Bulk. Do high weight, low rep compound exercises. Squats, Deadlifts and benchpresses will make you gain muscle faster than any other exercises. Eat a lot of healthy foods, and eat like 1.5 grams of protein per pound of body weight.
After you've gained how much muscle you want, start your cutting phase. Continue to lift weights, but do more cardio and cut your calories while still eating the same healthy food you have been.
