In your pic the photog panned with the rider taking pics, and then pasted them together and tried to blend the edges smoothly (hence the weird transition from motion blur to non motion blur backgrounds.) For the first few pics its just a matter of copy pasting the rider and tracing out around him.
IN my pic, I kept the camera as still as possible, and just took 5fps, and then copy pasted the rider into each pic. Since the background was static it was quite easy to do.
