I'm slowly getting into photography, currently don't have an SLR or DSLR. My budget is small but my money is still being saved up. What does /p/ recommend for my first camera? Any camera between $400-600.

Another question is... which type of camera should I look at in the first place? I've heard SLRs have better quality, but DSLRs have their pros. Halp. Pic related lulz

Well... If the idea of building your own darkroom and developing film yourself doesn't seem too appealing, I'd suggest you get a DSLR. At $400-600 you'd probably be limited to low-end or used ones, though, but most of them are good enough (just stay away from older Olympus DSLRs)

OP here: If I get an SLR, couldn't I get the film developed somewhere else? Sam's club does high-quality developing for cheap.

If you give away your film to be developed, you pretty much lose control over many aspects of your photos. This adds to the thrill and challenge, but most photographers dislike it.
Plus film/processing that gives comparable or superior quality even to a low-end digital SLR isn't too cheap, so after a few hundred shots a DSLR might turn out overall better price-wise.
