Dear /fit/

I am a relatively thin guy (5'9" and about 130 lbs). However, I have had for as long as I can remember a gut. It is essentially a beer gut but I had it long before I drank beer. My theory is that it is from soda. But this isn't important. I would appreciate any tips on how to get rid of it. I can stop drinking soda, start working out, etc., but I would like to know specifics (i.e. do not eat this, do this kind of exercise, etc.) and that what I do will be effective. I do not need a six-pack, I just want to be able to take off my shirt at the pool. Thank you for your time.

your ab muscles are probably weak and don't hold in your stomach so it bulges out, try do some ab workouts.

That isn't how abs work. The only reason he has a gut is because his ratio of body fat to lean mass is too high and he likely has visceral fat which is causing the "gut".
