/fit/ how many calories would say someone could safely burn in a day doing cardio without excess muscle loss? (assuming proper diet and weight training)

if you ate like an animal probably quite a lot

Muscle loss from cardio is achieved from the catabolizing effects of doing cardio, not the loss of calories.

Say if I did HIIT for fifteen minutes and burned 700 calories, and you jogged for an hour and burned 700 calories, there is a good chance I would experience less muscle loss.

Just take in enough protein, weight-train, and don't run forever, and you'll be fine.

Depends on your height and weight, and your definition of "diet". You need to be getting 0.8-1.2g Protein per kg of body weight to sustain muscle, though i assume even at getting enough protein you may still lose a small amount of muscle.

From my experience, in the last month or so i lost 5.5% BF and put on 1.5% muscle, this could mean i could have put on more muscle if i hadnt lost any.
