Simple. Most people have a layer of subcutaneous fat that is ridiculously hard to lose (and you don't need to lose it to look good).
The problem is that in your case you fixate on them. Aside from the cardio, arms, and abs, which you seem to have covered based on your original post, you need to do a lot of chest workout to make the area in general larger and the fat itself less visible.
Other than that, I'm not seeing the huge concern.
