Why do lenses with Vibration Reduction/ IS have the option to have it on or off?

You would persume that you would always want it on, is there any down sides to having it on all the time?

You leave it off when you have the camera mounted on a tripod.

The gyros go screwy when it tries to compensate for zero movement. But I don't believe it does any damage to it.

The negative points are:
The price
Drop-off in resolution at the edges when wide open. (Minor)

so if the later point is pretty much not applicable its just the price

This man speaks truth, tripods. Also, if you're on the very tail end of your battery, you can switch it off to get a few extra emergency shots, as it does use a moderate amount of juice. Lastly, if your IS/VR mechanism was botched and produced bad results, you could still use the lens without engaging it.

Still, I leave mine on all the time, only once have I shot without it to save juice and hand-held results were hit and miss to say the least
