EF - EF mount lens, works on all EOS cameras.
28-105mm - it's a zoom lens, it goes from 28mm to 105mm focal lengths.
f/3.5-4.5 - at the lenses widest focal length (28mm) the widest aperture is f/3.5, at the longest focal length (105mm) the widest aperture is f/4.5. This means the lens cannot gather as much light at longer focal lengths as it can at wider ones.
II - it's the second version of the lens.
USM - Ultrasonic Motor, this refers to the motors driving the focusing mechanism. USM lenses focus faster and quieter (nearly silent) than non-USM lenses.
You should consider the Canon EF-S 55-250mm f/4-5.6 IS lens. It picks up at 55mm, right where your 18-55mm kit lens leaves off and goes all the way to 250mm which is a relatively long telephoto focal length. It also has IS (image stabilization) which helps prevent blurring due to camera shake which can often be a problem with telephotos because camera shake is amplified by the long focal lengths.
