The name is a little misleading, as it makes you think that the main focus of the exercise is the chest muscles. It's accurate in the fact that it does open up the chest, but the muscles that are actually targeted are some rotator cuffs and parts of the shoulder girdle. Chest expander devices hit the lateral and posterior deltoids, the infraspinatus, and teres minor muscles, and to a lesser extent, the pecs. When you target these muscles, it helps push your chest up and out, giving the appearance that it hits the chest.
