In that its a boring shot with little subject matter and a very bad use of a superwideangle AND it uses an overly done technique yes.

The HDR itself isnt that bad, possibly slightly too much shadow detail but ive seen far worse.

the building on the right has no detail and thus is a poor use of HDR. in the middle you can see bright halos where the HDR was not able to compensate. The clouds look flat and boring, and everything thing looks long without a reason.

The picture doesn't say anything other than "I am a boring overexposed alley that someone is trying to correct using hdr"

Don't mess with HDR untll you have mastered picture composition. Once you know how to take a good picture you will know when to use HDR to make it look even better.
