AFAIK, they can't make you stop taking pictures provided you're not trespassing and they're not in a place where they can reasonably expect privacy.
For instance, you're perfectly within your rights to photograph somebody on the street, but taking pictures through the windows of peoples' homes is not a protected right (and is, frankly, weird). Just try not to look like a terrorist or a creepy pervert and you'll be fine.
Also remember that nobody (apart from maybe the police etc.) has any right to remove from you your personal possessions, camera, equipment, films, memory cards, lenses etc. provided you're not violating my first piece of advice.
If they try to do so, they're breaking the law.
