Not gonna happen, chief. Well, I suppose you could get a Canon AE-1 with its 50 1.8 used off of Ebay or Craigslist for like $75, that'd take good night shots.
But if you're talking digital, none of the point and shoots are good at it at that price range, and it's only until you get into DSLRs with fast primes that you can take night photos that are acceptable.
