What/where is a good place to start photography? I want to learn some basics and I have a compact digital cam

Go read a bunch of books on photography. Just about any intro photography book out there will do. Just make sure you get one targeted at film photography, not "Learn Digital Photography In 3 Days!". My experience has been that film photography books explain things like exposure, while digital photography books are pages and pages of "Here's how you choose the right digital camera", "Here's how you set up your digital camera", "How to use photoshop to make your lame photos awesome" and so forth. They rarely even take the time to explain aperture and shutter speed, much less talking about the basics of good composition.

Try your library. Especially if your local library system has occasional book sales. That's where most of my photography library came from.
