If I ride my bike for half an hour every night from monday to friday and do 30 miles (driving around my city's main circuit) on the saturday, will that be enough to get strong legs?
What about my arms? I'm looking for something that doesn't take much time.

no you won't get strong legs. do have strong legs you must have heavy resistance, such as 300lbs on your back when doing squats.
Bill Kaizmer have strong legs, not that cycler guy.

No. Unless you increased the gear. But even then, the highest gear is nothing. Anaerobic exercise is the best way to get stronger. Cardio (aerobic exercise) does nothing.
