Is it okay to focus on one muscle group, (like arms, leg, core, back) and train it to the desired level, then move on to the next group and maintaining the previously trained group(s)? or should i try to work on each section a little bit each week?

there's no difference except if you train one muscle group for three weeks it would take longer to attain the goals.

I be sure to work all the groups but put more emphasis on the areas that need more work.

I have long thin arms and a weak back, but big strong legs and solid abs. What can i do to strengthen my back? And squatz are not an option.

No, there is a huge difference. You NEED to work different muscles on different days. The whole point of working out is to break down muscle tissue so they will be rebuilt again.

It would be pointless to bench press on monday and then again on tuesday. You haven't given your body a chance to recover yet. But, if you work chest on monday and legs on tuesday you chest can recover on tuesdays while you are working the muscles in your legs
