Been 2 days since my last weightlifting, but my arms still hurt, should I rest one day more till they are without any pain or should I do what I did the last time ?
Go run or soemthing. Get your blood circulating, they'll feel better faster that way.
Static bycicle is an option ?I was thinking in switching bycicle to HIIT, but it involves my arms so... stick to the bycicle ? By the way, I just do 40 min (25 km i think), is that ok ?

Doesn't matter, just get your blood flowing. Do some ligh weigh work on your hands as well. Like push ups or some basic exercises with a 20 or so lbs dumbbell.

Don't work the same muscles if they aren't recovered fully. You'll just continually tear them down and they won't get stronger. Then again, if you are just starting, no matter what you do you will probably make gains
