You cannot spot train areas, i.e., it is impossible to lose fat in one specific area of your body. You have to lose it everywhere. Certain areas, like the hips and thighs on women, gain fat before other areas, and lose fat last. (This is more or less true; you will lose fat in the hips and thighs as you lose it elsewhere, but not as fast.) So basically you have to lose all the other fat first.
