The galen rowell method: 1) tripod. you'll be using long exposures. 2) split neutral density filter. top is dark, bottom is clear. 3) expose for the ground, use your ND filter to darken the sky into the sensor's dynamic range.
Ansel Adams: 1) use a red filter. expose for ground.
HDR (although this technique has been around for fuckin' ages) 1) make one photo with a properly exposed sky. 2) make one photo with a properly exposed foreground. 3) combine in photoshop or in a darkroom.
