Before saying this, I'm a girl.
I've been working out a lot lately, eating healthier, etc, and making good progress. My waist and tummy are getting smaller. Problem is my hips, butt, thighs...generally the waist-down area isn't getting any smaller, and is starting to look weird and disproportionate.

Any tips on what I can do about this?

no, seriously, as a woman you're conditioned by evolution to build up fat reserves in those areas to draw on during childbirth regardless of what you do, unless you starve yourself or something. if it's seriously grossly disproportionate, really the best you can do is ramp up your cardio and hope for the best.
