I need your help, /fit/...

I'm a dedicated runner with a relatively good diet (as good as you can have in college). I have never been fat. I am a 19 year old male, 130lbs, 5'6".

Unfortunately, I have a serious problem with loose skin. Especially on my neck. I've read that loose skin is actually fat that can be exercised away, but I'm having trouble believing this as I try to run ~4 miles 4 times a week. The rest of my body is perfectly fine, save a little loose skin on my back.

Am I doing something wrong? Did anyone with this problem get it to go away? I'm at a loss, /fit/.

I can't. Between classes and my job, the most I can manage is 4.

For example, on Thursday I work from 7am-3pm, class from 3:30pm-5pm, and another class from 6pm-9:15pm. Can't run afterwards because I have to go to bed since I have to be up at 6am on Friday, too.

Do you think I could make my workout longer to compensate? I know it doesn't work that way, but even so...

Try working out. Left weights.
Go look up some back exercises and such.

I don't know if it'll help but you might as well fill in the extra skin with some nice muscle.
