Black and white generally turns out better on cloudy days since things are lower contrast than bright days

As a general rule, black and white works better when there's high contrast. Because without widely varying tones, it's just shapes. Color works better on overcast days, since you can use different color combinations like different tones.

Again as a general rule, portraits are better done on overcast days, so the clouds diffuse the sun.
