a.) drink water
b.) sleep more
c.) use concealer, only a tiny bit is needed, hardly noticeable.
d.) pay a little more for an under eye cream, takes longer to work and varies in success.

tea bags and crap work a little. but lots of water and shelling out for the good stuff works better

it depends on what kind of bags they are

Bluish under-eye circles can occur when the blue tint of the blood vessels under your skin show through. To reduce them, soak cotton pads in cold whole milk and rest them on your closed eyes for a few minutes. The chilly temperature of the milk constricts the blood vessels, and the lactic acid in the milk hydrates and plumps your skin so the blueness beneath is less apparent.

You know that lack of sleep can make your dark under-eye circles look worse, but so can things like allergies and nasal congestion. if you have a stuffy nose that lasts longer than a week, see a doctor who can diagnose and help cure the cause of your nasal congestion.

Circles that appear more gray than blue or red may be caused by the shadows case by puffy under-eye bags. To decrease the puff [so that there's less of a shadow], apply lotion with caffeine, which helps reduce inflammation.

Since you're probably a guy, I would recommend these products, they seem to help me a bit:
