Turns out my heart rate is in between 65-75% when I do my cardio. Damn, I thought I was doing well. I'm always beat when I finish my workout. This blows. Still, I suppose it's enough to lose weight.

What form of cardio are you doing? If you are jogging, try lowering the speed and adding an incline. This makes the heart rate SKYROCKET without adding that much perceived effort (for me at least).

Elliptical is good for that too. I can maintain a very high heart rate on it.
