How long do you need to move around before you actually start burning calories?

no you need to warm up before you exercise so that you don't injure yourself. burning calories is done, like you said, all the time. when you increase your physical activity during your workout then you will burn a lot more calories. if you wake up from a dead sleep and then suddenly run 40 miles you will burn calories while skipping the warm-up. but if you are serious about losing weight then you must plan your workouts to be safe and that always includes warm-ups and stretching.
