It's called pleating, similar to how a paper fan is. However, with a dollar bill being so small, I wouldn't want to attempt this feat any time soon.

When you pleat you go two steps backward, twards the tail, then forling the paper along the crease, one step forward, and folding the paper along the crease. Switch to the rows in the other direction, and repeat this process, making one more pleat.

I just fold both sides down, with the plane I am looking to put a new crease in flat on top, then carefully press the edges, which encouraging the center down with my finger.

Bah, humbug. I completely lost the fins. I did okay with the pleating, but I think I started it in the wrong place. It ends up becoming a criss cross mess.

i'm not 100% sure how to do part C of 38, but if you try to make it look as similar as possible to step 40, it pretty much works out...at least mine did.
