you can get tennis ball muscles which is if you dont do the full lift, stop halfway, the muscle deforms and you get a much smaller but much higher muscle protrusion when you tense your arms.
as far as when youre not tensing your arms, look at all the hench people, its only people on worlds strongest man or people who live in the gym and can curl 80-90 kg that have rounded muscles whilst untensed. just be happy with a flat bulge, it looks better anyway.
