Fast-paced jump rope. Would you classify as HIIT or cardio?

High intensity interval training. Obviously this only implies if you're slowing down and then going really fast.

Cardio if it's straight through fast.

Dumb question:

Do I go to fail point (5 minutes tops at the speed I do), then recover nearly completely (2 minutes or so) and repeat that, or should I stop short of fail and use shorter recover time?
