Hi, /p/. I just have a question or two. I'm looking for a camera that can do effects like the one in the picture to the side. I think it has something to do with shutter speed, but I'm not exactly sure not being a whiz on cameras. What would be an affordable camera that can do effects like the one in the picture?

Any camera with manual controls can do that. Yes, it has to do with shutter speed, it's a long exposure of someone waving a light around a... trash bin?

Could you point out some good ones? I don't need a professional camera that costs a ton but want one for an aspiring photographer that can take pictures that actually aren't just family or other crap.

My first camera was a powershot A-series, and it was very good for its class. You could go full manual on it. Either that or a canon s3 is are good bets.

I've done these with flashlights, penlights...lots of things.
I don't quite know how you'd get that neat ribbon-like one that went around the thing, though...

Take some kind of a handheld light with a fluorescent tube and run circles around the mailbox? I suppose it was done like that.

Not if said user moves around enough. It might tint the image SLIGHTLY, but not significantly.
