Depends on the kind of set-rep you're doing. 30sec to a minute is ideal if you're looking to keep your heart rate up, and it's only really feasible if you're doing high rep, low weight (8-12 for 3 sets). If you're doing heavy weights or full body exercises like squats and deadlifts, that amount of rest isn't enough. 3-5 minutes is appropriate if you're maxing out or doing low rep high weight (3-5 reps for 5 sets).
