So okay, say you have some low quality glass. It's especially low quality at the corners, but not too bad in the center. Not great, but not really too bad.
With the crop sensor, you don't get that corner unsharpness because the edges are cropped out. But you also are, effectively, enlarging the resulting image more than you would with 35mm, which will make any problems with the center sharpness more noticeable.
However, my guess is that the two sort of average out (unless you have a lens that's especially good in the center and/or especially bad at the edges) so that a crappy lens is more or less just as crappy on cropped digital as on full-frame 35mm.
