The S3IS is effectively as bulky and obtrusive as a digital SLR, but without the quality. If you upgrade to a dSLR later, you'll want to have a pocketable camera for situations where a dSLR isn't appropriate, and the 630 will work for that whereas the S3IS won't.

What if I didn't mind having a larger, heavier camera? Do I still have nothing to gain from the S3 IS?

The S3IS has much longer zoom range and image stabilization. It's also got a slightly larger sensor at a lower resolution, which suggests (though it's not certain) that it'll have lower noise at the same ISO as the A630.

Although, at the same time, lower resolution means lower resolution. So there's that issue. But 6MP is fine for most purposes. I've gotten reasonably good 16x20s out of my old 5MP A95 (the precursor to the A610/A620, which is the precursor to the A630/A640).

If you like taking pictures of things in low light that don't move much, and don't like carrying around a tripod, invaluable. It'll let you hand hold your camera an extra stop or three without getting camera shake.

I've heard from a good few people that I should get a DSLR instead of the S3 IS because I can find one for about the same price. Where the hell are these people finding $300 DSLRs? Even if I could get a body from that price I'd still have to get lenses, pushing it back out of my price range. Is there really a DSLR solution for 300USD?

Perhaps (emphasis on perhaps) a used, previous generation DSLR. I bought a brand new 350D body a four months ago for $480, but $300 is pushing it.
