1. The Resize command: Go to the Image menu, select "Scale image...". You want to scale the image so that it's around 1000 pixels on its longer edge (I usually go for 1024, personally). By default, the width and height are locked to maintain the aspect ratio, so your other dimension will scale along with it. Then hit the 'Scale' button, and you have a picture that won't annoy everyone on 4chan with its size! (Since the view is scaled by default, you'll probably want to hit '1' after scaling the image so it'll go to full pixels rather than being a little postage stamp in the middle of the window)
2. Rotate This one's even easier. You will probably want to do this after scaling, since it's a bit faster on a smaller image. Go to the "Image" menu again, scroll down to the "Transform" submenu, and select the option to rotate in whatever direction will make your picture right-side up. Newer versions of GIMP will even do this for you automatically when you load them, assuming you have the orientation sensor in your 40D turned on. After this, you'll have an image that won't annoy all of 4chan by being sideways.
