Well, the PowerShot has an f/2.8 max aperture, which will gather more light than the f/3.3 lens on the Lumix, although it's not even a full stop difference. I don't know which one gives you better high-ISO performance because I can't find any reference images for the TZ3K anywhere (apparently not a single damn person on Flickr is using one).
Really, if he's not using an SLR, poorly lit social events are gonna be using-the-onboard-flash territory, so it doesn't much matter which camera he picks. So I guess I'd say go for the Canon, for no real reason other than that I'm a Canon fanboy.
If he really wants to work at it, he could go the Strobist route and pick up a nice off-camera flash, light stand, umbrella reflector, and slave flash trigger, then he can get good light from that triggered by the on-camera flash. But I'm guessing, if he's looking at these two cameras, he's not looking to put that much effort into it.
