It's not totally a bad idea, but it's definitely not a good one either. Anon above is right in the fact that you have too big a strength gap between your arm to do 20lbs, so the part about getting 10-15lb dumbbells is a good idea, then you're able to do both arms at the same time. If you're eating proper foods after you workout then your arms will eventually even out in strength. After they're able to do the same amount of weight, then you can start raising the weight.
A good idea would be to get a standard curl bar, end clamps(to keep weights from sliding off while in use), and buy a few pairs of weight plates. You'll be able to use this bar to work out your biceps, triceps, shoulders and forearms, AND you won't have to worry too much about getting unbalanced arms, as your arms are forced to work together to keep the bar straight anyways. It's a good idea, if you have the cash to spare.
