Simply, you're not eating enough. You need to eat more in the right combinations and you'll lose weight.
At 1500 calories a day, your body is likely going into starvation prevention mode. It's a leftover from the hunter-gatherer lifestyle where the body would slow down its metabolism in time of famine to survive between infrequent meals. You're body thinks you could starve to death soon, so its trying to preserve your life as long as it can.
In this mode, the body immediately stores calorie dense foods (starches, sugars and fats) choosing to burn non-vital ones first (proteins or muscle). This would allow our ancestors to survive at a slow pace until they could reach the next food source.
You're in that now, so carbs in those potatoes are getting stored as fat (for future use) while meats and vegetables are burned right away. You don't eat anything, but you look fat.
Believe it or not, you need to eat more to lose weight. You'll fool your metabolism into starting back up again to burn the rich calories sources.
Avoid whites: white rice, white flour, white sugar, white fat. Diets rich in lean meats, whole grains and green vegetables will give you energy while helping you lose weight.
Lifting 3 times a week is plenty, but you need energy to go hard. I dropped 15 lbs in 3 months with 60-90 minutes 3 times a week. But if you're lazy ....
