TBH, I ALMOST looked like it (I didn't have man boobs while standing, but I did when I was sitting).

What I did was I just started swimming a few times (at least 3) a week.

Also, I didn't change what I ate at all. I ate smaller meals more often during the day (try for 400 calories 5-6 times a day, it'll help your metabolism). (But if all you eat it fatty foods like burgers/pizzas, you need to change it)

I've done it for 5 weeks. I've dropped 20 lbs. and it feels really great when people say, "Wow, you've lost a lot of weight."

However, it will NOT happen instantaneously. You must be determined to start exercising/eating better and KEEP WITH IT.

If you want him to gain muscle to burn more calories, then he should be eating foods heavy in protein. If he switches to an entirely healthy diet, it can only help.
