Do other areas of your neck feel like "bubbly plastic" under the skin? If so, might very well be some lymph/gland bullshit and could very well have to do with your cold. If not, and it's just the lump and the areas around/other areas on your neck feel normal, Get it checked out asap ( Get it checked out anyway.)

It's a swollen lymph node. Most likely bacteria got in the lymph fluid and the white blood cells are converging for the attack. But I can't e-diagnose you. Like others have said before, go in and see a doctor.
