Do cardio, always.
First Bulk. Bulking means eatting a shitton of calories a day, but it does not mean that you have to pig out or eat at mc donalds. Then Cut. Cutting means going on a diet.
Doing both of these at the same time, while possible, isn't economic from the perspective of time or effort required.
That is how body builders do it.
