Since you're already going to be sticking it on a tripod, the higher ISO doesn't give you anything but noise. The others will all minimize vibrations in the camera (although if it was a windy night, which it very well may have been, there's nothing you really could've done for that)
Stopping the aperture down a bit would also help for sharpness as well as widening your depth of field. The optimal aperture for the Canon EF-S 18-55 is f/8.0 from what I've heard. Again, it'll increase your exposure time, but you're already putting it on a tripod.
