Yes intense Bagwork or shadow-boxing will work somewhat, but as was already stated: swimming and cycling would be your best bet if you cannot run/jog.

when I was younger the YMCA gave my family a discount for being so poor. Maybe you could talk to local places that have pools to see if they will work with you.
