This is a stupid question. You can't ask what shutter speed or aperture is best to photograph 'x'. It depends entirely on the situation. Sometimes you can do what Anonymous said and shoot 1/4000 at f/22 and get silhouettes where in another situation you would need to shoot at 30 seconds at f/2. Learn how to use a light meter.

I would recommend the one inside your camera since it's one you already own. Read the manual for the camera to learn the different metering modes and also read a book such as understanding exposure which will help you figure out how to achieve your desired effect.
