Is weight training useless if you stop once you start feelingthe strain. Like say I do 30 push ups. And they are easy to that point. Do I only make progress if I keep trying to do push ups while my arms feel weak as hell?

yes, go to failure. where you can't lift yourself any longer.

the only time where you don't work yourself to failure is when you're not working with a spotter like in the bench press where you can crush yourself.

If your strength training and lifting heavy, it stops being effective if you go longer than about an hour and 15 minutes. Longer than that is too long.

once you get the number of reps you want you either increase the load or the number of reps
using your push up example you could put on a back pack with weigths and then do push ups, you could try doing more pushups, you could elevate your legs, ..
