What is this exercise called and what does it work exactly? I've seen people at the gym doing it, and I can actually do them now, too, and was wondering what it's for (clearly abs, but also serratus or anything?)

That isn't a fucking dragonflag. Dragonflag is horizontal and to be honest very few people have the strength to do them right. the part from (2)-(3) has the person IN ADDITION TO THAT raise all the rest of their upper body off the mat except for very upper part of back (shoulder blades)
