Eat a low cal, vegetarian diet and don't lift weights -- at all. And by low calorie I mean around 1,500 calories a day. You'll go into starvation mode and consume muscle, becoming skinny and unmuscular. Not healthy in the least, but it is the simplest way to lose muscle mass, and it isn't exactly deadly so long as you get your vitamin requirements (should be easy as a vegetarian).
You'll probably want to do *SOME* cardio, but avoid the rowing and swimming that hits your upper body. Just some light walking/jogging to help you burn off a little fat.
You should lose a lot of muscle mass and become really scrawny. Again, not healthy by any stretch, but it's a recommendation.
