I know this is fit's favorite thing to do, so here we go.
Okay, I'm a college student with no car and no money at all. I moved away from my homestate to this other college and the only reason I can go here is because of the scholarships I have. My housing, tuition, and eating in the cafeteria is paid for. So basically, I'm trying to ask you guys how I can eat healthy when my only means of food is cafeteria food. Now, we have an okay selection:

Food: Apples, Oranges, Bananas, Wraps (with meat, cheese, veggies), Hamburgers, French Fries, Various Sandwiches, Tofu sometimes, Beef sometimes, Potatoes sometimes, Various cereals and breakfast foods, and an alright salad bar.

For drinks: Soy, Skim, and 2% milk, apple, cranberry cocktail, raspberry lemonade, and orange for juice, and a lot of soda.

Now, I want to eat healthy. But not healthy like "Two apples and three glasses of water a day" healthy. Just like, enough so that I have enough energy to get through the day (not a lot of time to work out, so my "day" is walking a lot and studying). What should I eat then?

TL;DR I wanna eat healthy and am a little limited, what do I eat to still function and give my body what it needs if I don't work out?

Take out all juices and soda. They are mostly just sugars with little vitamins or anything.

Milk is good, so is water.

All of the fresh produce, beef, potatoes on occasion, the wraps sound alright, sandwiches depending on contents, milk, stay away from the rest.

1) oatmeal w/ banana mashed in
2) cook a bunch of grilled chicken and store it in the fridge for salads and (occasionally) sandwiches.
3)Tuna with tomato and onion chopped in.
4)Cottage cheese (low fat, non fat tastes like shit), with berries or another fruit mixed in, also flax seeds.
5)skim milk.
6)Stir fry with olive oil, chicken, bok choy, and walnuts.
7)For a snack, try non processed whole wheat pita with hummus.
8)grilled squash, steamed broccoli, any grilled vegetable.
9)Whole kernal organic corn tortillas with black beans, tofu, and green chili sauce.

This is mostly what I eat, along with protein shakes. Im a college student and if you look a decent amount you can find the food for pretty cheap. Also learn how to cook, big help.

Money is really a no-go for me. At all. Like I said, if it weren't for me doing well in high school, I wouldn't be in college, as I can't afford to take out loans for fear of paying them back later, and I can't justify them because everything is paid for. I'd get a job, but I have a lot of credit hours and I don't feel like working in the small amount of time I actually have freetime.

The lack of protein is going to cause you to suffer in the long run. Seriously, scrounge a bit from home if that's an option and buy some chicken at the very least.
