The photo has potential, but...
1) ISO too high!!!
2) Image blur, get a tripod.

I don't think there is any image blur, I set the camera on a steady surface. Now, the wind was blowing hard (as you can see from the waves) and that may have kicked up some sand or ocean spray. But can I do anything about that? Y

Then maybe its the overexposure at the lights that get me confused.

Yes, I agree the lights are overexposed. I felt I had to sacrifice that for a good exposure of the ocean. I would really be open to any ideas on how to keep the ocean like it is in the second picture and not overexpose the lights.

I think you should have taken the photo in raw. Or you can use bracketing to take several photos and make a HDR, or metering.

I was thinking HDR might improve this, too... I've noticed that the printers use HDR images to show off their potential quality
