I've been doing HIIT for about 3 weeks now. 30 sec. sprint with 90 sec. rest interval jogging.

Sometimes I still find myself having to walk to catch my breath. Should I be moving up to the next week of my program of 30 sec. sprint with 60 sec. rest interval jogging with my current endurance?

I would to be honest, if that's your plan. If you're walking a little bit that's not really too big of a deal. The important part is that you get a little break inbetween the sprints, and that you actually give it your best when you do sprint.
