the main problem is you are fat all over, probably sitting around 38%. Clean your diet, and go for a run. Hand weights wont do shit, don't build up to anything.
If you want very small muscular definition and to tighten the skin after you run 20-30lbs off your ass, then do pushups and pullups, or do them consecutively.
Work up to running 5-7km every day. Start by running 1, then see how you hold up the next day. Stay consistent. In 2 months you will reach your goal.
