I started dieting about 2 months ago the way every moron does, by eating about 700cal a day, I lost weight of course, but I've probably slowed my metabolism down in the process.

I'm now eating about 1200cal a day and doing a weights routine every second day, is this ok?

Never go under 1200 cal a day. Especially if your male. That might actually qualify as starving your body depending on your height/weight,

And if your body is starving i'm sure your aware that your body will store more of the food you eat and weaken your muscles, therefore slowing your potential weight loss.
