from what you say, it's genetic or you have an office job. sitting on your ass for 8 hours a day aint gonna be balanced off by 3-4 gym session a week. if you want to fix it, you gonna have to get on the squat rack. get some one who knows what there doing to show you what to do and spot you. you might not get rid of the extra, but you might harden it up and make it less jiggly.
