Toe raises: strap some weights to your toes (kettle bells work well here) and lift your toes to the sky.

that's really about all you can do, AFAIK. You've got two basic motions that your ankle allows (aside from the side-to-side stuff that you could really fuck up the joint by trying to do).

I suppose you could get some ankle weights and just wear those continuously...
