Talent, learned skill, and *equipment that they work well with*, be that a Hasselblad H3D, a point and shoot, a Leica M8, a silver Rebel with a 50/1.8, a view camera, a Holga, or whatever.

Also, they need to have a sympathetic and creative mind that has something to say. That's the most important thing, and all the pretty pichurs with perfect composition taken with the world's sharpest lens will mean nothing if they're just pixels or silver halide crystals.
