The shot isn't bad, but its not good.

Technically, straighten the horizon since it falls left, etc...

but from a creative standpoint theres nothing that screams cyber..anything to me. Its just a guy in the rain under a bridge with what looks like a row of those bug zapper lights.

I'm sure if you're mentioning cyberpunk you've seen gits:sac so check out some pictures of it. When I think cyberpunk I think a LOT of lights and very techy. Neon everywhere, and a lot of cars/people. The rain is good though, if done right.

looks like the city i lived in, Zhengzhou, China.
all the elevated highways had beautiful colour changing lights on it like that. It would slowly and seamlessly cycle though the rainbow colours, it really was quite beautiful at night.

Cause with perhaps the exception of the neon lights this could be any developed city in China.

as>>214349said, its Shanghai (as per DA), but most cities like this in china (from what i've seen myself) has a wonderful and vast night lighting array like this.
For example, Zhengzhou has wonderful neon lights on all the elevated highways around the city, Hangzhou has beautiful lights all around the west lakes, makes for a romantic walk with your girl ant night ;)
