PROTIP: Unless the subject is a once-in-a-life-time compelling subject that will vanish into the ether if you don't shoot NOW NOW NOW (say an assassin goes ape shit and busts out those dual glocks on the prez)then you should always spend time to compose it.

Simply standing there with the camera at eye level and pointing it at things is not good enough. Your feet are not tree roots. They can move. You can also adjust your height. Perhaps get down to the child's level or try something completely different or unsual as a view point.

Pictures from head height like this tend to look boring, because there's nothing special or unique. I see a cake stand and a boy. Whoop dee fucking doo. No clever presentation or artistic effort. You apparently just pointed at the first thing you saw and clicked from where you happened to be.

Think before you shoot (unless dual glocks or maybe gold-plated deagles are involved, because then it's gonna be baaaaaadassss).

Lower down to about the height of the kid's eyes. Perhaps move over so you can see the curiosity and excitement in his eyes.

Don't use the Photoshop Blur tool.

Echoing the comment to get down to the kid's level. This is just about the worst possible angle for this shot. Behind him and low looking up at the cakes would've been good, or in front of him to get the look on his face would've been good. This is just "Hey, there's a kid with some cakes".

I don't think the fake blur looks that bad (except for the hamfisted job you did around the edges), but you might want to invest in an honest-to-God SLR so you can get real shallow DoF.

Yes, go lower. I walk the streets with a Sony V1, aperture set wide open. It's in my fist, below my waist, my thumb on the shutter. I'm 6'5" and bearded. If the streets I'm walking are in southern Mexico or Guatemala, I get many closeups of kids' shocked faces as they stare up at my visage. Great expressions, eh? In these shots, in-camera composition doesn't work, so I crop and rotate a lot.
