i stretch before all of my workouts, whether it be cardio or weightlifting. Make you less likely to pull a muscle, and it also just feels good to loosen up before exercise.

Depends on the kind of set-rep you're doing. 30sec to a minute is ideal if you're looking to keep your heart rate up, and it's only really feasible if you're doing high rep, low weight (8-12 for 3 sets). If you're doing heavy weights or full body exercises like squats and deadlifts, that amount of rest isn't enough. 3-5 minutes is appropriate if you're maxing out or doing low rep high weight (3-5 reps for 5 sets).

I like to do around 5 minutes of light cardio before I stretch (jump rope, elliptical, etc). It keeps your body from being completely cold when you stretch.
