I use the 'Save for Web' function in Photoshop as that generates smaller file sizes than the 'Save as JPG' one.I understand that 'Save for Web' strips away all EXIF data. Is there a way to generate compressed JPGs with the EXIF preserved?
save as jpeg and choose a lower quality

All JPEGs are compressed. If you want a smaller JPEG file with the EXIF preserved, lower the JPEG quality slider when you save it. Why you'd want this so badly I don't know; JPEGs are all tiny.
