Yes. If the box just says 'Velvia' it's the old stuff. If it says 'Velvia 50', it's the new stuff.

I haven't heard of anyone being able to tell the old stuff from the new stuff in photographic tests.

Even then, film can be pretty thoroughly expired before you notice much of a difference. I shot a roll of Elite Chrome this year that expired in 2005 that looked perfectly fine. And I'd gotten it from a drug store selloff, so it had probably spent more time in a hot warehouse than it had in cold storage.
