Leg's aren't any more "naturally strong" than any other muscle you haven't developed. Sure my arms would've worked fine before working out for day to day modern day human bullshit: typing, laundry, cleaning, studying. My legs? Same thing. I can walk to class, go downstairs for some cereal, jump high enough to get over that puddle....but what the fuck. Fitness is about pushing boundaries.
If you want a more practical reason though? Your legs support a ton a more weight than your arms on a day to day basis, they should be the core of your workout. Legs, abs/back, THEN arms and chest. Core strength is literally priceless in the long term for your physical fitness.
