don't eat before running unless you either wait an hour or two, or don't plan on running hard. 165 is kinda low, but it's harder to wake up your body. I recommend running a warm-up, maybe 10 minutes, then stretching for about 10 to 15 minutes, then try running.
After a week or two you'll adapt. Also, if your hr goes much past 190, you should be careful. I usually shoot for about 175 to 185 for my hr unless I'm racing or running a speed workout.
