I'm a 6'0 guy but I have the same problem. I'm in between fat and thin and have a little bit of belly. No matter what I do, I just stay at a stable weight. The one thing I did try ~5 years ago that actually worked was a strict adherence to the south beach diet. I lost around 10-15 pounds of weight permanently. My ass felt really bony for a while, but it refilled again and I stayed at my stable 200 pounds. I had to stop because I didn't feel that good and wasn't able to complete it.
You can also permanently move to the CRON lifestyle/diet. Supposed to extend your life span too. I lost 5 pounds on that too, although my 200 pounds weight measurement is probably due to weighting myself with clothing and random times vs. my now consistent weighing schedule naked before the morning shower.
Also remember that there is nothing inherently bad about fat, it's just more calorically dense, so it's easy to consume excess/ stable calories with it. Don't fall into the trap of just eating only carbohydrates for %85 of your diet, you need the fat & protein! You can get fat from eating too many carbohydrates! It really comes down to calories eaten and calories consumed.
