Use the blur tool
If you can be screwed try using the smudge tool and follow the grain it can also make a cool effect. You have to get the settings right tho.

I just so happen to have a handout from my photoshop instructor on this very thing.

1. when you size in photoshop use bicubic smoother if you have a jpeg (keeps artifacts down) use use bicubic sharper if you aren't in a lossy format (ie making big images giant).

2. Increase the contrast just a hair and use a bit of unsharp mask. *just a bit*

3. create a layer above and fill it with noise from the noise filter. Use the blending mode multiply,dodge, or whichever looks best. then use opacity and fill to tweak to suite.

With this you can get an extra 15% size boost these are TINY corrections. Best used on images that are already kinda ok. Depending on the image you may be able to tease more. hope that helps

The change in grain helps make it look more natural and less blownup it only takes a tiny bit. It gives the illusion of sharpness and detail.
