it's simple, when you take a shower, just grab the foreskin and stretch it outwards. don't overstretch it, don't rip it, just do it every day. eventually you'll be able to get a pinky inside your foreskin, this will help you stretch it. when you can retract your foreskin over the glans, the glans will be super sensitive. it'll take a while to get used to. protip: leave the foreskin retracted while you've got underpants on or whatever, to reduce sensitivity. also, be careful not to pull it back too far initially in case your frenulum is too short, in which case you'll also have to stretch that over time.
