I have a growing concern that my upper and lower body are slightly relatively ill-proportioned. Could you please refer to the picture related and state your personal opinion on the matter at hand?

OP I'm the same way, solution is more long distance cardio and more upper body weight training, with less emphasis on lower body workouts (ie. squats, deadlifts etc.)

Horseshit, the solution is to do bent over rows.

Long distance running will shrink your muscles down, normal cardio is fine.

However, if you're simply wanting arm size, be a dipshit and do curls.
