Hello /fit

I heard that if you eat 3500 calories in excess you gain 1 pound. If this is true, does this mean that every time I am down by 3500 (e.g. my body needs 2500cal/day and I eat only 750cals/day for 2 days), will I lose 1 pound?

Not having much muscle is probably why you feel you need to lose weight. Muscle burns calories just by being there.

Anyway, that diet might just put you into starvation mode. You'll lose weight, but not much fat. Weight is irrelevant, BF% is not. Most people with any kind of real muscle will be overweight on the BMI scale.

OP, just go running often and keep your current calorie intake right where it is. The result? Fewer calories retained AND active muscles. Fat will disappear.
