Hey need a little help - what sort of shutter speed would you need to capture something like this?

also, in terms of light, is it lit from a light above, and the floor/bottom light?

Not so much as a specific shutter speed, but more of a proper flash setup. I'm not very experienced in flash setups, but I do know that you can use the fast discharge of the flash (up to 1/20000 of a second or faster), to totally freeze action.

As for the directionality, it seems that the light is focused on the ground below the hand.

Fuck, you are a moron. As long as the flash duration is shorter than the shutter speed it will capture just fine. Max sync speed doesn't affect flash duration, it affects shutter speed. You could shoot at shutter speed of 1/10 and a 1/200,000 shutter duration would still work perfectly fine. A max sync speed of 1/250 means that the camera can't use a flash with a SHUTTER SPEED of faster than 1/250, not a flash duration.

everyone talking bullshit about shutter speed:
go into a completely dark room and take a picture at like f/8, 1/10 shutter speed with flash
then take one at the same aperture, 1/250 shutter speed(or whatever your x-sync is)
then come back here

Hey thanks everyone I tried it out after first poster, and it works just fine..

And I was trying it out (for fun) with 10 second exposures and such, just for the hell of it - the outcome was obvious but - as long as the room is dark, you can bulb the shutter - the speed of the flash is the only thing that really matters...

the only problem now is that my flash is shit.. Far as I know I can't position it - its direct flash, making harsh shadows, even of the salt on my backdrop (looks gay)... Oh well, good to know.
