Heres a simple tip, All Pictures taken from inside a car will be garbage. There are a few exceptions to that, But most are 1 in 1000 flukes, Safari's, or carefully prepared long exposures.

Now to critique the pic, I think the motion blur of the trees and the green / wet look is good, BUT theres no anchor to the pic, theres nothing to give an accurate feel of motion or purpose to the blur, If the window frame was sharp and in focus that would seriously help this picture!
