It's totally possible to not be done with puberty by 18. As far as the voice, that tends to change earlier on, so you may just have a high pitched voice, but maybe not. If for instance your voice still "breaks" (goes out of pitch accidentally) when you talk then its likely to keep changing.
As far as facial hair, that typically takes a while. For most people the beard continues to get denser even after the typical puberty years. Even after puberty, many people still can't grow a decent looking beard.
As for penis length, the standard measurement is from your pubic bone at the base of your dick to the tip, when it is fully erect. 6.75 inches is slightly above average, and well within the normal range. Not sure about the "girth" (by which I assume you mean circumference, and not diameter).
