I don't purposely give anyone a negative response to make them feel bad, but I'll be brutally honest because you really need to accept whether you're less attractive or not. Whether or not you let it GET to you is your own choice. You just have to accept reality, though, and that reality is that about 70% of the people in first world countries are just "regular looking", 20% are fat and/or ugly, 5% are about a seven out of ten, and the other 5% are LOLHOTTIES.
Of course, I have no idea how your face is structured and how your freckles look on you. My initial suggestions would be to get low maintenance contact lenses that you change every two to three months, shave because you have a terrible color of facial hair, and brush your teeth three times a day with a good whitening toothpaste and stop smoking if you do smoke.
Freckles, well, lots of people have them. They're only ugly if they're really dark and cover your entire body. Inability to tan isn't that much of an issue, I'm the same way, I just go from red to burnt with no other results. I get almost tomato red from like 30 minutes of direct sun exposure, but it's part of my genetics and I learned to dress to accentuate my paleness.
As for haircut and clothes, hard to make suggestions without having seen your body. I will say that clothing should be a self-expression. Go dress in the colors that you like and enjoy it. I mean, shit, I enjoy bright colors like yellows and even pinks and I don't care what anyone says about a 200 pound male wearing a possibly feminine shade of yellow. It's what I like and it makes me feel confident in myself when I dress to my own specs.
