Usually I do HIIT once a week on stairs because of how much it kicks my ass, and it exhausts my quads. I recommend finding a huge flight of stairs, and running downstairs on your low intervals, or, if you're desperate, hop on a stair climber at the gym. Thing I don't like about the second one is that it is hard to balance without using the railings, but if you do, you're focusing your weight else where, hence lowering your heart rate.
