Im looking for this one photoshop effect,
it makes far away pictures look tiny, like looking at a model city. it was some sort of lens effect. What is it called?

it's easy.. you select the top 2/5 and bottom 2/5 of the picture.. feather it by desired amount (usually 180) then add desired lens blur

Except that looks like shit compare to a real one.

It's done properly using a tilt-shift lens. Tilting one of the lenses causing only the very center line of the image to be in focus and gives the illusion of a macro shot.

i think the ol' 4x5-on-a-kite technique is a bit out of reach for most photographers.

i did this in about 1 minute, i'm sure it could look better with a higher res photo and more time spent on it. :]
