Here's the deal. It seems that everybody here on /fit want the same thing: more muscle, less fat, AT THE SAME TIME.
The thing is, it's really NOT efficient to try and do both at the same time. Very, very few people on the planet have the genetics to achieve this. Otherwise the rest of us have to focus on one goal at a time...hence the terms bulking (gaining mass with minimal fat gain) and cutting (losing fat while preserving muscle tissue).
People who are impatient resort to pheromones and illegal drugs. These things make it possible to gain mass and lose fat at the same time, but at the expense of your general health and well being. Not only that, but anyone who has tried these drugs will tell you that it is nearly IMPOSSIBLE to maintain these gains in muscle after finishing a cycle, primarily because most of the gains is just bloated tissue.
This is why you have to be PATIENT and work on ONE goal at a time.
It sounds like you're relatively new to working out, so if you're around 20-30% bodyfat, then I suggest losing most of the fat by combining cardio and circuit traning (NO heavy weights), until you get to around 10-11%, then start a clean bulk from there.
So, again: your goal now is to LOSE FAT and TONE UP. Because you're just starting out, you will gain a little mass (provided you got your nutrition in line), just not as much as when you would be bulking.

The above program has great advice regarding nutrition and workouts. What I would do if I were you is to take all the workouts that involve lifting and use really light weights and high reps (around 20-30) with minimal rest between sets. This will simulate a circuit training style routine.
