No, your current body fat won't really effect muscle gain. That being said, you must gain body fat in order to maximize muscle development.

To gain mass (ie: muscle) you need to be eating over your maintenance level, that is, eating more then you need to maintain your current weight.

The excess calories will be used for muscle development, and the unused calories will become fat.

Fat is not turned into muscle. It is simply stored energy that the body is not using. Just eat plenty of proteins to replace old muscle tissue and you should be fine.
