how cut you are is just how little fat you have. but dont stop eating because then you'll be tired and lose mass. you can't really bulk and tone at the same time. my friend moves like twice the weight i do but i look stronger than him just because i'm skinny so it takes less muscle to be noticeable.

Seeing as you're more interested in looks than strength, your error was probably following a powerlifting program (stronglifts, SS, etc.) rather than a bodybuilding one.

Agreed, if you want to LOOK strong do a bodybuilder program. You'll gain strength but size will be your biggest gain. WHEREAS on your SS program or powerlifting program, you'll gain some size but strenght will be your biggest gain.
