Is it true that doing the same exercise over and over again becomes ineffective after a while because your body "gets used" to the familiar strain?

I wouldn't say ineffective.

I did about 3 sets of 20 pushups everyday for a year as an experiment and came out with some amazing tricep definition that never ceased to develop.

Shocking them speeds up a process and that can be as simple as changing up an exercise or two for about 6 weeks... But doing the same exercise, to my knowledge, does not stop development.

you must have put on weight when you were doing those push ups. Seriously pushups are simple and effective. Jhoon Rhee does a thousand a day-100 at a time.
