It does have something to do with their muscles though. You have to do some exercises to look "toned", to get some muscles. The larger muscles you have, the less weight you have to lose to get the "toned" look.

More importantly for "toning" is that you need to get a low bf%.

Toning (muscle tonus) exists, it just has nothing to do with your bodyfat, or appearing lean. It's an electrophysiological phenomenon caused by constant low level ion flow through muscle cell membranes that results in muscles being firm even at rest. It can be thought of as your muscles readiness to perform work, and good "tone" is best achieved through strength training.

For example, compare three individuals with identical bodyfat percentages, one a sedentary individual, another a triathlete, and the third is an Olympic weightlifter. If you were to poke their relaxed quads, the sedentary person's would be soft, the endurance athletes would be firmer but not rock solid like the Oly lifter, because the Oly lifters training for maximum strength has produced high levels of "tone."

Now, most people are under the misconception that toning means using high reps/low weight to somehow spot reduce or something. Or that being toned means having an overall lean look. In the context of /fit/ where most people don't know shit, and have no reason to refer to tonus as it's actually scientific meaning, it's probably best to just pretend that toning doesn't exist and keep using Kermit to mock those that would suggest otherwise.

I'm well aware of how fucking stupid the average person is, and how when they say "tone" they mean "decrease BF% and increase muscle size." However if these people are edjumacated about what muscle tone really is, or how their definition of toning is irrelevant, then maybe they can work towards their goal of having decreased bodyfat and increased muscle size intelligently, instead of wasting time with "toning" routines.
