Train like a motherfucker, then eat like Obelix.
Make sure your foods are high in protein and carbohydrates. You also need a small level of fats, I suggest looking into fish oil tablets.
With your lifting regimen, start out slow, then build your way up. Download a copy of "Starting Strength" for more info.
You gotta eat every 2.5 hours. Think of it like this: every minute you waste is muscle you put on at the gym being burnt off.
Slow down on cardio, do it maybe once a week to keep your fitness up. But basically, eat and train like a beast is the only way.
At some point, when you develop your strength, you can look into helpers like weight gaining supplements or creatine.
