While endurance work causes hypertrophy of the type I muscles instead of the bulkier type II muscles, it doesn't make the legs smaller.
On an untrained individual, it will make the legs much bigger--just not as big as they'd have been if the untrained individual had gone with anaerobic weight-training. She has bulked up her legs with slow-twitch muscles and still has an entirely untrained upperbody, so they look comparatively huge.
So, "making muscles smaller" is only the case with experienced lifters.
