$3 is good, but if you want to be creative and have fun with black and white film, get an old SLR (~$20)
Also, unless you are developing it yourself, don't bother shooting black and white film. If you wanna do B+W stuff but aren't into darkroom, get a couple rolls of chromogenic C41 black and white film (Ilford XP2, Kodak BW400CN, Fujifilm neopan?). Any 1-hour processing lab will do those films, but won't be able to process black and white.
XP2 is on clear acetate, so you can print them right to BW paper, but printing to colour paper is more difficult for the lab and you might have discoloured pics
BW400CN has a brown acetate base (like colour negs), which makes it easier for the lab to print to colour paper, but it is a bit more difficult to print to true black and white paper (Don't let people tell you it's impossible - if you are comfortable with varicontrast paper and filters and compensating for the density of the negs, it makes pretty amazing prints in a darkroom. I have made some amazing prints out of BW400CN film, some even nicer than prints I made from true BW film.)
