Can anyone tell here is this picture is photoshopped or not?

The page I got it from leads me to believe it is an actual unedited photograph, but I'm not completely sure...

Looks like promo art for a Japanese movie called "San choume no yuuhi" (aka "Always") made a couple years ago.

The style of buildings and signs are appropriate for the time period, so the scene itself could quite possibly be real, but the colors are far to vivid and realistic for the kinds of color film that would have been around during the construction of Tokyo Tower. It was, however, not at all uncommon in that time to make color photos by painting black and white prints, so that could be what's going on here. It is not necessarily a modern manipulation.

Of course the movie art theory is also very viable.
