As a Judo player myself, I'd advise neck lifts, shrugs and bridges (once you can do them no problem have someone put you in Kesa or Tate Shiho and then do bridges).Outside of that just get used to it.
Tuck your head in to stop getting a whiplash effect when you're thrown or doing breakfalls.Do a few extra stretches of the neck after your warmup.
