I develop and scan my own film, and so should you. If you're even remotely serious about black and white photography (i.e. you intend to shoot more than one roll) you should be doing your own developing. It's cheap, easy, gives you more control, and you'll learn a lot about photography.
T400CN is about the worst "black and white" film on earth. My favorites are Ilford Delta 100, Tmax 100, and Ortho Plus, but there's tons of good stuff out there. Just stay away from chromogenic dye films like T400CN and Ilford XP2.
Also never do photo CD scans, they're always terrible. Most current cheap flatbed scanners with a transparency adapter will give better results.
>>135353 Add 2 stops, not a very difficult calculation. Though I can't remember with the QL19- does it permit manual operation or is it AV only? If it's AV only, you could just use some delta 100 and push it a stop. It'll be easy because you're going to develop it yourself anyway.
