my thighs have a lot of mass. it's not really fat, but I used to ride my bike at least 2 hours everyday, so they're on the buff side. I hate it because it's insanely out of proportion. If I just stop exercising and start dieting how long will it take for my legs to be skinny jeansable? and will the loss of mass mean saggy skin? It's the only thing 'off' about my body, size wise.

Dude, my lower body has always been way bigger than my upper. So I feel OP's pain.

Maybe you should do some distance running. Marathoners have skinny legs. Since you can coast, biking might be more like sprinting in that it requires short bursts of hard work. Sprinters have big thighs.

tl;dr Stop biking, start running.
