Do you have a dremel tool? You have to widen the lens aperture so that it can stay open longer. Only an eighth inch or so should do the trick. If you don't have a dremel, a razor blade would probably work as well.

So is this a regular old attempt to get him to fuck up his camera, or do you actually think this is true?

If your camera maxes out at 4s exposure, there's not much you can do beyond that. You might want to check if it lets you do longer exposures in full manual mode, though. A lot of time the only way to get the Bulb exposure mode is to set it to manual, since it can't auto-meter with a bulb exposure.

I'm somewhat surprised there's not as much aberrant light being picked up here and there. Maybe those pixels were lost in the resizing.

I've tried to take even 8s exposures from my balcony and there's always so much noise.

Did you take a picture of your lenscap and use it as an inverse mask in photoshop?

I'm not making a joke here, the process described corrects for the noise floor of your CCD array in the camera.

Yep, haven't done it in a while. I think you need to subtract the lenscap image from the photo.
