Tripod + Long exposure. oh, and + trafic. just have picture be in focus, and due to the lack of light + the long expose time, the cars continue to move, making the trails of light, but because the light posts aren't moving, they will just show up nicely, and clear.

Don't forget to set the f/number to the largest f/number. So that everything will be in focus, foreground and background, instead of just focusing on either one.

When shooting, it is advisable to set it off on timer, so the camera won't jitter the first few milliseconds when you click the shutter.

This is false info, you need to set your lens at about f/9 for best results or you will get all crazy lens flare if you step it down past f/11 or up past f/9
