Instead of f22, your lens is probably sharpest between f8-11. Past that range, you start to get some diffraction that softens up your image.
Also, if you're shooting at 1/30 you're probably on a tripod. Why not bump your ISO to 100 instead of 400 to get a higher quality image and just lower your shutter speed?
Otherwise, pretty typical. Shame you couldn't have been there when the lighting was better, you know? It might be worth it to come back late at night and shoot a long exposure either with available light or take along a powerful flashlight and try some lightpainting.
