Is roughly 1200 net Calories healthy? I'm burning off about 1000 a day from cardio, and I want to know if I should eat more.

Depends on your weight, OP.
Or the weight you want to be. I learned to eat how as many calories as you'd need to maintain the weight at which you'd like to be.

I'm somewhere around 4000 calories, 250-300 grams of protein, helluva lot of carbs, minimal fats.
And I'm only 180, 9-10% bf

Definitely eat more!

You should probably eat at least 1800-2000 when you are doing cardio that burns 1000 calories, and don't skimp on the carbohydrates! They are very important for that kind of exercise.

I could function on 1000-1500 if i wanted and I'm a man. I don't get very hungry. I have to force myself to eat 3000 a day.

I might as well expand the scope of this topic.

I'm 187 lbs, ~18% body fat, and I alternate between 45 minutes jogging twice a day and 45 minutes jogging and HIIT. I'm aiming to lose about two pounds fat a week until I get to a single-digit body fat percentage. Is this healthy? Should I reduce my caloric deficit, exercise less, etc? Or is this sustainable/healthy/whatever?

Eat more. 1,000 calories of cardio a day is a shitload for a non-athlete. Eat even more if you're doing any weight lifting.

How tall are you? If you're 187 lbs. at ~18% BF then you're either on the shorter side, or have very little muscle mass. If the latter, eat more and cut a little bit of cardio out and implement some weight lifting.
