Ok, so I started jogging 4km daily about 3 weeks ago, have kept it up every morning except 2 days (where I had a crazy hangover:/ ). I seem to see some visual changes when looking in the mirror(especially around the midriffs, but so far I haven't lost a pound since I started, am I doing it right?

Started as 90kg (male), not all flab, but still quite the gut:/ .. I eat regular home made food, start the morning with oatmeal and a slice of grain bread, a late lunch (nothing strange here, usually some pasta or potato with meatballs or something completely regular), a fruit or two a day and another slice of bread a few hours before I go to bed. And its all regular portions, no over the top meals.

So its not that I'm completely unhealthy, although I might not live up to you're standards. But seriously, this weight thing is starting to freak me out?... Had a mate who said that he lost tons when he first started to jog, and me? I'm still standing still at the same wight:( should I do anything different?

Don't use your weight as a measure of how well you're doing, it's a compulsive liar. Use a measuring tape and your bodyfat % to measure how you're doing. If bodyfat goes down and weight stays the same it's good, if bodyfat goes up and weight stays the same that's bad. however with the scale itself there's no way to tell except the visual

You mentioned two days with a crazy hangover. That may be your problem. Cut back on the alcohol for a few weeks and you WILL see better results.

4km is not enough jogging.

do more like 6km-7km and you'll see better results.

you should be out there for at least 40 minutes, if not more.

You should run further than 4km. Also, it's possible that in the beginning you may not lose weight and you may even gain weight because of muscle development.

About running, is there any good way to see how much distance you are running without being on a track / treadmill?

You are not running enough. You need to run 11 or 12 a day and your fat will melt off you like warm butter.

i think you are eating too low. calculate your daily caloric intake for your weight and height then eat that amount -500kcal, and its hightly adviced that you eat something before you run to get you juices runing. try rice or something similiar.
