you obviously have some access to a scanner, physically remove the hair and rescan.

If you paid someone for it, take it back to them and make them do it right.

The hair got on my negative when it was developed and is like fused on it. the digitals came on the walgreens disc

Wash the film in tap water, hang it to dry in a place with still air and little dust, rescan.

If you have photoshop, use the clone tool to remove it. It won't be hard, but it will be tedious to do it right due to it crossing so many things.

Then go back to walgreens, and tell them to keep their fucking equipment clean.

I think he means it was literally on there when it was going through the developer, etc (tho i could be wrong) and that it's permanently on there no matter what he does
