I'm betting that with the "post 9/11" attitude it will be harder than it used to be. You might have some luck with the tourist brochures if no one here has a suggestion for you. If push came to shove and you felt charming enough you could always ask around to see if you could get some access somewhere. I don't know how possible that would be, but you never know until you try.

I think the latter is what is missing for many photographers. It's not all about taking photos unless you only want to take and look at them on your own. I've a neighbour who recently complained about a wedding photographer that was far too rude and herding people like sheep and ordering them around in a curt manner. From what I gather he may have even been shoving people into the right spot, treating people like objects.
