Foundation goes on first, generally applying from the temples down into the cheeks by making a the pattern of a number 3 and filling in with each stroke. Concealer is for spot reducing things like zits and wrinkles and bags. Then you apply your bronzer (AKA blush or rouge) sparingly, then you apply lipstick and touch it up with gloss, then you do eye shadow, then eyeliner, then mascara, eyebrow touch ups are optional depending on how bushy they are.
Concealer should be the same tone as your foundation, obviously. Foundation should be used down to your neckline and even on your chest if you're wearing something low cut. Always use foundation with SPF 15 and apply moisturizer before you start makeup and apply it again when you remove makeup.
But you were probably trolling, there's no way you're that stupid about makeup. Moisturizer should be good enough to reduce bags and dark circles over the course of a month or so.
