/p/, is it possible for me to take a blurry image, and "un-blur" it in Photoshop? If so, how?

Like, this picture for example. Is it possible to clear this image up?

Nope, it's not possible. if it's blurry throw the shot away and retake. Photoshop is not a fix-it all.

Ah, that's unfortunate. :(

Well, just one thing I want to know then, what the hell does the Sharpen tool do?

Especially with blur like that. Real minor blur, you can do, but you have to be careful not to overdo it.
Otherwise, google a photoshop tutorial, they're all over the place.

the sharpen tool is deceving. you can't go back and forth from sharp to blurry with shapren and blur. when you take a sharp image, you can blur it as far as you want. but. when you take a blurry image, when you sharpen it, it will never look like a sharply taken image.

the sharpen tool increases the difference between light and dark and colors in nearby pixels. it doesnt actually make the picture focused better, but it makes it seem as if it were. it is best used in EXTREME SUBTLETY. if you ever sharpen anything, it had better be very little.
