As has already been pointed out, this will not actually protect your camera against anything.
As has not been pointed out, it will actually most likely make small surface scratches worse. Much like those idiotic magnetic "save our troops" stickers on cars, the rubber covering will trap small particles of dirt and sand against the camera body. Since it's flexible, it will move around slightly every time you touch the camera, thus grinding the trapped dirt into the plastic body of the camera. You might as well just wrap your camera in sand paper and get it over with quicker.
This crap is definitely one of the dumbest photographic products I've ever seen.
Here is some real advice for keeping your gear in good working order:
1. Buy quality equipment in the first place, then use the hell out of it.
2. Use a neck or wrist strap, and pay attention to what you're doing- which is to say don't be a dumbass.
3. Use a rigid lens hood- it will protect your front element without installing extra flare and reducing optical quality like a UV filter.
4. If you're in a lot of rain, learn to operate an umbrella or a ziploc bag. Both are cheaper and more effective.
5. Just use the fucking camera, that's why you bought it. Even a cheap one will take a whole lot more abuse than you think, but everything will eventually wear out. The more stupid useless shit you add to your camera, and the more afraid you are of breaking it, the less good pictures you will get.
