I competed in greco roman (olympic wrestling) for a few years and we did a lot of exercises for the neck, I don't know which ones did it but I have a huge fucking neck. all that I can remember is the following;
1. push against the top of your head with your flat hand in the opposite direction in which you try to move it, so if you are tilting it left, push on your left side rightwards as hard as you can, do not try to achieve pump, you can not rest neck muscles and you will ruin them. 2. pushups with head instead of hands 3. same as 1, but changing directions really quickly and pushing as hard as you can.
again, never ever ever strain your neck muscles because you can not can not can not risk them.
