Yeah I would have to say paper... but witch one would you be most proud of "cuz" you spend money on the plastic models and paint them and stuff... well paper ones too, but most of the time you find them on the internet for free. My opinion is, the paper ones just cuz it takes much longer in preparing and plus if you had 3D modeling skillz you could design you own and that is way cooler.

In terms of skill,
it takes a lot to make a good plastic model,
like with the nice paintjobs and such.

In terms of effort,
papercraft models are a test to how much work you can put towards a single project.
The things are not usually hard, but as time consuming and repetitive as hell.
