In an honest response to your criticism (which I really appreciate), I don't think the photo would have looked better If it was angled down.
Your eye is at first drawn to the subjects head, which tells you about the subject (hes a a bull rider) which is then reinforced by the background (hes a bull rider, at a bull riding event). If the sky is cropped out, your eye first focuses on the subjects head, and then immediatly after, on the lightest point in the sky (middle left).
I don't know, I wasn't too focused on the fact that he was a bull rider as I was on the drama between him and everything else.
