Sup /fit/, for the last half a year or so, I've been focusing 100% on trying to slim down and tone up (I've been exercising lots before this, but mainly bulking. I'm not fat though, I'd guess my bf% was around 15ish, but I'm no-where near defined).

My exercise and eating has been pretty extreme. I eat a bowl of high-fibre cereal and a glass of smoothie for breakfast, a wholemeal seed roll with salad, lean meat, cheese and light mayo with a smoothie for lunch and tea, and a pretty thick protein shake, post-workout. My exercise has been HIIT running for about a mile/13 minutes every morning, and normal weight gym work.

My progress has been pretty good, but surprisingly slow. I lost a stone or so in the first several weeks, and had noticeable loss, but now I've hit a plateau.

What can I do to fix this?

Exactly, you have to drop your overall BF %. You can target reduce the fat in certain spots by training that spot.

toning is when you muscles contracting automatically, this is achieved by performing lifts in the 10-12 range, 15 maybe. this phenomena occurs mostly in bodybuilders, which is why there muscles look huge all the time.

The toning you refer is merely muscular definition, and is a pop culture misnomer. Other pop culture misnomers include, "lean" muscle (all muscle is lean, anything that is not adipose[fat] tissue is lean tissue)
and "long" muscle(your genetics determine your muscle shape)

cut the carbs, eat more meat. you cant gain mass and lose fat at the same time, well you can, it just a slow process. most pros go on a high protien diet to build mass, 6 meals a day, then cut the fat with land training and running and a low carb diet.

tbh, its your diet that effects you the most, so its definitely something you should lurk and not as anons advice. anon doesnt know shit.
