of paper.

I think 1:300 would be a lot more acceptable, but a lot less impressive.
