I like it. Many of these puddle or water reflection shots are rather dull, but this one is quite nice and the leaves in the "sky" portion improve things. The only down side is that aside from it being visually pleasing for a few moments thanks to the lighting and the leaf, the composition and subject is lacking anything to hold the attention or guide the eye. I give it a C+

The leaves in the water is what makes that spot interesting. The scene isn't going to be any better though if you take the same picture without the ripples. If you just want a reflection you can get that with puddles around town.

I don't think you caught my meaning. The reflection in this shot is actually from a fountain in my town. It doesn't run during the day (it's outside a theatre and only runs at night during shows), and so if it's not windy the water should be perfectly still. The leaves, my favorite part of the picture, will still be there as they're actually at the bottom of the fountain, so the only difference (hopefully) with a re-shoot would be that the buildings wouldn't be so hazy.

Yes, but the problem is that if the subject is just as boring as this one then it won't improve it at all. The buildings being hazy isn't the main flaw of this image.

After you've taken the shot again without the ripples, try it again with your own ripples. have a friend toss a coin in and try to catch it in the photo.
