From a layman's point of view, the idea behind it is that most of our weight gain comes from carbs. Sugars, wheat products, etc, all pack on bulk very easily. Cut them out, and you lose weight.
The problem is that your body NEEDS carbs to survive. Cut them out, and you will lose weight...you'll also completely fuck yourself up (sometimes permanently if you aren't careful) and have to be REALLY careful when you try to re-normalize your diet, else you gain all the weight back.
Yes, Atkins supposedly does account for this in their "reintegration" faze, whatever it's called.
