i need some advice on what i can do with my current resources.

atm i have 6 free weights: 2x4.5kg , 2x 3kg, 2x 1kg.
i use these for bicep curls, that sort of shit, also use them to work on triceps. i do fast lifts; is that bad? i used to do 5 secs each way (so a 10 sec curl overall) but on stronglifts.com it said fast was better.

for cardio, i play football (soccer) and jog about a 3/4 of a mile a day. i also spend about 20-30 mins a day on a punchbag (just punching, practicing hooks, jabs and crosses; could use some extra stuff to do here cos it gets sort of boring) but that's all i do. I could cycle; is better? i've also been thinking about getting a jumprope; is that good?

tl;dr: what can i do with free weights/jumprope/punching bag/jogging/biking?

sell all of those and join a gym

buy two proper dumbbells that you can adjust in weight.
Those weights are too small.
Get at least 2 dumbbells with 10 kilo weights each.

You can get in excellent shape, but you won't gain alot of muscle unless you start using heavier weights and lower reps.

As for spending ten seconds for each rep, that's great for burning fat and toning, but again, it won't build much muscle. Just depends on what you want to do.

outside of joining a gym (im too young; my local gym wont accept 17 year olds (inb4 underage b&, this isn't /b/) so what sort of home gym-type stuff should i buy, and how much will it cost me? cheers.

Fast lifts aren't bad, as long as you aren't jerking them around. Fast and smooth can be just as good as slow and smooth; also try to make sure you are going through the entire range of motion for the exercise. But I don't think you are using enough weight (unless those reps get into the hundreds) to really make a difference in your strength.

Your cardio work is fine, but you really need to look into other strength building activities. Low cost ones are squats, lunges (both without weight), box jumps, pushups, pullups, situps (I like to use a ball, about $10 to $15), dips, etc. Sandbags make an excellent, low cost weight replacement. There are a ton of workouts you can do with them.

You can find some other good, low cost workout stuff at crossfit.com. Just don't buy into the religous factor of it and get sucked into their cult. They have some decent videos on their site to explain some exercises. Check out the Kipping pullups if you can't do a regular pullup.
