I am skinny and still working on gaining weight and I can assure you since his body seems to want to be skinny like it is, he probably won't have a problem with becoming a "muscle head" anytime within the next four to five years probably or till around age 30 when maybe his metabolism might start slowing down, but even then I doubt it.
OP: 40 minutes each for two times a week isn't much at all. For me I have two different types of workouts that I rotate doing when I go to the gym. Workout 1 is focused on lower body and shoulders. Workout 2 is focused on arms and chest. Both workouts are various different exercises for different target muscles and are 3 sets of 10 (sometimes less than 10 but no less than 6). I usually do Workout 1 Monday, rest/cardio Tuesday, Workout 2 Wednesday, rest/cardio Thursday, Workout 1 Friday, rest/cardio Saturday Workout 2 Sunday, Workout 1 Monday then so on.
Each workout takes about an hour to an hour and a half. (I work out alone, btw.)
Stop eating junk food and soda. I only drink green/lemon tea, gatorade, and water at the moment. By the way, I hate water and think it tastes gross but to help drink it I put some lemon juice in it and it goes down much easier.
Get on a stricter workout plan and as you begin to notice that your shoulders, arms, chest, and legs feel and look stronger you will want to keep working out.
tl;dr Work out more with a better work out plan and stop eating crap and replace it with fruits,vegetables, and nuts and other protein snacks like beef jerky etc. The longer you are at the more results you will see and the more you will want to keep working out. So do not quit.
