I don't know about ankle strengthening, but running barefoot gives you a better, natural stride. I wouldn't recommend doing your workouts barefoot or anything, just run barefoot in a field (or some other area clear of shit) every once in a while so you don't lose sense of what a good stride feels like.
I run cross country too like your friend, my 5k PR is 17:19 not amazing but much better than average
