I printed out a shyguy on glossy photo paper, but I can't get glue to stick. I've tried PVA glue, and the superglue in the picture.

The PVA isn't strong enough, and the superglue seems to melt the coating of the paper. Is there a glue I can use or should I stop using photo paper?

1) Stop using photo paper
2) White glue! Aleene's Tacky Glue for the win, Elmer's works too. Spread super thin; less glue holds better than more glue.

Have you considered using matt paper? I know it tends to be 120 gsm the colours print out well. (see image, shyguy on the left is printed on matt photo paper)
The trouble with glossy printer paper it tends to heavy weight making cutting and scoring difficult not to mention gluing. Sanding the glue tabs might help.
