okay so exactly what can I do buff up the groups listed as A in the picture muscles? I'm talking also the ribcage muscles in general, I think...
put weights on my chest and breathe?

Also I need to make the B area bigger without making the upper torso any larger, I'm trying to get that box torso look and I've got everything down but that god damn shit, it seems to fluctuate randomly, one week the muscles look like they're growing the next I look like the retard in the picture, which is sort of embarrassing unless I wear a really thick jacket.

You can't see intercostal muscles, no matter how low your body fat is.

Those "rib" muscles below the pecs are the serratus anterior. Look them up on exrx.net, it's kinda hard to describe. To work them, get in an incline bench position, then ench it, then to do the exercise you move the weight up more by moving your shoulders up, lifting the weight to the ceiling. The top of the movement looks like you're trying to incline bench as high as you can and the bottom looks like the top of an incline press movement.
