*Precisely* the opposite. Most point-and-shoot cameras have no mechanical shutters at all, thus the maximum "shutter speed" is limited only by CCD control circuitry, plus they can sync with flash at any speed. The problem is that superfast shutter speeds are usually blocked in firmware, but there are some ways to solve that (for instance, several Canon compacts go up to 1/25000 with CHDK installed)
