Changing your diet is your best bet. Cardio will only help for awhile until your body gets acclimatised to it. You progressively lose less and less calories as you go. Use it as a base, but I'd suggest squats and other lifts. Don't worry about getting "big" as it won't happen.

Which aerobic exercise you choose is your call.
Some weight training will help too.

If you're out of shape( you know if you are or not) then I suggest walking. slow jogging. swimming.
All of these are easy to do and won't damage your joints.

If theres no swimming pool or walking/slow jogging is inconvenient then try jogging in place.

cardio, ab work outs, stomach vacuum( you'd be suprised how much this brings down the waist combined with all your work outs and a good diet. of course the vacuum will not work on it's on thats just being lazy.
