How close has lense design come close to perfection at focal lengths, from the time lenses were made through sketches and computations, to CAD's and automated machining of parts and miniaturization on computer technology? Has the price of creating a lens stayed the same?

TL;DR, I want perfect, CA-free 21st century dslr lens for less than $100. Canon mount preferably.

With respect to CA, ultimately it doesn't matter how awesome our designs get, it's expensive to get rid of. The best way to correct for it is to use exotic glass elements, usually flourite. Both raw materials and production are very expensive, it's as simple as that.
