You're likely an ectomorph, meaning it's pretty tough to gain more than 20 pounds.
1) Rigorous low rep, high weight weight exercises utilizing compound regions of muscles. If you train a muscle one day, rest it the next.
2) Rigorous eating schedule. 5 meals a day, lots of protein, lots of calories. Tuna, meat, beans, nuts, fish, basically nothing is bad for weight gain. Just avoid the generic shit foods because they're never a good idea.
3) Sleep. 8 hours or more every night.
Do this for a minimum of 6 weeks.
