What do you call that shoulder thing that goes up?

I guess that'd be called a stock. Or a shoulder rest.

Is something like this better than a monopod?

I need something to take with me for stability and night shooting when I am going to Europe, but I will not have room for a full tripod...

A tripod that fully retracts and folds up isn't that much bigger than a monopod; are you really that starved for space?

However, the monopod still might be a better idea, depending on if you're going to be shooting places that might not allow tripods. (E.g. cathedrals, museums, etc.)
