Drinking more water allows you to either
1) stay more hydrated and therefore more active (your metabolism is largely based on how active you are)
2) fill yourself up easier so you feel "full" during meals without added calories
3) swim in water so you are being more active and therefore using up more of that delicious food energy
or
4) piss a lot.

I suppose you could say it that way, yes. Your metabolism is based on these things:
1) activity level
2) body mass (height, fat, muscle, calories required to run your cells, organs, etc.)
3) and then there is probably a tiny deviation based on genetics.

Skinny people either eat less, or are more active than you. Don't try to blame it on the mystical genetic factor. That's a cop out, victim mentality, and removes responsibility (and therefore power to change) from you.
