No. Where the fuck are your obliques? Just because you have low bodyfat does not A. mean you are strong, B. mean you have good endurance, and C. necessarily make you look good. You look like a holocaust survivor without any muscle on you. Bulk first (SQUATZ, power cleans, deadlifts, benches, rows, and overhead presses - in that order) until you're strong, then cut weight with HIIT.
