Hey /fit/
I bought myself two 4KG dumbells today, I'd like to build up at least some muscle on my arms.
Any advice on how I should start, how many reps and how often I should begin, etc?

Do it until it hurts and is difficult to raise your arms. Your muscles should feel very tight.

The reps really depend on how many you can do. I'd suggest at least three reps of however many you can do comfortably (aka as many as you can do without screaming and crying). The first day will suck after you work out. You will learn to love that feeling in the future.

Look up the interwebs for exercising. You need more than just curls. They will only get you so far.

SQUATZ, deadlifts, curls, rows, and other crap are important to do. If you ignore it for only curls, you might get bigger biceps but you will also stop making any gains very fast because your body will get used it.

Also, depending how hard you work, do it every other day. If you are sore, don't work that muscle group. Do a different one. Yes work out everyday, but don't do the same exercise everyday.

thats about 30lbs right? thats not very heavy, before I quit doing curls I was repping 50's
