The method that produces images like these is usually called "tone mapping" or "local contrast adjustment".

It may be used both with HDR images and normal dynamic range images (made with a single exposure), but produces better results with the former.

There is no "fake HDR" or "true HDR" as dynamic range can be exactly measured for a digital image.
Flickrfags using the term "HDR" for gay images like in the OP has NOTHING to do with what "high dynamic range" actually means.

Tone mapping can be made more effectively when starting from an "HDR" (as is higher than 24 bit per pixel) image, but as in the image below, it results in a LDR image. That picture you are seeing is 24 bit as the jpeg standard doesn't support anything else. Here is a paper published in 1998 on the subject: http://www.debevec.org/Research/IBL/debevec-siggraph98.pdf
