i'm 5'5 and 145 lbs been doing starting strength for about 5 weeks now and my overhead press has stalled at 115 lbs

any tips on breaking my plateau?

Deload, and make sure you're eating enough food.

If you fail each workout, deload 5lbs. If you get that, work on 115. Good luck bro.

Get some fractional plates, so that you can go up by 2.5 pounds instead of 5 pounds

he means get plates that weigh 1.25 lbs each

that way its not 5lb jumps each workout, its 2.5
