You can probably get all of this stuff on the cheap from eBay (shipping is what'll get yah) or you can search Craig's List for a local vendor you can buy from. Or you can just play it simple and get a membership to a gym with this equipment.
As for the routine you should do, the simplest and most effective is Rippetoe's Starting Strength program(look on /rs/ for the ebook).
