Since the weather has been so messed up, the cheery blossoms bloomed early (couple weeks ago), then the cold front came back in to DC and knocked them all out.

I think you're thinking of cherry tree life spans, which are pretty short. The trees you remember a probably dead but they plant new ones. Yeah the weather here has been crap recently, and the blooming time has been short/off, sad really.
