You're sort of halfway between a non-silhouette and a silhouette here. I'd have gone with "not" myself. Sunset is a great time for light to actually hit your model, so if you'd moved so that the sun was perpendicular to the shot rather than immediately behind it, you could have worked with that light.
(And make sure the sun's not immediately behind *you* either. Squinty models are not sexy models. Unless you're doing a shoot for sexxysquinterz.com)
Next, the girl's posed kind of like "Well, here I am, letting some jackass take a picture of me". You can just make out her face and she looks really bored. If really going for the silhouette, turning her away from the camera would have been a good idea (assuming the back of her shirt is less distracting than the front). If going for the not-silhouette, have her actually pose rather than sitting there like a lump.
And for God's sake, get her to take her shirt off.
