3 miles/day and 200 push ups a day is good for staying in not-bad shape over the long term. It definitely won't push you to any limit and wouldn't be considered INTENSE, so most on /fit/ will flame you to hell for it and tell you your plan is useless. But it's better than nothing.
However, if the only reason you aren't just lifting weights is that you can't afford it, search the internet for ways to life on a budget. I've heard of guys building fucktons of muscle using sandbags and shit. I've been working out at my uni's gym (free for students), but when I graduate, I'll probably look into something like that myself.
