HIIT is when you go to a very high heart rate, around 90+%, for intervals.
Any activity you do to get your heart beating that fast will require loads of muscular activity (sprinting, biking, swimming, etc...), so that after several intervals, not only will you be cardiovascularly exhausted, you will have experienced a lot of muscle fatigue as well.
I haven't heard about avoiding eating. I would say it is proper to take some post workout nutrition.
But yeah, you should probably be pretty wiped out after it, if you're doing it properly.
