The tires you can't lose yet. It's half fat, half loose skin. The skin is incredibly good at adapting, so wear some tight form-fitting clothese even though you feel like a whale in them. Also, exercise to get those skins stretching and shrinking in the right directions.
manboobs - entirely different story, could be caused by excessive oestrogen levels. Cardio helps, and so does lifting.
Face - funny, the first part of the body you should be losing any fat from is the face. Oh wait, you said you didn't exercise. Durrrr Hurrrrrrrrrrr.
TL;DR : EXERCISE.
