You obviously have no control over your genes or your age. But you DO have control over your diet and how fast you lose weight. Basically, you're going to want to eat a diet that is healthy for your skin. I'm not going to elaborate on this, because you can google things like "skin nutrition" or "skin health" and get lots of info. Basically you'll want lots of veggies and fruits, as well as protein, and possibly some vitamin supplements. You can find out more on your own. You'll also want to drink lots of water.
So, basically, to try and keep the skin in your breasts elastic so they will perk back up, you can: 1. Lose weight slowly 2. Eat a diet healthy for your skin 3. Apply lotions/creams/etc. I dunno if this actually helps, but you can try.
The reality is, if your boobs are already saggy, there's a good chance your boobs have already lost elasticity and won't snap back. But, if you are already overweight, you shouldn't let this possibility stop you from losing the weight. After all, you can always wear a sexy bra when you are sleeping with someone, and most guys (who aren't total jerks) would be fairly understanding.
If you lose the weight, and your breasts are still saggy, then wait a year before you consider any surgery. Maintain your healthier weight for a year (eating healthily throughout) and if your breasts still haven't snapped back, consider breast lift surgery. It will be pricey, but the confidence boost it will give you would be well-worth it.
This is my plan anyway. You could also try things like laser skin resurfacing, chemical peels, etc.
