/fit, I need to lose my ginourmous legs, but I also need to keep the strength (Army- ruck marches, etc.). How can I reduce size without a proportional strength reduction?

Train your nervous system to use your mesucles more efficiently.

You'll have to look up the specifics yourself, but in general, training the nervous system means a lot of sets with only a few repetitions, avoid lifting to failure, and using as perfect a form as you can.

Also, lower your calories and get on the cardio, especially row machines.
