When begining a workout plan, is running just enough at first then weightlifting or should I start with both?

Depends what your goals are but whether you want to gain size or lose weight, you should incorporate resistance training into your workout program. Building muscle helps you burn fat.

anything involving weights, plyo bands, etc.
in general, endurance exercises (running, biking, etc.) will be best for losing fat... if that's all you're interested in, then you need nothing more...

if you're interested in increasing your personal strength/fitness... HIIT (high intensity interval training) and low rep weight training will become more ideal

if you want to build muscle (without as much regard for strength), you should do only weights and 10 rep sets

If you're just starting you can start with body weight as resistance. Start doing 50 pushups a day (you can split it up through the day), do situps, pullups if you have a pullup bar, squats.

If you have some dumbbells do bicep curls and overhead presses. Bench press also.
