ASA 400, open aperture, shutter speed as long as you want. 30 seconds will do.

Find a place where there is traffic, put your camera on a tripod, meter for the surrounding scenery (not the traffic), take picture. Use a sufficiently long shutter speed to get long, smooth blur trails. Upwards of 15 seconds is good, depending on the speed of the traffic. The darker the surrounding area, the better.

Why would you use ISO 400 and a wide aperture? I would shoot this stopped down to about f/8 and ISO 100.

Only reason to shoot wider and faster is if you're worried about reciprocity failure on film. This is going to be some negligible shit on a 30s exposure.

Wider = less depth of field, more lens flare. 400 = grain. If you're using a tripod stop down and go with 100, that's what they are for.

Stretch out the shutter speeds. There is no need for 400 ISO in this case, so you might as well go with 100 or 50 for the fine grain and better colors. f/8 or smaller for increased DOF and to star out point light sources.

Reciprocity failure in <1 minute exposures is really easy to deal with, just memorize your compensation rates.
