recently got a tamron 18-250 and the IQ on it seams sub par, anyone else have this problem?

At ISO 3200 with that lens the image isn't any worse than you could hope for.

What image quality exactly were you expecting?

that's nearly a 1:14 zoom ratio

if you're looking for sharpness, stay within 1:3. anything beyond is lower quality and is just for convenience from switching lenses all the time.

Try a higher aperture too, that will give you larger depth of field. Of course you'll have to use a slower shutter speed, but for a shot like this it shouldn't cause any problems.
