Generally yes, but there are many exceptions. Some lenses don't have enough resolution in the center for crop cameras while looking OK on full-frame ones with the same megapixel count.

You can get wider angles with full frame with a given lens. Given the Sigma with a 12mm, you can get absolutely wider with full frame, too. Do most photographers need to go that wide? No. Do most photographers need to go wider than 28mm-equiv? No. Do most photographers who shoot with ultrawides make shitty pictures because they spend too much time wanking over their absurdly wide angle and not enough time composing? Yes.
