A polarizer has it's strongest effect when you are physically facing ninety degrees away from the sun. That has nothing to do with it turning. Turning it causes its effects to be stronger or weaker. If you're just looking through it inside, or on a cloudy day, it won't look like it's doing much. Look, this picture is at minimal effect. Yes, it's a little underexposed, but look at the sky and the reflections.
