I'm 5'6. Over the course of last year, I dropped around 73 pounds. Went from 219 pounds to 145.5

I had been overweight 2/3rds of my life, so my skin was pretty fucked up. I assumed that it'd start getting in place after a while.

It didn't.

It's been over a year since my dramatic weight loss. I built up quite a bit of muscle, and also regained some fat fat (I'm now 170lbs.) but no cigar. My pecs look ridiculous as they're pretty bulky but I still have little mantits, and my love handles are pretty noticeable and they're extremely soft. Also, my thighs are pretty fucked up. My arms are pretty big, but my shoulders don't show because of the localized fat, which simply makes them look fat again.

So, what do you say I do? Should I get a certain training routine/diet or just go for a plastic surgery?

tl;dr dramatic weight loss. sagging skin. muscle built, no progress. training/diet or surgery?

I have a bunch of stretch marks on my biceps/shoulders from when I had a major growth spurt around 16-17. Probably put on about 40 pounds in that time. (Muscle, not fat) I have this massive stretch mark on my left shoulder, from the base of the shoulder clear down the mid-bicep, easily 6 inches long. Doubt they'll ever go away.

Surgery is the only way to remove excess skin if there's a lot of it.

Stretch marks, once you've gotten them, will never go away. They will, however, fade in color over time.
