No. I'm a competitive cyclist and I'll be the first to tell you that cycling uses about half the muscle groups that are required for running.
If you want full-on brutal cardio that will actually bring results than running is the only way.... Second best would be something like a rowing erg, if you use it properly.
And it is also impossible to gain muscle size without lifting heavier. Cardio does not increase muscle size AT ALL.
