The Canon 7 isn't rare. Checking eBay would show you that you can pick up one for around 200, and a Canon 50/1.8 for 150ish or less.
It's a great rangefinder to start with, along with some of the earlier Canons like the P or VI. If you want something more modern (metering in body, autoexposure), get a Cosina Voigtlander Bessa R2 or R3, which are sold new with great lenses like the 50/2.5 Color Skopar and 50/1.5 Nokton.
If you're really hurting for money, quit photography. I mean, buy an old Soviet camera like the FED-2, which can be found pretty cheaply with a good 50 like the Jupiter-8 50/2 or Industar-61 50/2.8
Also if you don't want to change lenses you might want to consider a fixed lens rangefinder. These exist with 50mm lenses but I've forgotten them all at the moment.
