Pretty much. Something worth keeping in mind though:
When you do cardio, your body very rapidly uses up glycogen stores for energy. Hence, if you do your cardio before your weight-training regimen, your weight-lifting performance may be reduced. The worst case scenario is that your body goes catabolic and starts breaking down amino acids and hence undermines the purpose of weight-training that day.
So, generally speaking, if you're going to do weights and cardio in one day, do the cardio afterwards. And yes, I personally highly recommend doing them both together. You'll probably get less fat during a bulking stage and see better results during a cutting stage.
