My question is this: Is there ever a shot where centering the picture is more ideal than using rule of thirds?

When the picture looks better centered than it does using the Rule Of Thirds or some other composition.

When it is that way. Use your mind. To me it seems to be either when you have:
1: A subject and no background
or
2: A photo where the context/background is the subject
