While you can't spot-treat fat, you certainly can spot-treat muscle, and the combined effect of building muscles in the problem spot and burning some general fat is close enough that you might as well act like spot-treating worked.

Wrong. If you have enough fat that you can't see your abs underneath it, then building them up will just push the fat out. You'll end up looking fatter.
