4 miles is too much for me, and I'm much heavier. Actually, I can't even go 1 mile.
But as far as she goes, it is really up to her. Just because she has jiggly parts doesn't mean she can't run it, but her only being 104 pounds doesn't mean that she can't. Being healthy and in shape varies from person to person, for example a chubby guy may be in great shape whereas a muscle house may be unhealthy. Health, muscle mass, and weight are not very related to each other.
So, ask her if she wants to. If she tires out a lot, slow down the pace. If she can make it, good, if not, oh well.
