This is what I used. Got my sand from a local construction supplier, bought some heavy duty ziplock bags and some duct tape and after an hour of repetitive work I had my adjustable sandbag for a total cost of ~$20. I need to get some more sand soon, I'm reaching my 50kg total.

the idea of sandbags is that the weight moves around thus forcing you to use your core muscles to keep it stabilized.

only thing i would use a weight vest for is dips/pull ups/burpees/anything on rings

the whole idea of a barbell is it's balanced equally on both sides, with a sandbag it isn't therefore you have to stabilize it somehow or gravity will do its part

This isn't about "fast-tracking", it's about making shit harder. Try sandbag training, it's a LOT harder than you think. You'll have difficulty doing exercises that you can easily do with more weight on a barbell, because a sandbag is fucking unwieldy. There's no balancing it easily, there are no comfy handholds. Just you and a fuckload of sand in a bag that's hard to grip without hurting yourself.
