Don't let it get you down, if you need to lose weight then you will need muscle on your legs to do it, I suggest you work on your calves briefly then take to jogging. Also, are you dieting currently?
Currently, I intake approx. 800 calories a day

yes, I've been to renfrew, but I've been putting on weight from my lowest weight. When I go to the gym, I obviously eat more.

I don't get it, you want o lose "weight" i love it when people say weight. BUt you are almost 100 pounds and you are 5'4", sounds pretty small to me, and are you female. And cardio doesnt get you "jacked"

17.3 bmi, your thighs are probably fine. they need to be bigger, most likely.
