Dark circles are caused by the flow of blood which is visible through the thin skin under the eyes. It can be caused by tiredness, certain allergic reactions, illness and well, having a thin skin.
The reason popular eye creams work against dark circles is because the cream injects water into the skin cells, causing it to make it fatter and become opaque. It's also the reason why your skin looks "paler" after a shower.
It's the same way white flowers and polar bears look white: both the petals on a white flower and the polar bear fur are transparent but hollow. In the case of the flower, the foam is filled with water. As for the polar bear, it's air itself.
TL;DR: Sleep with a wet eye mask every night. If you don't own one, a folded up towel works well too.
