is a rest day required/recommended after doing alot of cardio?

I'm 195 lbs and I've just recently been trying to do 3 sets of cardio daily, morning/afternoon/night at 20 minutes each till eventually I can build up to 40-60 minute sessions

but till then I'm stuck with this, and the past 2 nights I've had shin splints like a bitch and hurt like shit the next day, so I usually limit the cardio i do that next day to about two thids as much as I want to do

tldr would you guys suggest taking a whole day to rest or do what i've been doing and take it easy by only doing half what I've been doing

at least a day rest between training.
Cardio is straining your muscles just like a workout.
Avoid overtraining.

probably take a break if the pain is bad
if you run a lot during the week, chances are your legs are always going to be a bit sore. but if its painful, give them some time to recover.
