If you're female: boobs are made of delicious fat so if you work out intensively and don't stick two blobs of algae under your tits's skin, you'll go down a few cups. It's natural. To prevent this I suggest drinking some soymilk, which contains small doses of a protein that emulates estrogen, and keep the chest-focused exercises to a minimum.
If you're male: Yes. Not at any specific age but if you're overweight, bodyfat will naturally get stuck there. Just make sure you do alot of chest-focused exercises to get rid of it. Some males are more prone to gathering fat there than others, however, thus the birth of moobs.
