first off, assuming thats you in the pic since you didn't say otherwise, you have to lower the cable setting to the floor so you can get a full range of motion.
To do it with dumbells just make sure your arms are hanging at your side comfortably with the the dumbells in each hand. Try to keep your elbows against the side of your ribs as you bring the dumbells up so that your palm is now facing your chest. Lower the dumbells slowly in a controlled motion back to the point of rest at your side. RINSE AND REPEAT. you can either alternate sides or do them both at the same time.
