Say something to management about it if it's a space issue. Ask them to put up a sign, not really confront anyone. Otherwise, you're SOL.

Talk to management, don't try to confront individuals because they can always go to management and say you are intimidating the other clients which leads to a warning and/or ban. Speak nicely to management. Some gyms do have "no curls in the squat rack" signs, but they are proper powerlifting gyms, not the usual gyms.
