Its easier to get abs while working out the rest of your body in a weekly routine than to just do situps now and then.

he most likely means you should just work on building more muscle.

more muscle = more fat burned
more fat burned = lower body fat %
lower body fat % = abs that show.

Kind of the same reason your numbers will go down if you neglect squats and deadlifts from your routines. Working out your entire body is just the best way to define yourself. When the day for abs arrives just really hammer them harder than you normally would.

And by "working out your body" I mean hitting every muscle by the time the week is over.

Also lose fat.

Then don't focus just one part of your body. Work on just generally getting bigger and your abs will come along with a nice chest, solid arms, defined back, and an overall just better body.
