/fit/, what's a reasonable timeframe for fat loss? Right now, I'm at about 18% and 190 lbs, but I don't know a typical time to get down to 10% or so. Right now I'm doing 45 minutes moderate cardio twice a day, and HIIT every other day. I'm avoiding all sugars and I'm not eating too many other carbohydrates. I'm eating a little less than I usually do.

Also, should I start on weights? Despite the cardio working against it, I'm sure it would be helpful.

rule of thumb is 2-3 lbs max per week. realistically it'll probably be more like one pound per week.

This is a simplified mathematical structure of how fast you can lose the fat.

190 lbs x 0.18 = 34.2 lbs of fat
190 - 34.2 = 155.8 lbs of lean body weight
100 -1 0%=90% or .90
155.8 / 0.90 = 173.1 lbs

10% BF = 173.1 lbs
190 lbs - 173.1 lbs = 16.9 lbs that need to be lost
If you lose half a pound a day, you can lose 17 lbs around 34 days.

Results may vary due to your diet adherence, sleep patterns, metabolic rate, and genetic capacity.

unless you REALLY know what you're doing, cut .5-1% body fat per week... you can do the math for how much weight per week that is...
thus it'll take you 8-16 weeks

Different anon, but most my clients are pussies. The majority of them are old, obese, or have had serious injuries where they don't want to/can't push themselves hard. Think of the weight loss as more of a parabolic curve instead of a linear approach. They start out slow at first, but eventually they'll be able to burn fat faster due to a solid-built base of strength, conditioning, and increased metabolic rate.

I've lost 7 pounds in 10 days before. It's not hard if you're optimistic and really push yourself. And eat only a bare minimum of food.
