first of all if she doesn't want to gain weight, you won't be able to make her but lets say she changes her mind, and decides that she wants to get bigger
a) heavy weight training - none of that pink dumbbells shit squats, deadlifts, overhead presses, rows, ... starting strength would be a good program for her to follow (no, she wont get too muscular, trust me on this one)
b) cardio in my opinion she should still do some short duration, high intensity
c) food lots of protein, good fat, unprocessed carbs the diet is the same as if she would be trying to lose weight (except that cheat meals in addition to her normal meals aren't much of a problem), she should just eat more a lot more
if she does all those things, she will gain weight without becoming a fat bitch in the process
