How do you get this effect? Is it a gradient filter or something? Maybe some color adjust I'm missing?

I took a 5 minute shot at replicating it.

First I used a yellow photo filter overall. Then I did a curve with a mask on the sky and brightened the tones in the blue sky. I reversed that mask's selection and did a contrast curve on the grass. Then I did a hue/sat on the blues while and shifted the hue more green then desaturated it a bit.

it's pretty close.. just needs to be a bit brighter.. and sky is a little too blue. something easily adjusted

look the same to me, except the sky's darker; that could probably be fixed with a gradient.

Personally, if I tried to replicate the OP, I would've gone infrared and either altered the colors or just paint in the colors over black/white. Of course, infrared is also likely to give you a darker sky.

is the film as good as the cover?

It was more similar in PS than on the web. But using the adjustments I laid out you can get pretty damn close to the OP's pic just tweaking them.
