I know only 1 thing about tripods....Mine is awkward as fuck and weighs a metric ton!

Manfrotto Modo 785B
a decent lightweight and relatively cheep tripod for photography on the move?

I do sometimes shoot with a 100- 400mm lens, is this cheep tripod going to be stable enough

Light and cheap do not make stable. Even light and expensive do not make stable either. Weight is a physical factor that helps the tripod stand outside of geometric design. If you do shoot with the 400 mm, then you might as well just carry the burden of lugging your heavy tripod around.

Of course, only you know what conditions you're going to be shooting in. But it would be a shame to see your tripod tilt over and break your gear while the tripod itself would still be near perfect shape. I call them widow-makers.
