In general, the Okinawans aren't hostile toward us. Of course there are a few radical people here and there who hate us. Their politicians, however, are incredibly anti-American. They even go so far as to fly people from mainland Japan to beef up their rinky-dink little protests and make it appear as though the rest of the population is adamant about their cause.

Regardless, I'm always polite to people here, and they're always polite to me, even when they know that I'm in the military. I conduct myself as if I were a guest in somebody's house while I'm on the island. There's a lot of progress to be made by respecting and learning from the culture here.

Problems in Okinawa aren't the only time people wind up being restricted to base. Some twunt squid from Sasebo had a hit and run there and managed to get all of CVW-5 (the entire 7th Fleet Carrier Air Wing) in Atsugi restricted to the base unless they lived off base. Also, the Atsugi base commander chopped off driving for a period of two weeks after a rash of off-base DUI's.

When I was on Atsugi in '07, they had just come off of that driving restriction. The whole 'Liberty Plan' thing is still in full effect, meaning if you're an E-5 and below you need to submit (in writing) to your chain of command a plan on where you're going and what you're doing. Jesus help you if you get caught deviating from said plan, as you're going to Mast (Office Hours for the Marines).

CONUS isn't immune to this either. Where I'm stationed we had a squadron CO cut off parking in the command lot for a period of two weeks after some dumb Airman (E-3) got a DUI. Pretty funny to see a Senior Chief (E-8) trucking down the road on a skateboard (whilst wearing a helmet, of course.)

A lot of the problems up north (meaning Honshu and the Kanto/Tokyo/Yokohama) area were to do with the frankly atrocious behavior of a small part of the USS Kitty Hawk crew.

The problem is partly one of lax discipline, and partly of a lack of oversight by the E-6/E-7 set onboard the boat. (I'm an E-6 by the way, so I'm pointing a finger at myself, too.) After all, you can't tell me you didn't know that one or more of your guys were up to something hinky and you didn't know.

I was doing some Stuff comma Interesting comma Non-Standard a while ago (don't ask) and was working for a Master Gunny that pounded Office Hours into my head. Not for getting into trouble, though. He basically had a Sergeant and I acting as the NCO's for a group of twenty or so Corporals, Lance Corporals, PFC's, and Privates.

T'was quite hard for me to go back amongst my fellow cephalopods: kept saluting officers while they were in civilian clothes, saluting posted flags when I was walking toward them. All the things you guys do that we don't.

A weird time, to be sure. I will say this, the Staff NCO mess at the chow hall beats the pants off of what we get at the galley.
