I have the same problem in basically my entire upper body. I usually throw in an extra set on my left side after every exercise to make sure it's completely exhausted.
Also I've found that when I do heavy weight it's my stronger side that takes it all, so I've been dropping the weight down a bit and consciously using my weaker side as the primary lifter until I can use both evenly.
Try switching from barbells to dumbbells, it'll make each side work independently of each other and you won't be able to cheat. Again, lower the weight til it evens out.
