This was a prison. It was used to help employ a sort of "self-moderation" amongst the prisoners, since they could all see each other, and who knew if someone would tell on you if you did something wrong. The large block in the middle was the guard's room. Generally only one guard was stationed there, and in those windows were blinds that he could see out but prisoners couldn't see in, so it was as if you were always being observed. Sociologists think this kind of prison is inhumane, for the record. (learned in college sociology)
