Dude that stuff about import duties gets boring real fast.
I bought my Nikon D70s from Shanghai last christmas with a whole bunch of gear like bag, memory card, tripod etc... so if any customs officer checked it would have looked like i boght completely new gear. But since it's personal and not for commericial purposes, they did not give a fuck.
Then recently i wrote a thread about how my mother brought back for me from Shanghai again 2 lenses and a speedlite a total of around 11,000 RMB worth of stuff...guess what? they were in the original packaging which looked new and Customs again did not do shit and did not care about import tariffs or duties or watever.
I'm sorry to get worked up, but have you even purchased anything expensive whilst overseas? Stop it please, just stop.
So to the OP, double check here and see if your mother is going to a reputable place. I went to a place in Shanghai, one of the main Digital MArkets and went to a nikon retailer with proper accreditation and all that jazz. Feel free to call up Canon and ask which retailers they accredit.
Don't listen to Rawr, it's VERY cost effective to get a camera in China provided it's a genuine retailer which provides international warranty (mine did). My complete setup now =
