the significance of this photo is that, as far as the eye can see, it is a no passing lane for the viewer, but a passing zone for oncoming traffic. this presents a metaphor that applies to many aspects of life, the chief of which is that you can't skip ahead in life, but oncoming issues are ever-changing and unpredictable.

Another problem is it is really pretty cliche, I've seen it done thousands of times, nothing new. It's an o.k photograph, if a bit boring.
