So, I'm not in the best shape ever, but I'm decent, just not getting the exercise. But I want to fix this early before I become a blob of fat.

I'm 5'9" and 140 pounds, but I'm looking to build up more muscle (particularly abdominal and arm muscle). I'm not going for an outrageous six-pack, but having one would be good. What do you suggest as an exercise routine that won't be too stressful to enter (conditioning would probably work well)?

Everyone has abs. Most, like in your case, are just hidden by layers of fat. To show abs, you need to reduce your bodyfat%. Because even someone as stupid as you, had you lurked moar, should know that spot reducing fat is ineffective. tl,dr; Abs are made in the kitchen

If you want to build your abdominal muscles like the pic, you need to do leg raises, dragonflags, good mornings, standing ab pulldowns, etc.
