I live on a fucking mountain. [literally]

I've been running a lot on my tread mill and go outside to run every third workout. I've been doing this for the past months and my legs are getting used to outdoor running so I switched to all outside last week. My shins and other muscles are a little sore but I feel like I'm in better shape now.

This being said, I want to start doing HIIT so I can spend more time on weights. However, it's near impossible for me to sprint on these hills without injuring myself. There's a few gradual hills near me that would be my best option. My treadmill only goes up to 10 so HIIT would be a waste of time on that, plus it takes a while to change speeds.

My question is: Should I try sprinting up the gradual hills and jogging down to the bottom? or should I do something like a 400 at 10 mph on my treadmill then jog the same amount of time?

My only concern is injuring my shins on the hills, since there's few effective stretches for shins. [had stress fractures before NOT a good time]
