To improve your sprint speed, you simply need to become stronger. Keep the ankle weights off, all they are good for is destroying your ligaments and running form.
Start a 5x5 lifting program with squats (with some explosive push upwards), deadlifts and all that compound jazz. Tire pulls, and uphill sprints are also the way to go (google a football training routine for more specifics). You might want to consider building a base (basically get in good cardiovascular shape) before starting up any speed work. As for your "neibourhood" problem I don't really understand, do you live in a bad area or are you just to shy to run around the block? No one gives a shit. Either way you should consider heading down to the local track and practice there, its much less tolling on your body and you can practice some strides/sprinting form techniques easier.
