There's 3 of ways to be a thin girl. I'll list them in order of ease:
1. Good genes. 2. Eating disorder. 3. Smart, vigilant nutrition and training.
Numbers 1 and 2 are only temporary. Eventually your metabolism will slow down and all your bad habits will catch up with you and be that harder to unlearn. An eating disorder will eventually either kill your metabolism and make you fat, or it will just kill you.
These are tough concepts for a young person to appreciate because they can't see the long view. They think they'll live forever and that if something that keeps them thin (drugs, smoking, eating disorder) isn't killing them right now, then it never will.
In a way, the person who grows up fat is at an advantage, because they grow up knowing they have to fight for every pound and every inch lost. My ex drank like a fish, smoked like a chimney, lived on Taco Bell, and was moderately active, yet she had a fantastic body. But when she hits 30, she'll probably look (and feel) like hell and have no idea how to get her old body back.
tl;dr Girls should adopt a moderately healthy diet they can learn to love and pick up a physically demanding hobby that does not feel like a chore. Dancing, yoga, and outdoor activities are all a good start. Wouldn't most girls like to look like a professional dancer or a yoga instructor?
