Eat, alot.
I read a funny thing, don't remember where, about a guy who thought he was eating alot, but just couldn't pack on the meat. He ended up eating ridiculous amounts (read: 1lb+ of beef with lunch alone) and of course, within a matter of months, his body exploded, with not just SOME fat, but ALOT of muscle and more importantly, STRENGTH! :D
You wanna get bigger arms? Charles Poliquin reckons it's 15lbs of body mass to add 1inch to arms, and you need about 5 inches to look good, MINIMUM.
So that's 75lbs you shuold be adding in total.
Squats, Deadlift, Benchpress, Rows, Chinups, Dips.
Your new 6 best friends.
If it's a real issue for you, also do 2 direct arm workouts a week. That means 2 times a week, you do 3 sets of 8 reps of tricep extension, and of bicep curls.
Join a gym, eat, lift heavy and hard (5x5 is good for beginners) keep eating, after that... EAT SOME MORE. You wont know how quickly you can make gains till you eat like a monster, a very very hungry monster.
