About the rice, yes. It's one of the most high quality carbs you can consume. Burns slowly and packs a lot of energy. Brown is just healthier because it packs more fiber and retains a lot of vitamins (mostly B vitamins).
Low carb shit is largely a myth. Calories matter and fat matters. Complex carbs and proteins are something you want in your diet. However, like any food, over consumption will lead to weight gain. Problem with things like rice and pasta is that lots of people tend to eat 4-6 servings in a single sitting as the whole meal. A serving size of rice or pasta is generally 3/4 of a cup COOKED and packs around 200 calories, so it's not something you want to make your entire meal out of. Just don't be one of those people who dumps nearly half a box of spaghetti into a bowl and slathers it with sauce, cheese and meatballs and you'll be fine.
