Alright fit, I've got a problem.

I'm not overweight, but I am fairly bulky. I am 5' 11" and weigh about 189 pounds, I'm not built like a truck but I do weight lift and run, and it shows. I eat moderately healthy, with the occasional burger and such.

However, I have fat that kind of hangs out just above my belt, not much but enough so it's noticeable, almost in a ring around my torso. I can see a six pack just above this, but then there's this random fat.

Can exercise related to this area (crunches, etc.) get rid of this fat? In essence, is there a way to get rid of fat around a certain area?

No, you can't get rid of fat in a certain spot. Like some guy on 7chan said: "Losing fat is like emptying a lake with a bucket. The water isn't going to immediately be removed from the area you're filling the bucket at, it's going to imperceptibly lose volume."

I heavily paraphrased that, but it's a good analogy. Also, you have subcutaneous fat, which isn't healthy, but it's MUCH better than visceral fat, which forms deep inside your body around your organs.

Cut about 500 calories out of what you're currently eating per day. Do three miles on a treadmill per day, doesn't matter if it's brisk walking or jogging. Keep this up all summer and drink plenty of water, I guarantee you'll be at like 140 or 150 by September.

Tabata intervals are an exact sort of HIIT.
They consist of 20 seconds sprinting, 10 seconds jogging. 8 cycles total, 4 minutes. Tests show they're better than an hour of endurance running. I do them, and I used to endurance run, and I agree.

I don't know, HIIT and this other shit seems awfully risky for your heart. Doesn't seem natural to keep increasing and decreasing your heart rate THAT fast.
