Well, let's get this straight Cardio is how you get rid of fat, strength training is for muscle tone, endurance, and strength.
If you have a chub tum then use cardio to remove fat, and then use weight lifting to increase muscle definition. Voila, sexy abs.
As far as running, general theory my track coach always used was "the first 10 minutes your body is only warming up" so...in short...No, 15 minutes doesn't do much. Thats 10 minutes to get your heart rate up, and then only 5 minutes of actual work. 30 minutes a day is a great target area for people getting started.
