There is definitely tonmapping in this shot, look at the buildings in the background.

I'm not sure if it's from one image though as the shot is no where near big enough to tell by just looking.

And my TrueHDR was a bit of a pisstake.

So it looks like it needs to be a single RAW HDR (the reason I say this is because the single person in there would be a motion blur if it was more than one shot) with tone mapping with adjustment layers?

I'll give this a try whenever the fuck I can get a chance to go out shooting again.

My guess is pointless HDR where HDR wont benefit at all from transforming the picture into that.

For example, if a noob was trying to HDR the Lunar eclipse. That there would be not only noob HDR but a fucking retarded idiot.

Adjustment Layer > Curves.

Adjust individual Red, Green, and Blue channels until desired effect is reached.

Filter > Convert for Smart Filters
Filter > Distort > Lens Correction > -100 Vignetting
Filter Opacity > 30-40%

This effect can either be achieved with a balanced photo (preferably RAW but JPG would work also) .. then shadow/highlight in photoshop or selecting certain areas and upping curves (or darkening it)
Some dodge/burn also look like it's been applied.. general desaturation coupled with color balance.. minor vignette.
And that is pretty much it.
HDR is also a way to get a similar effect, but IMO the above is easier in this case.
