A good option is always to get a film SLR. You get get a good one for probably less than $50 and this would be a good way to learn the ins and outs of photography.
If you're set on a DSLR there are some relatively cheap cameras out there. Nikon D40, Canon Rebel XT, Olympus E500 or 510. You can get one of those with a kit lens for around 400. If possible I'd recommend buying just the body and getting a prime lens instead as that would be a faster lens for you to experiment with.
