Crunching does not remove -anything-. You need to lose overall bodyfat.

Truth. If you want a six pack your body fat % needs to be 8-10%, for an 8 pack around 6%. Crunches and toning will make them look nice but only if you get your body fat down.

You cant burn fat on a specifik area.
Sure do all the crunches you can, but make sure to take long speed-walks, swim or any other cardio for your fat% to drop.

my father is an avid cyclist. He has skinny, sinewy tanned legs like an athlete. But he still has a huge gut. There must be some cardio thats better suited to some parts of the body than others.

No, not really. Endurance athletes tend to have some of the shittiest "athletic" bodies around. You need to lift weights.
