The cliffs make me think HDR, the waves and the massively blown highlight on the sand on the left make me say no. also in need of a play around with the curves, and perhaps lightening the big black clock in the middle which just sits there with no energy.

Fair enough, I tend to go a bit over the top. Did you do any post-processing yourself? By the way the picture's white balance looked different when I opened it in photoshop, did you use a different colour profile or something?

Basically a lot of adjustment layers, I use a really large+soft eraser brush to edit the masks. Adjustment layers used: curves, levels, colour balance, saturation.

I honestly like the original better. It looks like some edge enhancement was done to this one that makes it look very unnatural. Particularly the waves seem to be brought out and the end of the roof on the building has a sort of white line following it that is really distracting.

The original picture is absolutely beautiful. Where was this taken?

I did a minimal amount of sharpening in Lightroom along with some adjusting of the blue saturation and luminance, with +50 "Vibrance", and the profile is the one from my monitor calibration. The sand is not blown out; although it is very bright, there is still color information there.

Would it be better not to include my color profile in the image? If I don't, it looks crappy on my monitor, and I don't know an incredible amount about color management.
