I've played the game on very high wtih dx10 but I've never seen this kind off physics damage.

Its not THAT bad. Im running crysis with all settings on high. Speccs: 8800GT, C2D E6850, 2GB ram. I have not checked my fps, but I am extremely sensetive to low fps in first person shooters (fps : D), so im quite sure its ok.

8800 GTX (Not worth it now, go GTS 512) - ~300-400 dollars
2 gigs 800 mhz RAM - dirt cheap
E6600 - ~250-350 (Q6600 would be a smarter buy)
Everything else is as would be expected pretty much, shitty dell case, Creative audio card, whatever. Point is, you should be able to get something like this and run DX10 VH at 30-40 FPS, assuming latest/greatest drivers and the tweaked config file.
