I saw a graph whilst researching the battery issue that showed the decrease in voltage in AA batteries. Normal alkaline batteries start out having a voltage of 1.5V but steadily decrease past the 1.2V mark and into nothing. NiMH batteries, however, remain consistently at 1.2V before sharply decreasing to zero. This leads me to believe that it is not necessary to have a constant 1.5V in every battery. Also, the capacitor that the flash uses eliminates the need for a constant voltage supply; it just takes longer to charge with less powerful batteries.
tl;dr Alkaline decrease over time, NiMH remain at 1.2V
