whats the best way to get decent light indoors when there are no electronical sockets or extra flashes around? (old buildings and so on)

Use North and South facing windows for soft light, East and West windows at sunrise and sunset respectively for more intense lighting.

Get the right building at the right time and the results can be amazing. I would do a pic related, but I'm away from my external harddrive right now. Probably the best light I've ever had was from a west-facing window in a coffeeshop when the sun happened to be almost right level with the windows at sunset.

Barring that, get some huge flashlights (as in, the things the British call torches, not as in what photographers call strobes) and go to continuous lighting town.

I dunno exactly.. seems like they use lots of blending layers and such, but soft light blending layer doesn't give this exact effect... do they blur something? some PP ninja might explain it

This pic is simply an 85mm f1.2 at F2.5, and probably a few photoshop filters

Most pics though are used with a DC lens (Defocus control) it can give effects much like this

it's narrow depth of field. that's all. 2.5 is pretty damn shallow.

could be the soft lighting, too. not sure they get a lot of sunlight down there on the streets of tokyo.

duplicating and applying gaussian blur was one of my ideas but, never got it to work properly...

I took a shot at replicating the effect on one of my own images. I included an inset of my layers palette in the image to illustrate what I did.

I made two copies of the background layer. I did a gaussian blur of 3px on one and set it to 50% opacity. Then I did a 8px high pass on the other copy and set it to Hard Light blending mode at 45% opacity. Lastly, I threw a curves adjustment layer on and bumped up the contrast on her skin and some other key areas. It's not exactly what they did but I think it comes close, with some tweaking and some more local density/tone adjustments you could probably get it pretty much the same as in the OP.

I used a layer with gaussian blur and diffuse glow with reduced opacity, and another blending layer with soft light with reduced opacity as well... then levels, color blah, the usual
I guess I went a bit overboard but, here's the main recipe... any thoughts or suggestions?
