Whenever someone has a problem, you tell them to go see a doctor. Then when they tell you what their doctor said, you disagree and decide your advice is better.

ANSWER TO OP: Progress will not necessarily be slower, but it will be different. Weights would help you maintain or build muscle more effectively while trying to lose fat. Just cardio will work too, you'll just need to replace the weight lifting with more cardio to make up for it.
I would say try to do that 1% of weightlifting your doctor permits as well.
