if your camera has manual controls you can do it, or just keep your flash down, then it will have to use a slow shutter speed. youl need a tripod

also, if your going to take a long exposure like the picture, make sure to use a tripod, and a remote shutter release will also help eliminate any shake in the final picture.

i doubt he will have the ability to use a remote shutter if he doesnt have an dslr but i know shit about point and shoots

op could just use the delayed shutter thing. works basically just as well, will work just as well for something like this

You don't really need a tripod, just rest up against a pole or a handrail
