Just wondering - what is the effect seen here? Bokeh? Lights? A texture?

I'm not too sure what those circles are.. maybe dust or moisture on the lens.
However.. the rest of the picture just has heavily applied color changes with heavy fades in certain areas.
Some other misc fixes here and there also.. like the model's face looks pretty airbrushed.. and the contrast looks upped on her eyes.

Looks like they took an unfocused shot of some coloured lights wide open to get that bokeh and overlayed it as a dup layer over the girl and played with the opacity of that layer.

The girl's portrait has has some sort of muted colour effect with the eyes enhanced either with feathering or shadow highlights.

I found out about the part I wanted - they took a photo of christmas lights, very unfocused, to get the bokeh and used it as an overlay. I'm still messing with the opacity, but I got the basics. You were right.

I'd say that sounds pretty spot on. Maybe another layer with a colour gradient unless the lights were originally that colour.

That effect can be achieved with multiple exposures without forwarding the film. Some Nikon dSLRS have this feature too.

Probably more than 1/4th for English. Modern English is a bastard love child of Old English and French to begin with, and we've raeped every other language we've come across for new words at every opportunity.
