How the hell is it an SD800 can get f/14, while my S3IS only goes up to f/8?

that's a good question because looking at the specs, they dont match up with the exif data at all lol.

Huh. That does seem weird, especially since the S3IS probably has a bitter sensor than the SD800.

On the other hand, though, the maximum aperture (which is 2.7 to 3.5 on the S3IS, depending on the focal length) is the really important number. It's probably just that, with the small sensor on the S3IS, going smaller than f/8 just gives you diffraction issues without adding any depth of field, and that the people who made the aperture blades for the SD800 didn't bother to figure out the best, non-diffraction-limited minimum aperture.

Of course, IANACE, so I'm quite likely just talkin' out my ass.

you mean f/2.7-3.5 but thats the max aperture at the wide and telephoto ends. the smallest it can get is f/8.0 at both ends.
