It does have problems, but if you have no other lenses then definitely get it until you can get some others.

A 50mm prime would be good, but if you are only getting one lens at that time, I think it is better to have the 18-55mm until you can get other lenses to cover that range. Of course, it does depend on what you shoot though. If you are doing portraits, the 50mm 1.4 is a good way to go.
tldr: If you are just starting in photography or are on a limited budget, get the kit lens. If you are upgrading and you are already familiar with what lenses you need, bypass the kit lens and find EF or EF-S equivalents of what you had with your other camera.
