a very small amount of it is muscle, because one o the benefits is rapid muscle regrowth and longer work out level of performance. Most of it as stated above is water. A down side of creatine is that you have to drink so much water and your body retains the majority of it.If you stopped taking creatine you would lose about 8 pounds of it in 2 day probably. I took creatine for 2 months and at one point drank 2 gallons of water over 24 hours and gained 12 pounds in those 24 hours.
