It's easier to bulk up then cut down, but you can add muscle while losing weight, it just won't be as effective as the first option. The guys in the second picture have a significant amount more muscle than the first picture, so you'd probably have to get to the gym. For the first picture, just work on your pecs, diet, and do some cardio five times a week and you could reasonably shed 5-10 lbs. by the end of July if you start now. Losing any more than that would look bad.

IMO, you should put on some muscle first and then lose any extra fat. I'm guessing if you're setting a goal date of July you want to look good for the beach. Muscle would probably look better than losing weight, since just losing 5 lbs. when you're already skinny would just be meh.

It's a matter of body type. An endomorph will have an harder time than an ectomorph in cutting, and an endomorph has an easier time bulking. A mesomorph will vary, depending on which end of the spectrum they lean toward.

For me, I'm a meso a bit on the ecto side, and while I can lose good (fat) weight faster than I can gain good (muscle) weight (no shit, btw, pounds gained vs lbs lost is a terrible way to compare the two), I actually enjoy consuming the atrocious amounts of food, and have no aversion at all to training hard. Whereas it bugs the shit out of me to consume less than 3000 Calories a day.
