How can I build up lower ab strength to actually do one of these tough motherfuckers atm I can lower it to a certain point but if I go lower I can't raise my legs back up

start with just your ass off the bench instead of shoulder blades and above just on
hanging leg raises from a chin-up bar (straight leg, swinging, windshield wipers)

Hey, I'm also working on dragon flags. I'm having trouble raising and keeping a straight body, but lowering it back down I can manage 3 reps with good straight form. The negative portion of the movement will come, just focus on keeping your entire body as tight as possible. To build up strength, I've also been practicing at holding L-sits.

Partial reps will work, just keep plugging away at them by doing a few reps with lots of sets throughout the day everyday. Google 'grease the groove' for more information on that kind of training.
