I got my mom a nikon FG-20 and a 50mm lens for $50 on ebay(pictured)
but pretty much any full manual camera will do. You don't want any automated features because you'll just get lazy and use them. The top brands to look for are:
Canon Konica Minolta Nikon Pentax
The reason I suggested these cameras is because you can get lenses for them for pretty cheap. They're known to be reliable. With manual cameras there aren't many features that set the different brands apart, so any of them would be fine. I personally chose a nikon fm for my first camera because my friend had nikon lenses that I could use. I've only used nikon and konica but camera brand doesn't matter, film and glass do.
