What's the best resampling technique to use when resizing a photograph, if the goal is the best preservation of image detail?

I'm using Elements 5.0 if it makes a difference. My options are "nearest neighbor," "bilinear," "bicubic," "bicubic smoother," and "bicubic sharper." I have no idea what any of those mean, although I can guess "bicubic sharper" is sharper than "bicubic" and "bicubic smoother" is more blurred.

I usually go with bicubic sharper.

according to photoshop CS3, bicubic smoother is better for enlargements, and bicubic sharper is better for reductions. pic related; it's a screencap.
