It's a good manner not to wear hat while eating, but that isn't my problem if someone hurts his/hers feelings by that (not that I would eat wearing hat). Social grace, I don't understand what the words mean (together), so it's hard to comment.
Also, my law and ethics of journalism teacher told us that it's just better to go and take the photo than start asking questions. Not forgetting that there isn't any law (where I live) to forbid photography of people in a public space.
