You actually can't work out your neck. Your neck will always be a weak point. Eventually muscle around your neck from normal weightlifting and increased body mass will make your neck like a tree stump. But it's still going to be weak.

Bridging. Lots and lots of bridging. You can also get some rig with a weight that you put on your head...but it looks ridiculous.Enjoy your head disappearing into your shoulders.
my gym has a machine like this that can supposedly work out your neck. But, lots of guys with what you think are huge necks are probably guys that just have really big traps...
the traps are the 2 big bulges on his shoulders by his neck.
