First of all, it will take a long time for the person's waist size to increase, if it does at all. The only area that will visibly increase waist size if worked for an extended period of time (almost a year) are the obliques. Second, if a person has a distended abdomen, abdominal exercise will only help.
Also, I don't know where you got this from, but slow long distance runs do not burn more calories than anything else. That's just utterly ridiculous. Sprinting, jump roping, rowing, to name a few, burn much more calories than slow running.
