There are lots of different fitness standards already out there. If you want a simplistic answer, use the Army or Marine Corps standards. There are many components of fitness, like speed, power, strength, endurance, cardiorespiratory, etc. If you're into Crossfit, they think you need to excel at every aspect of fitness to be considered fit. http://www.crossfit.com/cf-download/CFJ-trial.pdf
Ask a meathead here in /fit/ and they'll say you need to squat 2.5x bodyweight and sprint down a gazelle to be considered fit. Just depends on who you ask.
