Any suggestions for protein filled foods on the cheep?

I've been working out to regain some lost muscle mass, but I am also poor to the max.

Canned tuna ftw. One can (150 g net.) contains about 40 g of proteins, and it's almost free. The taste is not that great but mixing it with some pineapple helps. There are also plenty of recipes on the interbutts.

Agreed, tuna is great, but you should probably avoid eating it every day.

I've heard whey protein is your savior, but I have no idea how much it costs. Probably a lot.

Mercury? Not really, the brands I buy at least contains well under the the recommended intake. Sure, there is SOME quick silver in it but that goes for pretty much any kind of kind of fish (more the older the fish gets before it's caught). An intake of 25-30 boxes per week is not unhealthy unless you are a wreck to begin with.
