Losing weight - yes, kind of. Your body can adjust to caloric intake over time, and you'll quit losing weight.
Losing fat - yes, but you'll lose muscle mass, too.
1. Eat less, but not so much that your body goes into starvation mode and adjusts. 2. Exercise to keep your metabolism up and to burn fat.
tl;dr : Fatties should do cardio and some strength training, and have about a 800-1000 calorie deficit/day to reach a maximum 2lb/week weightloss.
