uh....
where do i start?
i guess google photography techniques, try reading books; i hear understanding exposure is good, though never read it.
go to a camera store and try them out. personally i wouldnt go anything other than canon or nikon, 4/3rds and sony just havent impressed me yet and are lacking the longevity that canikon currently has regarding AF, mounting and general lens selection. disclaimer: yes i know you can mount minolta lenses on a sony, but its hardly worth it compared to the current canikon lens selection just to save a few $...
as i shoot canon ill suggest something like a 20 or 30D theyre a good sized body, have a lot of good specs, will produce great images when used properly and it has a great selection of canon EF/EF-s lenses to go from. im sure you could also go with nikon and have the same attributes, i just dont know specifically what camera would match the 30D.... also, dont buy into the megapixuls argument, more is generally never better so getting a new camera just cos it has more is pointless... hope that helps ya'
