here's what you do. pick a subject. could be anything, preferably something that at least interests you. could be parking meters, broken beer bottles, cigarette butts, mannequins, volkswagen beetles, people wearing blue sweaters, whatever. you're just going for a thematic consistency. you can go ahead and make photos of whatever you like, but any time you come across your subject, make a photo of it. do this for months, or even years.
the idea is to control your variables. it's hard to walk into a scene and just instantly see the composition. you have to know what your subject is first. over time, as you see your little pet project in a variety of lighting conditions, surroundings, angles and such, your familiarity with it will grow. as your familiarity grows, your creative freedom will grow, and so your compositional skills will improve.
