I remember when I was in MCJROTC in freshman year, the kids who weren't able to do pull-ups were told to do pushups instead. This really helped boost their strength and made them capable of lifting themselves on the bar down the road.
Stick with push-ups for a while, then give the pull-up bar a try again after some time. You'll be surprised.
