USM = Ultrasonic Motor. It's the type of autofocus mechanism in the lens, not a brand. The lens is made by Canon.
I would suggest researching more information on photogaphy, and if you go with Canon, research Canon DSLRs specifically.
You will find that you have a lot of options when it comes to lenses. The 18-55mm is decent to start with, and the 55-200 probably is, too.
As for shooting low-light, you will want a lens with a wide aperture. The Canon 50mm 1.8 is good and very inexpensive. You should be able to find it for under $100 US. Using a wider aperture will allow you to shoot a faster shutter speed, as well as decrease ISO, which will eliminate the noise, or grain, in photos.
