if you can't do a normal pull up, do negatives. start in the "up" position and lower yourself as slowly as possible, aim for 1 minute between the "up" and completely extended

Instead of "those" (not even sure wtf it is) things you wanted to buy to train your back you could buy:

A: Sandbags.

Sand bags will let you dead lift and do rows, you can use two towels and a tree limb to do pull ups.

B: Olympic bar + plates and a pull up bar.

Need I say more?

Both options would give you *FAR BETTER* results than any infomercial bullshit like OP. The first option would be almost free, the second still most likely cheaper than what you had planned.
