No, you can't get rid of fat in a certain spot. Like some guy on 7chan said: "Losing fat is like emptying a lake with a bucket. The water isn't going to immediately be removed from the area you're filling the bucket at, it's going to imperceptibly lose volume."
I heavily paraphrased that, but it's a good analogy. Also, you have subcutaneous fat, which isn't healthy, but it's MUCH better than visceral fat, which forms deep inside your body around your organs.
Cut about 500 calories out of what you're currently eating per day. Do three miles on a treadmill per day, doesn't matter if it's brisk walking or jogging. Keep this up all summer and drink plenty of water, I guarantee you'll be at like 140 or 150 by September.
