Photoshop can open pages from pdf's, and then you can save them as jpeg.
But if you have Adobe's free Acrobat Reader, you can click the camera icon, then click the page, and it will automatically copy the page the same size to your clipboard, for you to paste in MS Paint or whatever.

Well I need to speak the truth: you shouldn't just click the page, with the camera icon tool turned on, you should drag the cursor from the top left to the bottom right of the area you wish to copy, then let go.
You can save it as whatever you like, bmp won't give you any quality loss, and any quality loss if you save it as jpeg is just due to which jpeg compression settings you choose. If you choose to save as a jpeg with the highest quality, you'll get... the highest quality. ;)
