I've started jogging and am trying to get down to 2.4 KMs in twelve minutes, about a quarter of the way through my calves start killing me, feet, ankles and thighs are fine but my calves are in agony, cause and solution?

Stretch well before you start jogging. Make sure you have good running shoes that are fit for your feet, ie. if your feet are arched, flat, etc.

are you Pronating? Be sure to run with good form... and make sure you have a good pair of shoes. REAL running shoes like asics, brooke, new balance, etc

OP here, the problem may be physical, my feet are turned slightly outwards (similar to pic), but when I start to pick up speed they straighten out and changed the "normal position" of my calves and puts strain on them.

When you run faster you form generally improves.
I would encourage you to do a slow jog to warm up firstly, rather than launching straight into you normal running speed.
oh and also do squats
