Tip no 1: don't shoot from a moving vehicle. For when you're walking around the easiest way to do it is to use a relatively wide lens (around 30mm) and shoot from the hip, but don't hold your camera as you would when shooting normally. i.e. use your thumb to hit the shutter, so it doesn't look like you're using the camera to take photos. After all, its digital, so you can afford to make mistakes and shoot a lot of frames. The wide angle means the you can tweak composition afterwards by cropping in. And the viewpoint is great for candids of children.
If possible, use an internally focusing lens with an internal motor, they're much more covert and less likely to attract attention.
If you do get rumbled, smile, walk up to them and chat, then ask if you can take their picture again. TAke your posed picture, show them the result, then walk away.
In foreign climes (especially southern africa), you may be asked for money, just shake your head and walk away unless you feel they have gone out of their way to help you, in which case, be subtle about giving them anything, or you may find yourself overwhelmed by small children asking for money (That one's from experience).
