What's better?

Training like this:

Day 1 : Chest/Forearms (3 exercises for each muscle)
Day 2 : Back , Waist
Day 3 : Shoulders/Upperarms
Day 4 : Legs/Calfs

Or training 3 days a week with a combination of all muscle parts?

4. Legs
5. Shoulders

Alternate Abs and cardio 7 days a week as well. Been my plan for the past 4 years and I still haven't plateaued. I mix up the exercises of each group every few weeks though but that's about it.
