No you're not anorexic. Your BMI is 19. Thats on the low side but not anorexic at all. You are probably skinny fat though-- slightly underweight and no muscles.
You could start working out now, you might gain some lean mass, but that stomach fat thats bothering you will probably stick around. You probably want to lose that fat first, and then work out.
If you cant reduce your calories to lose weight, you can work on burning more calories. For example if you just walked 5 miles a day (maybe 2.5 in the morning, and 2.5 at night) you'll burn an extra 500 calories a day and lose 1 lb of fat a week. In 10 weeks you'll be around 17-18 bmi. If you reduced calories and walked daily you'd lose even faster. If you ate only 400 calories a day and walked 4 miles a day you could lose between 4 to 5 lbs a week. .. and well, if you do that then you might just have something fucked up in your head. I know cause I did that shit for a while until I hit 16.9 BMI. That shits no good, don't go down that road.
