Pick up a second-hand Manfrotto 055 like I did.
Solid, rugged and light.

I'll second the used Manfrotto if you're looking for quality.

If you're just after something that will do the job for a while, try a low-priced no-name brand tilt and pan head type. Bought my first one about 20 years ago and it's still working just fine, but mostly used for off-camera flash and the like these days.

Depends what you're using it to hold.

A SLR with a big lens - in a word, don't. Better to wait and get a better one with a head that doesn't snap under the strain of a heavier camera or lens.

A crop SLR with a non-monster lens can get away with the cheaper ones, but ultimately you get what you pay for. Dropped a couple hundred on a Manfrotto and a separate tilt/pan head and I could probably swing the thing by the tripod legs and not worry about it.
