Say my daily caloric intake goal is 1800 calories... but I go and run at the gym and burn off 500 calories...

Do I eat 2300 calories to "reach my goal," or do I eat 1800 and just burn those 500 off as excess?

I.e., Do I eat to make up for the calories I burn off at the gym?

Well, if your goal was to come out at +1800 calories, then yes.

Not quite true.

If he's working out, he will be burning more calories just doing whatever he does during the day. You'll still lose weight at 2300/day. Maybe go for a middle ground at 2000?

So I should eat 1800 calories per day, regardless, then just count the calories burned off from exercising as "bonus," but not factored into the daily calculation?
