That's because it's fucking impossible to determine your lean mass (bones, organs, muscles) without getting a professional body fat test done.
BMI is still a very useful tool. Couple your BMI with your body fat level and you know exactly where you stand. Besides, most people know whether or not they are fat or overly muscled. BMI is designed to give an estimate about a healthy weight for the AVERAGE person who is not a gym rat and it does that very well. They're basically saying, "Unless you work out five days a week, the BMI is a pretty accurate estimation about how healthy your weight is".
You, personally, should have a ballpark guess as to the amount of muscle you have. Combine what you know about yourself with the BMI and accept it. If you know for a fact that you're 200 pounds of mostly muscle, obviously the BMI isn't as effective at telling you how unhealthy you are, but if you're a typical person who is busy and works an office job without much time to exercise, the BMI is a good thing to go by.
