I need to get a digital camera and start capturing what's going on around me. I'm on a budget, but want to take pictures that at least as clear and colorful as this one. What should I look for, what should I avoid? Where can I learn?

Well, I could probably go as far as a Digital Rebel, but would there be a point for me? I can see myself getting a few lenses within a year.In terms of acceptable quality, could I take the picture I posted with the A650?
