If you're willing to buy used, you can get a Canon Powershot G-series or a Panasonic Lumix DMC-FZ8 for under a hundred dollars on eBay.
Both are very good cameras. The G-series will get you less noise and has better out-of-camera color, just generally a better (larger) sensor; the DMC-FZ8 has a better lens, actually a very good lens. Also handles better IMO, although they're both good. Get an earlier G-series; they had faster (f/2) lenses. Look on dpreview to see which one was the last before they slowed them down.
Fuji also makes some very nice digital cameras, but I don't have any specific experience.
If you're bent on buying new, Canon Powershot A-series is always the answer.
You might also want to look for some of the very early DSLRs- the Canon D10 and D20 or something like that. Those are probably pretty cheap.
