Different things can set off acne. I still have bad outbreaks, and I'm almost 21. there are hundreds of theories as to why you get acne, but its different for each person.
If you have sensitive skin, try not shaving for a week, and see if it goes away. The type of soap you use may be causing irritation, certain chemicals in many soaps either overdry the skin, or cause an outbreak. If you sweat overmuch, this can cause it in which case sit in a sauna once in a while and avoid laying your face on your hands or arms.
Sometimes it's dietary. I've known people who get set off weird things including pineapple, chocolate, pumpernickel bread, a certain brand of ice cream, and lobster.
basically experiment with your lifestyle: diet, when you exercise, how you wash. If you still don't clear up, or are too lazy to experiment, go see a dermatologist.
