It takes time to develop musculature. Do it over quite a period and you will see some results after a certain time.

No need to rage.

It's not how long you've been lifting, but how have you been eating?

Do dips.

I KNOW THE FEELING! I DO CURLZ ALL DAY LONG AND MY TRICEPS REFUSE TO GROW!
RRRAGEEEE

OP is a faggot who doesn't know how to lift

are you sure you haven't been overdoing them? Or your arms in general. If you do hands twice a week, that's already too much for a beginner because you also propably bench and do chinups etc.

Also, squats

i saw no mention of squats in your post OP so the answer is obvious.

pretty much yes. I have only done weights again for a couple weeks and have seen great growth on most of my muscles.
French Press
Nose Crushers
Dips (good for many parts of the body)
Dumbell Kickbacks

ITT faggot doesn't know that 80% of muscle growth is eating right

where did you get the number 80, I am really curious to know

Heavy bench press with a stack of boards on your chest to focus on your tris.

Heavy weighted dips, lean forward when you do it.

I'm just the opposite, my tris bulge out, but my bis are smooth and flat

meh, just a random figure so people like OP would actually start paying serious attention to what they eat. Most don't realize the importance of eating and think that muscle growth is mostly about working out, so i always overstress the importance of food when the subject comes up
