lol, that's not what causes that. The star pattern is from using a small aperture.

there are lens filters that can do that to lights without PS, but I forgot what they're called... I have one at 44 mm for an extremely OLD camera, think it's called a starlight lens. or something

using a lens filter to do it makes it look less tooney than what you see in that picture.
