Navy ROTC here OP.
Same sort of issue, beast in the gym, crush the PRT but my BF is stuck around 20-21%.
However that % comes from our archaic rope/choke way of measuring BF%.
I'd suggest trying a water displacement test or something else to get a more accurate BF% estimate.
Also, don't lie to your nutritionist, fess up to all the beer, late night mexican and other shit you eat every now and then so she can get a good picture of your current intake.
