No, seriously, used Digital Rebel. That wasn't a flippant answer or a joke. You can pick up a used Canon Digital Rebel for around $300 and it'll give you better image quality than anything else you can get that cheap. Or, for about $50 more, you can get a Digital Rebel XT, which is even better.

The original Rebel is kinda slow and has less controls than some of Canon's own point-and-shoots unless you hax the firmware, so better spend those extra $50.
Also, there's Pentax DS and Olympus E500, both of which have slightly inferior image quality, but the former has a better viewfinder and the latter can be found with 2 kit lenses for the same $300-350.

Don't get a Digital Rebel in this day and age (I still use one, because I don't have the money to buy a better one and spent a bunch on good glass). Try for a used XT -- best of the bunch mentioned here around the required price.

Best Canon for about $500?

Already have 2 Canon lenses for film SLR (28-80 f3.5-5.6 & 22-55 f4-5.6)and am used to Elan 2e. Shoot mostly landscape/nature (oh how I want a good tele for birds but can't afford) but would like to do portraits at some point.

If you're used to the Elan 2e, then I'd probably recommend a used 20D. Alternately, you can get a brand new Rebel XTi for that price, but I think that the handling and feel of the 20D would be more suited to someone used to a midrange film EOS like the 2e.
