Basically, light waves all have a specific orientation. So some might be going up and down, others left and right, etc. What a polarizer does is it cuts out the light that doesn't have a specific polarization.
Reflective surfaces tend to polarize the light one way, so when you block out light in that polarization, you lose the reflections. Additionally, when you're angled appropriately from the sun, the light in the sky that's coming towards you will be primarily of one polarization, so a polarizing filter will cut out a huge amount of light in the sky, which'll give you a deeper, darker, more saturated blue.
