You can't really target areas as far as weight loss is concerned. On 7chan's /fit/, they describe it like this: if you take a bucket of water out of a pond, does the water just decrease where you dipped the bucket, or does the total water level of the pond go down? Obviously you can't just remove it from just one area.
That being said, if you do weight training exercises for those areas, you can help some of that extra weight "sit" better. Curls and tricep exercises will help your upper arms, twisting sit-ups will exercise your hips, and there's plenty you can do for legs.
