I like to do a 5-minute jog before weightlifting to get warmed up and get my heart rate up, but if you're talking about serious cardio do it after you train (cardio takes a lot out of you and will make you lift much less than you normally can) or do it on the days you don't lift (what I would recommend). TAKE YOUR PROTEIN THROUGHOUT THE DAY. Eat small meals every 2-3 hours, each with a good amount of protein to give you body what it needs at all times. If you mean your shake, drink it immediately after your workout when your body needs it the most.
