what are the best excercises to get rid of the "pouch" of fat on the stomach just above the waistline and below the 4 main abs, if you know what I mean. Sit ups only really seem to traget the aformentioned "4 main abs".

Your "abs" is one paired muscle. Which means a contraction uses all of the muscle, every time, so you can't "target" anything.

What's more, fat loss is also all or nothing, so you must change your entire body composition, not just your "pouch". Fat distribution is determined by genetics, so the only way you can target it is through liposuction.

Why does everyone still say cardio is the best way to get rid of fat when studies seem to show that weightlifting and HIIT are the better solution?

First off, you can't target fat reduction. You need to drop your entire body fat percentage to get rid of that 'pouch'.

HIIT simply means high intensity interval training.

you keep spamming the same thing. for beginners, HIIT is next to impossible. you have to build a base first. regular cardio is a good way to do this.
