I would do it. Get rid of all your excess fat and then gain muscle because I read somewhere that when you build muscle while doing cardio, your muscle will form beneath your fat and I don't know it's just not good. Sorry I wasn't that much help.

do both. if you are starting out its easy to burn fat and gain muscle, this is called newbie gains. make the best of them.

lift 3 times a week and do HIIT 2 times a week on days you aren't lifting.

lifting weights also burns fat very effectively, more so than cardio does.

I would say work at least some strength training component in. Lean muscle mass will help you lose weight faster plus muscle fibers are longer in women so you look leaner and slimmer, as opposed to guys who just look bulky.

since your female it should be relatively easy, just do like 3 sets of 8-12 reps for any exercise you do.
don't worry about getting too bulky either, females don't have the testosterone levels to put on bulky muscle without incredible amounts of time in the gym or steroids

OP, don't worry about which to do first. Eat sensibly, train hard, and you'll either slim down into a toned body or you'll be a big, strong girl who can kick anyone's ass. Either way the exercise is good and since you're just starting the important thing is to get in the habit.
