when I first started running regularly I got something like this. on the outside of my right leg about 3 or 4 inches up from my ankle, there was a pain that would build up after I ran for a while. eventually a bulge developed there that I was rather concerned about. I asked my PE instructor and he said it was from too much impact in my running (I jogged primarily on the balls of my feet). After I corrected this and began jogging heel to toe (which felt very unnatural to me at first because I had always run on the front of my foot), I no longer experienced the pain (though a little bit of bulge still remains. I figure it must have something to do with high impact (I'm fairly heavy). try running such that your body absorbs less shock. also try to decrease the up and down motion in your running.
