Ok, first things first: does she normally have an on-the-clock period (same time every month, no matter what)? If so, was she late the last time, and this time? If she doesn't have a consistent period, she might want to go to the doctor and be tested for PCOS (Polycystic Ovary Syndrome). You can look it up on webmd too, for more info.
Second: the "clear gel like substance" could just be simple discharge. The only way to find out for sure is to head to the doctor's.
Third: Pregnancy tests can be horribly inaccurate sometimes! If she does have PCOS, they can give you a false positive or negative, no matter how many times you take the test. The only way to be sure is to go to the doctor. The doctor can do blood work and find out for sure if she's pregnant. When you're pregnant, you have a certain hormone in your blood that shows up on a blood test.
Her being 107 lbs., she could have a baby, but it'd be hard. She'll probably be put on bed rest after a certain point.
Also, she wouldn't look bloated right off. You don't really start to show until after your 3rd month, though with her being so skinny, she might show a bit earlier. Also, her "boobs feeling bigger"? That could just be a sign of her period coming on. My sister would complain the few days before her period starting about how much her tits hurt and felt swollen.
