If I lift weights at some point during the day, and do high-intensity cardio at another time of the day, what are the pros and cons of doing cardio earlier, weights later, and vice versa? I know the difference won't be huge, I'd just like to know.

You'll notice a decrease in maximal power if you do it before. HIIT is all about sprinting which is anaerobic, so it's like doing your legs twice in a day. You don't train your legs do you. It won't effect your upperbody lifts very much but compound lifts that involve your legs (clean and jerk, squats of course, etc.) you should notice a decline.
