Is it time to start bulking up, or should I lose more fat? I'm 6' and 168 lbs. (formerly 205).

Lose more fat. I'd say 155 would be a good base.

How have you been losing fat? If your emphasis has been on cardio, then just switch your emphasis over to heavier resistance training. You can lose body fat while gaining muscle. I did it. I went from a weak 260lbs (benching 135 for like 8 reps) to a strong 230lbs (max bench is 355, for reps is 240 3x10). I didnt measure BF back then or muscle mass, just weight. I'd gather my body fat had to be somewhere around 35% or something at my worst. It was measured at 22% a few weeks ago.

So my answer is - do both.

Depends on how hardcore you are. If you just want a little resistance training, do some push-ups and shit, but if you really want to get into resistance training, then join some rebels like the FARC in Columbia, who could train you up to resist globalism and capitalist exploitation. You could brag about your Che Guevara-esque rebellion against THE MAN, dude. Chicks dig revolutionaries, man, way more than muscles.
