Over what period of not working out would muscle degeneration occur?

You don't loose significant muscle as long as you have good training, diet and rest.

I think the point is how fast does it occur if you have no training. I stop working out today but continue to eat healthy how long will it take for me to stop being strong/muscular looking and start being weak.

no idea however muscle mass lost by not training for long periods is gained back very quickly, so don't worry too much. i'm taking a few weeks off myself due to a pulled back muscle.
