How long does it take to lose muscle once youve gained it, for example not dong any lifting or eating enough protein? do you atall?

It depends. If you're eating enough calories, it will go very slowly. If you're starving, it will go very quickly.

I'm not OP, but I stopped lifting. If I continue to eat my weight in grams of protein will I still atrophy? Will my arms become flabby or does the muscle just burn off?

couple weeks. You need to do the least maintenance level weightlifting. However to regain it instead of the original six months it took to earn it should take six weeks the second time around.

I still have arm muscles from sawing broken down tree branches in the 2004 hurricane. I haven't worked out my arms since then. So I'm assuming it takes awhile.
