Light Mode: I'm generally a skinny-ass vegetarian(don't come here often), but my cousin's all self-concerned like every other stupid-ass 16 year old...

Standard Mode: She's asking for advice from me(but I grew up this way and generally don't know what the fuck I'm talking about), to try from 5'7" at 150 lbs to a size seven by next summer...

Heavy Mode: Parents won't let the poor kid fucking diet, and she's the only one under a BMI of 24.9 in her whole house...

She doesn't have to 'diet'. Just eat smaller portions and stop drinking soft drinks. avoid fried stuff when possible.

1. She doesn't even drink soda anyway. We hang out all the time and I've never ever ever seen this kid go for a soft drink. Just a teafag, and the semi-occasional banana smoothie. Caramel fraps like once every two months...

She'd probably do it, if not, I'd make her. Her folks(her senile grandma, menopausal aunt-- thank God she's not my mother, and hobo dad) annoy the shit out of ME even, and I don't even live with them...

Her aunts dogs are also fat as shit, and she makes everyone feed them like... three fucking cans of wet food a day... each-- one of which is a damn chihuahua. Now I'm not a dog person, but they're gonna fucking die no matter how you look at it.

my best suggestion is to eat smaller portions if not allowed to diet. drink lots of water with meal so she gets full faster. eat slow to give her body time to realize its full. knock out all trans fats.

she needs to make sure she eats a good breakfast to get the metabolism running in the morning.

if can manage it, exercise at school. run, etc.

get a small pair of dumbells and work with them in her room or something.

if you can manage it, yes, but make sure you get a full nights sleep. getting too little sleep will hinder weight loss.

squats will help. its a full body workout. plus, the majority of ones muscles in below the waist. its an easy place to start. don't have to get buff or anything, but adding some muscle will burn additional calories throughout the day for no other reason that you've got the muscle. squat with just your body weight, squat with dumbbells, which ever you can do/prefer.

Fat parents not allowing a child to eat normal sized portions of healthy clean food is abusive. Also, OPs little 16 yr old cousin working at a cookie store sounds adorable.

i'd say do 4-5 sets.
do as many as you can each set. the number will obviously go down...

example:
you manage 20 first set.
you're tired now so you only get 15 second set.
....
......
fifth set you only get 3.

think of the first set as a warm up to get your muscles awake and working. each subsequent set will be working muscles that are already engaged and somewhat fatigued for great results.

i'd wait 30-45 seconds between sets..maybe a bit more.

you don't have to do this with weight. you're working for as many reps as you can get, not your 3-5 rep max. not trying to bulk up but lengthen and tone your muscles.
