It will never look the way it used to. The scarring will probably become less noticeable over time, but it won't ever fully go away.

Yes, it can be tattooed. Tattooing over scar tissue is more complicated than tattooing over normal skin. Depending on the location and how much of the underlying nerve system was damaged, it may hurt a lot more than a normal tattoo (I have a large scar from a 3rd degree burn on my leg. The feeling in that area hasn't fully returned even after 6 years, and tattooing over it, while not particularly painful, was very intense. It hurt a bit, but the main feeling was very hard to describe.). Also, scar tissue doesn't hold ink nearly as well as normal skin, so you may require more touch-ups than normal, and the ink may produce unexpected results.

You will need to find a artist with lots of experience working with imperfect skin. Ask to see their portfolio. Also, for best results most artists will want you to wait for quite awhile after the initial healing is over (my artist recommends 2 years) in order to tattoo it. Since scar tissue sometimes evolves over time (changing colors, texture, or thickness), you need to let the skin mature.

Alternately, you could get scarification to turn your scar into art.
