I've recently changed my diet due to my budget, so this is why I eat lunch and dinner mostly:

Boiled small potatoes with peel dipped in light cream cheese
Fresh carrots and celery with sour cream
Baked drum sticks (3-4) sprinkled with spices, salt and pepper (only a little bit of salt)
Glass of soy milk
A tangerine

is this healthy? Am I missing anything?

Get rid of the potatoes, sour cream, soy milk.

You're not eating enough, your height and weight would be good but I can already say it's not enough.

Is there skin on the drum sticks? Remove it.

Drink nothing but water and tea.

Not terrible, provided there isn't a bounty of snacks you've failed to document.

Unless either:
You're about to do intense physical activity within a few minuntes.
You just did some intense physical activity and your muscles have their glycerin stores depleted.

Otherwise, eat some slow(er) release carbohydrates.
(Potatoes are starch, which releases really quickly.)

Since the OP doesn't seem to know much about nutrition, I should probably note that whole grains are slow(er) releasing, and advise him to stay away from processed grains (white bread, white pasta, etc), sugars (ESPECAILLY processed (table) sugar.), starchs (potatoes, corn, etc)
You also might want to try eating stuff with more fibre, like whole grains, lentils, yellow split peas, green leafy fiberous vegetables (for general health too).

Also, don't drink soy milk, too much estrogen.

Just curious, what are you eating for breakfast?
IMPORTANT: IF YOU DON'T EAT BREAKFAST, FUCKING START EATING IT, IT'S THE MOST IMPORTANT MEAL OF THE DAY.
Also, if possible, try eating more frequent, smaller meals instead of 2-3 larger meals. (Like, eat a meal every 3 hours, but remember since you're eating more meals you need to decrease the size.)

I also suggest you read about general nutrition and how certain types of nutrients are digested and how they release energy, so you can choose the optimal type of energy to be consuming depending on the situation.

These drum-sticks you speak of, are they breaded? If so, white or whole wheat flour? Or is there sauce on them? Or just nothing?

clearly you dont know much about nutrition either. soy does not contain "too much estrogen", or any estrogen for that matter. What it does contain are phytoestrogens which are compounds that imitate estrogen by binding to receptor sites. It has actually been shown to decrease estrogen in the body and only been able to increase it as insanely high doses that the human body would have a difficult time consuming in a single day. nice try
