So I'm deciding to start working out and stuff, but I don't know where to start.

I'm 18, 5'g and weight 170, yeah, I know, I'm fat.

I was reading some things on HIIT but no one ever gives a routine, they just talk about how awesome it is. From what I could gather, just do something hard for some time, rest and do it again?

I read about sprinting for a minute, walking for :30, sprint again repeat for about 10 times.

Is there anything I could do with a jump rope? Would I have to do it everyday, every other day?

Also, if I ran in the morning, went to school, then jump roped, would that help? Or should I just stick to one thing a day?

I was wondering, after doing HIIT, is it ok to eat? I wake up at 8:30, do HIIT, shower and then it's 9. I leave for school at 9:30 so if I can't eat for an hour after I work out (I've read you shouldn't eat after working out for an hour), I won't be able to eat for a while.

you're at the higher end of the "normal" range. nothing a bit of cardio and a diet adjustment won't fix.

No, you WANT to eat out as soon as possible after working out. Your body is in a catabolic state and it's eating itself trying to repair muscle. You want food in you as soon as possible after a hard workout session.
