How many times a week should you exercise? I know that rest days are necessary for muscle development. Can I still cardio on the rest days?

and one more question: is instant oatmeal made with either milk or water okay, or should i be mixing the dry oats with water? and how much of it should i be eating if i am trying to lose fat.

Yes you can

I lift weights 4 times a week and do HIIT on 2 of my rest days. I try to get at least 1 full day of rest.

I exercise 6 days a week, 1 or 2 muscles on the workout days (depends because some days have abdominals exercises). And 2 days for Cardiovascular exercises, So it's 4 days for the muscle that I need to exercise and 2 days for cardiovascular exercises. Giving each muscle group a full 7 days for recovery.

I'd say oats with water because milk has some substances that are not good to consume before exercising.

Use water, don't use instant oatmeal. Look for "old fashioned" if you are using quaker oats.
