Here's my plan for looking like this. Please critique.

Currently i'm 150 5' 9" athletic build. Not too much muscle.

Drink a gallon of water a day
Breakfast= protein drink in milk
Lunch- Sushi and 2 egg whites
Dinner= something good but not fried, low in fat.

Running 3 miles every other day.

Then, in 1 month i'm going to hit the gym HARD. Really work out abs, chest, and upper back.

Hopefully I should look like this by mid summer.

Legs are normally strong. Training them using weights seems a waste. Strength train your upper body and endurance train your lower.

I believe what he means is that you should still work out legs. Not for endurance or fitness, but at least some for size or power. Because by leaving out leg workouts in the gym you leave out squats.
Also. If you want you could add a complex carb like oatmeal to your breakfast if you have a hard time laying off snacks in between breakfast and lunch.
Don't wait to hit the GYM. Go now. The more muscle you have the more calories you will burn and the easier it will become to get the physique you want.
And in my opinion the guy in that picture looks skinny, weak, old, and malnourished.

Training legs is never a waste. Never EVER down play the importance of training legs. Your body is what it is as a whole, so train the whole damn thing.

Leg's aren't any more "naturally strong" than any other muscle you haven't developed. Sure my arms would've worked fine before working out for day to day modern day human bullshit: typing, laundry, cleaning, studying. My legs? Same thing. I can walk to class, go downstairs for some cereal, jump high enough to get over that puddle....but what the fuck. Fitness is about pushing boundaries.

If you want a more practical reason though? Your legs support a ton a more weight than your arms on a day to day basis, they should be the core of your workout. Legs, abs/back, THEN arms and chest. Core strength is literally priceless in the long term for your physical fitness.

An average person walks 8km a day. Legs support your body weight. Arms do nothing. Therefore legs are naturally strong compared to arms. Anyone who does endurance will have huge legs compared to arms/chest.

I'm going to doubt that 8km a day b.s. because I'm an american, but regardless legs are naturally STRONGER than arms, but its not like your arms OR legs will be anything special compared to trained legs or arms. As for endurance? to be honest, I did distance training in HS and my legs were well defined, yes, but nothing like I would've had if I had been doing strength training.

Needs some more complex carbs, especially at breakfast.
And perhaps try to fit in a couple more meals. Best thing to do is eat six small meals a day, it's not usually easy, but most people should be able to shoehorn in a couple more sandwiches in the gaps between breakfast, lunch and dinner.
