Breathing a bit hard isn't the same as gasping for air... I'm going to use a couple songs from DDR extreme (arcade version) as examples for my case. All are in heavy mode, with perhaps a couple in standard. forgive me, it's been a while since I've played.
songs like Can't stop falling in love (speedy mix), Burning heat, the max songs, cartoon heros... those are bad until you actually get your endurance up that high... my theory behind it is your body goes from burning fat or whatever to just trying to get enough air to sustain consciousness...
songs like Paranoia KCET (clean mix), Tsugaru apple mix, crash (in b4 fagsong), I'm a cowgirl (STILL IN B4FAGSONGS), dropout, Sakura challenge mode. Those build up certain parts of the endurance to make a greater whole. They get you breathing hard, but not to the point where you just want to collapse on the ground to get your breath back.
another sort of way I'd look at it is a parallel to weight lifting. Sure, you can try to lift the heaviest thing there is there, and you may be able to a bit. But you effectively destroy any benefit, because you can only do it once, and you risk injury. I don't know how good of a comparison it is, but it's something to think about...
