My ankles hurt after a couple days of playing DDR. Is this because I'm not used to physical activity, or could I have damaged them by jumping around on the ball of my foot? Below the dance mat/carpet is concrete.

If you're playing on the balls of your feet instead of in shoes then it's because you've been distributing your weight on a smaller surface area with little to no absorbtion. The type of pad you use could also have to do with it.

But even then, the concrete underneath you and the pad isn't very good on your joints.

Ultimately, and I sound like an ass saying this, get used to REAL physical activity and not DDR. I used to play all the time and I've always been in good shape, and my friends at the time who played who were not physically active would claim that DDR was sufficient exercise. It's not. Don't try to compromise and do the hard thing: get up and start a walking/running program and hit the books.
