just do squats, but not just back squats all different types of squats, because they all work your legs differently.
You need to do back squat, front squat, and hack squats, and leg presses to develop your upper legs, and leg curls, leg extensions, and toe raises (also called calf raises) to develop your lower legs.
these are just some basics, and yes it will take time to get well developed legs, but it will happen if you stay dedicated and do the exercises right.
