Not only do you need a portfolio, yes, but photographers DO need resumes and they DO need experience. Previously hired jobs, even if they don't pay a lot, can come in handy. Don't put your $$$$ at stake unless you have a REALLY big reputation and can claim it. Then again, it's up the OP In the end.
Example: my work asked my to go out an shoot photographs for one of our publications, during the day when I would normally work, for regular pay. Would I have liked more? Yeah, but, seriously. It was for the RSF Goldbook. Rancho Santa Fe is one of the most affluent and rich communities in the US. My payment? Having every RSF resident looking in the 2006 book and seeing my name right there in the front. It's REALLY come in handy on my resume & it was great experience.
