Dear OP,
I was having this same problem for years. I tried many things, including working out heavily and meditation. Nothing worked.
Recently I found that by sheer willpower I will go to sleep. If I go to bed and can't go to sleep, I will force myself to stay there being bored rather than getting up and doing something. Now I can go to bed at 9:00p or 10:00p and because my mind knows I will not get up until the alarm clock rings, it shuts off in self-defense. Or that's the way I think of it, but the result is the same.
If you are wondering, I don't work tomorrow, which is why I'm not in bed. Also, working out heavily only increased how long I would stay up at night. Hope that helps.
