I want to change my hips+ass/shoulder ratio by exercising. I have rather wide shoulders and my hips aren't exactly small but not very big either. If I start doing a little weightlifting alongside with cardio will my upper arms look slimmer?
I'm 5' 5½'' tall and weight 112.4 lbs. I used to be 9 lbs skinnier but wasn't happy with my body back then either (I still had excessive fat in my shoulders). Will I see any results at all if I use these 3kg weights I have?

I tried squatting with small weights once but it left my quadriceps so sore I couldn't walk properly in the next few days (I'm in a really bad shape). Should I first start bicycling and later move on to squatting?

your quadriceps being sore means you were doinitrite.

To avoid the leg pain you need to thoroughly stretch your quads and hipflexors after your workout session. Stretching prevents injury and DOMS the following days.

always do this POST workout, it will serve as your cooldown as well.
