I'm actually pretty happy with my body (except for some jiggly parts) I'm 5' and around 103 lbs. But what really bugs me are my thighs. I feel they're a tad too jiggly and fat. I used to be really skinny with nice, skinny legs.

tl;dr so what is the most effective method to have lean legs again? I already started eating healthy stuff & exercising every day to lose the extra weight.

Building muscle will reduce the jigglins. Remember, building muscle is a gradually thing. You're not just going to wake up one morning with Arnold Schwarzenegger's legs. If you don't increase your weights very much or very often, it should keep you from getting bigger as well.

also been riding my bike for a few weeks, though i ride on the higher (harder) gears, and try not to lower it too much when going uphill. thighs and quads have tightened considerably... try that

No different answer than has been said >9000 times here.

Less fat = lower cals + increase activity
More tone = resistance exercises which should incrementally progress in load

If you do decent cardio that alone should be enough to keep you away from looking like a total bag of bones when you lose weight.
