You need a rig that attaches your camera to another car like it would be on a tripod. After that you just drive side by side at exact same speed and use slow shutter.

There are rigs that attach to the car and have a long arm on them so you stick it on the car, use a wireless remote or timer and drive around. Then shoop out the arm of the rig when you get home.

The rig will still bounce too much for a 2s sharp exposure like that.

My guess would be a stable 2s exposure on the unmoving car plus motion blur added in photoshop.

You are seriously underestimating how smooth tracks , and roads in this case, can be. And also how they do make stabilized arms for this kind of shot. And how 2 trained drivers can keep cars at the same speed.

Its probably shot in a curve so they get the mountains to blur. Or maybe its shooped, who knows.

ok, smooth as a track may be, and with suspension, i highly doubt the car will be so still that there will be absolutely no blur on the car. the stabilized arm maybe.

You can't accurately judge motion blur on a shot this small. I bet if we could see the full res shot there is probably a significant amount of blur on the car. But still, for a 2 second exposure the car was probably only going a few mph.

You are seriously underestimating how forgiving a 10mm (15mm equiv.) shot can be with blur at 800 pixels.

This guy is right. Really, it's not that hard to do, especially since the cars were probably going no faster than 10mph. They probably didn't need more than 5 shots to get this picture right when shooting it.
