Ok here's a step by step for fixing it, temporarily, on the cheap.
First, grab the frame on either side of the bike where the wheel attaches, and pull apart. If the 2 sides flex apart, the metal rod which should go right through the middle of the wheel is definitely snapped. If this is the case, go find another cheap 2nd hand bike wheel. MAX 10 bucks. Doesn't matter if it's a piece of shit, just make sure it's got the same number of gears and is the same size. If it's got one of those 'quick release' levers, bonus.
Assuming that's no the problem and the frame won't flex apart, second thing is to take the back wheel out. For that you'll need a pair of spanners to undo the bolt on either side. Once it's out, check the threaded bit in the centre. It should have some funny looking bolts on it that have a kinda rounded concave silver ring on the inside edge. If you have one of these on each side, screw them in towards the centre of the wheel. Not tight, just screw them in so they barely touch the rest of the wheel. There should be a little bit of a wiggle left to the whole assembly, but it should spin a little.
Now bolt it back in. It'll go again after a while and you're wearing out the bearings, but it should be rideable for a while.
Like I said long-term, source a 2nd hand wheel from somewhere else for the cheapest repair option.
