The position you see the man in OP's pic would be the receiving position as soon as he stands straight. Why is it called the receiving position? Because he is receiving the bar and readying for the "jerk" or press part of the lift if he were to continue with a clean and jerk instead of just a clean. In order to jerk the bar upwards, the hands have to be in position. The grip is shifted so that the bar comes off of the shoulders and into the palms of the hands as the bar is pressed upwards.
Front squats were designed to strengthen the body's form in the receiving position. They can be done with crossed arms, but this defeats the purpose for which they are originally intended.
The bar does not rest in the hands when in the receiving position. In fact, your hands do not even have to be in that position. You can hold them straight out in front of you as long as the bar is resting on the shoulders. Your hands are there only for position's sake.
