There's plenty of ways to build your abs, none of which are walking, likewise for legs.
Both require more specialised attention, however, because of the fat cutting aspect of cardio, he'd probably believe it caused his abs.
You don't need to train abs to have them, as long as you're defined, they show very well.
If you want to build your leg, do squats, do calf raises, if you want to cut up, look into diets, because body fat is all diet controlled.
