They were standing on the street, outside the fence, technically on public property. The security guard of this complex came up and told them they were not allowed to take photographs. Evidently, the security guard took my dad's business card, or his license plate number, or something like that, because the FBI showed up a few days later to question my dad.
The worries (in the US) about terrorism are causing a lot of strange things to happen, especially to photographers. My father looks more like Santa than anything else, he's over 50, and yet there was still sufficient worry over him taking some night shots of the chemical plant.
All that to say, "Be careful."
