That's not a definitive answer. For most people, if they were to cut calories from their diet AND begin a workout regime, they wouldn't loose weight as their body would grind to a metabolic halt, being that it would be desperately short for calories.
When all is said and done, you will need to modify your diet, but keep in mind that just cutting calories will not work - you need to cut calories by eating fewer saturated fats, sugars, and alcohol.
As for actual exercise, the quickest way to weight loss will be through lifting with some cardio (less time than you spend lifting) and proper diet.
The best thing I can recommend is The New Rules of Lifting by Lou Schuler and Alwyn Cosgrove. That book will teach you damn near everything you'd want to know about lifting.
