OP, my guess is that it is, in fact, acne. I had a similar looking problem and that was the dermatologist's diagnosis. The things were somewhat painful to the touch and incredibly persistent, since they rarely came to a head like a normal zit.
As nasty as normal zits are, at least they pop and allow the pus to drain, which gives the immune system a fighting chance to get in and eliminate the infection. In my case, the bumps were deep under the skin and they were filled with pus that was thick and waxy. The only way I was able to get them to drain was through lots of hot-packing and painful squeezing. That, combined with topical clindamycin and oral tetracycline was what did the trick. It took a long time, though, for everything to clear up.
