would a diffuser or a flash card be effective with pop up flash, or should I just go ahead and buy an external flash

If you want to get into flash technique, you should buy an external flash.

Nonetheless, camera-mounted flashes, like your pop-up, have their uses and can be diffused, gelled, etc. like any other flash.
