I have the same problems. For starters, there is the obvious dieting stuff, or just eating better. Fats to a minimum, especially. I sure know thighs are straight where my fats go. :< For a long time I had just been doing sets of lunges and squats every night, and they didn't really get rid of the fat. Over the last few months I've been doing a lot more cardio, and I see a significant loss of fat. I've also cut out most junk foods, though I have my moments. I'd say just put the two together. Cardio and good thigh exercises.
