Nishika N8000. 3-d camera.

the plan is to shoot and scan the negatives, make an animated .gif instead of a lenticular print.

Cool stuff but multiple exposure re-focused composites aren't really new thing.

That arm-in-focus picture in the video, couldn't that same be done with a moving front-element camera or lens-baby kit in one pre-planned shot?

Another thing that comes to mind.. if the lens is made up of 20+ small lenses, does it take the whole picture in one exposure on one sensor, or split it up into 20+ sequential exposures, or does that camera suddenly need 20+ sensors? I can see manufacturers clapping their small hairy hands in the last case. "So your body needs how many FF sensors?"

Btw today's autofocusing DSLR's could probably do focus-bracketing with just small firmware tweaking.

Third result for Nishika N8000 in Google.
I've seen a similar system for 3D videos on the CeBIT. Uses six cameras and lenticular TFTs to display 3D scenes in realtime.
For those only interested in the depth of field there is also wavefront coding. Sacrifices a little bit dynamic range and SNR for infinite DOF.
