Speaking from experience rather than interweb text knowledge, I like to eat before; but I have to wait a fucklong time between eating and running; like 2.5 to 3 hours. I never used to wait that long until my high school track coach told me to, and it helped a lot. It gives you enough time to digest the food enough that you don't feel sluggish, but also so you get energy from it.
Really though, it depends how far you're running. Some times I'll run in the morning without eating, and I feel pretty good. I'd say if you're going to run for more than 30-40 minutes, eat before, but the best thing to do would be to try both and see how you feel.
