The basis behind the daily recommendation is that you drink 1ml of water per calorie consumed, as that is the rough workout of how water is used. If you are sweating a lot, i.e. exercising or in a hot country you need to drink a lot more, and if you are eating more you need to drink more.
The 8 glasses a day thing comes from that being roughly 2l (so 2000 calories, the RDA for men). Although keep in mind that you do absorb some water from food.
