I used to have them when I was younger. I was a normal weight, but I noticed over time that there were a lot of over weight people that had them, too. Sunlight definitely helps, a tan definitely helps. Exfoliation might work for some, but for me it just got my arms all read for the rest of the day. Here's what I did:
Showered and right afterwards, put on Eucerin body repair (something like that, it comes in a white bottle with a blue cap) without even drying off. Then I layered that with Jergens skin smoothing moisturizer (the best stuff in the world) and let it sit. I did the Eucerin once every three days and did the Jergens twice a day, once in the morning when I woke up and once at night.
Some bumps are still there, but it's definitely manageable now. I ran out of eucerin a few days ago but I buy Jergens in bulk because its that amazing.
