There are high end, mid range, and low end cameras. Lots of amateurs use high end and top of the line cameras, and lots of professionals use mid range and and low end cameras. The term pro-sumer was invented by some marketing asshole who figured out that if you stick the word "pro" on anything photo-related, more people will buy it.
Even if the term pro-sumer wasn't bullshit, the D40 wouldn't be under that category anyway. It's a low-end camera aimed at soccer moms and other people who don't know anything about photography. It's not some magical bridge between high-end "professional" and mid-range "consumer" cameras, it's just plain old cheap shit. The only reason it costs as much as it does is because of the digital sensor. If it were a film camera, it would cost $150.
