Sure. A rower is probably about the best cardio machine I can think of(though I'm no expert on cardio machines) for working your whole body.
But if you really want to build muscle some weight training will be much more helpful. As far as things you can do without equipment. Pushups, crunches, squats(weigtless is fine do pistol squats once your ripped, and pullups(find a bar somewhere: a playground or something). Those will more than get you started and work almost all of your important muscles.
