What happens is a steroid has a specific definition and each new drug has to be declared a steroid/controlled substance by the FDA. They don't have to submit to the FDA for commercial interests, but sooner or later the FDA comes around and declares these "pro-hormones" a steroid.
So then the company goes back, changes a peptide bond or two and releases it as a new pro-hormone.
The cycle repeats.
