I don't know how to do this in video editing. In photography you just take a shitload of photos really fast, then in photoshop...File => Scripts => Load files into stackcheck the align source images box, then play with the eraser tool on the layers.
Its pretty much the same way for movies. Just with after effectsFirst off the camera is most likely stationary and that panning you see is an effect.You take the raw footage and track the guy in it. Then create a new layer of just him and move it up in time/back in time. shouldn't be all that hard

After effects and a chroma screen,first shoot the scene without the skater, then put the green screen and make the skater go in front so the green is in the back, then in post do the composition.
