Try getting some shoes built for cushioniness (and obviously biometrically fit to your feet). Shin splints are basically that front muscle absorbing a lot more shock than they're used to taking, so reducing shock in any way can help.
A lower cost alternative is to try tippietoeing -- not to the full extent, just land on the front of your foot instead of the back. That way your calfs take the shock, which they're MUCH better at doing.
