Personally, I never ever do this: I papercraft for fun, and for me that is making something that looks something from a game/anime/whatever I like, and not to make something so that you can't tell it's made from paper from more than 3 feet away.
Some people do, though, but you can't really just cut out the pieces and glue them together, you basically have to customize every piece so they fits better than the designer ever intended: http://home.tiscali.nl/ponytail/Wheels-page02/FW26-Wheels.html is an example of somebody who sanded some grooves in some wheels, but of course this means you have to paint them because sanding means you'll make ever bigger white edges.
My advice, if you just want smooth folds: don't bother with sandpaper. Just don't actually fold the folds, but bend/curve the paper. You'll need to hold the parts together longer than when you fold them though, because there will be more tension in the paper wanting to break the parts apart.

you could use: glass fibre resin

comes as a resin and a hardener which you mix causing a reaction that makes it set really hard. just get some of that and coat the outside or just pour it in a small gap and swirl it around to get a good coat inside. then you can sand it. you could fill in any gaps with hot glue and then use plastic primer followed by paint to paint it.
