For the blue of the sky, you can get something similar. For what it does to reflections, off of plants, water, whatever, you can't, because it's an issue of what the sensor actually captures. And the effect it can have on evening out your exposure can't really be replicated unless we're talking about merging a couple different exposures. As in, between a shot with and without, the sky ends up looking the same; it was darkened by the polarizer, which caused a little longer exposure. Sky turns out about the same, ground ends up brighter.
