Ok /fit, I'm getting desperate.
I've been working out 4 times a week since January first this yeah. Started about 220 pounds. Barely lost any weight at all, and my hips and stomach (the area i want rid of most) have barely changed at all. In fact, my hips look BIGGER because of my stomach slightly losing some weight. I do 20 mins of cardio each time I'm there, and have a good routine. My traps are pretty big, and my pecks are defined slightly, but nothing else. My routine is balanced, working all major groups, and only once a week. I have a good diet, not too much vegi's, but they are there.

What the hell can i do man, I'm losing the will to go to the gym altogether.

be more specific.
how does your workout look, what do you eat, how tall are you, percentage of body fat. etc.

I'm 5"11. Not sure of body fat.
Workout is pretty decent, my friend on it has significant gains.
Monday - Chest/triceps
Tuesday - Legs
Thursday - Back/biceps
Friday - Shoulders/Abs

My diet... hmmm.
Well, breakfast is normally brown bread and ham.
Lunch consists of either more bread or a protein bar.
In from college, I have like, porridge or eggs and toast
Then about an hour before i go to the gym I have either chicken or fish, with potatoes and the like.
After gym i have another protein bar.

I'm 19.

you HAVE to increase the duration and or intensity of your cardio. Unless you are doing skullfucking insane HIIT, 20 minutes isn't enough. cardio is what makes you lose weight. once you start dropping it, the muscles you gained from weight training will start becoming more noticable and you'll really see your progress.

also, you HAVE lost fat, but at the same time you have gained muscle mass. muscle weighs more than fat.

30 minutes minimum cardio, not including warm up

Just so you know, lose that weight now, and keep it off, it's WAY harder to lose weight when you're older. I mean a lot harder.
