Basically, this is supposed to be commentary about climate change/global warming because last winter in Finland was noticeably warmer* than "usual". It hardly snowed at all; it mostly just rained the whole winter (which is rather uncommon). So I believe the reason why the awards committee was impressed, was that you shouldn't be able to take a shot like this in Finland the time of the year this was taken.

*Never mind the fact that the winter was actually unusually cold in many other parts of the world, or that a single warm winter, or even a decade, is not a sign of global warming.
