I'm getting a friend's Canon 20D but they told me the lense with it sucks. What's a good 'all around' lense that won't cost me an arm and a leg to get me shooting?

Not an absolute, but it's definitely a good lens.

I started out with the kit lens and a heavy/expensive (relatively) Tamron 28-75 F2.8. Had the conviction to only shoot with the 2875 for a while, but my back hurt from running around at school with the heavy lens on my neck all day long. I got myself a 50mmF1.8 and I love it. Good quality in a light package; great for learning too.

Except he wanted an "all-around" lens. The 50/1.8 is great, and he should definitely get one, but it sucks ass as your one and only lens.

I'd recommend the 18-55 IS. It's my primary walkin'-around lens most of the time when I don't need every photon I can get.

ac's got a good suggestion. 18-55 is actually a pretty good range, but try to get the IS version.
