For photography, the FZ8 is a much better camera than the S3IS. I've used both of them extensively, and the FZ8 wins, hands down.
That isn't to say the S3IS isn't a good camera: it is. But the FZ-8 has RAW, a better lens, a better EVF, a better sensor, (for me, at least) better handling, and lots of little things, too, that turn out to be really useful: a DoF chart on the display when manually focusing, a bunch of auto-focus modes, dead spot on auto-white balance and metering, a display mode that will set the inside of the EVF up like the inside of an SLR viewfinder, a free lens hood and a lens hood adapter that takes any attachment meant for a 52mm lens thread, and so on.
I can't speak as to video capability.
As far as image quality, both the S3IS and the FZ-8 are just fine. Sure, one has to manage noise, but it's manageable.
