after working out for 30 minutes or so i feel completely exhausted, and a few hours later my muscles are still to weak to lift any substantial weights. however the next day they aren't sore (except my lats from chin ups). is it safe to lift again?

If you're that exhausted, I would wait one day before doing it again.

you are supposed to rest at least a day before you train the same muscle again.
Rest is where your body repairs itself and gains muscle.

I used to get the same feeling as you from working out. My workouts simply didn't seem to wear me out past a temporary fatigue.

How many reps/sets are you doing? When I experienced this, I was trying to workout using the "tried and true" 3 sets of 10-15 reps. I spent quite a while doing this, and didn't really seem to get too much out of it. I've changed my workout to be either: <5 reps in 3-5 sets, or reps to failure in 5-8 sets (good for bodyweight stuff). Eg. I would do 5 sets of pushups to failure (30 pushups, 15, 10, 8, 6). Both of these methods have been able to keep my muscles sore for a couple days.

lift every day if you can do it.
