EXIF is not set in stone. Not only is it INTENDED to be editted (with fields such as 'Comments' and 'Photographer's Name' in the newer EXIF versions), but it's easy to do anyways.
I know in Adobe Lightroom it easily allows you to edit EXIF data, and even sync it across albums.
Also, even if they didn't want you to edit EXIF data, it would still be painfully easy unless they built encryption into the images. It would be as easy as photoshoping 'em.
