I think you mean panorama, not panning.
Panning is when your subject is moving [like a car, or a person on a bike] and you follow it with your camera, and then you take a photo. It gives a motion blur to the background when the moving thing appears still.
A panorama [what you posted], is just taking a whole bunch of photos while standing in the same spot. Then you stitch all the photos into one long photo using photoshop, or you can get a program to stitch the photos for you.
