1. there are a number of tricep exercises you can do, anything from french press to skullcrushers. close grip bench press is good too. there are some questions you should ask yourself though before saying zomg my tris are w33k: are you getting enough rest time? are they getting burned out as auxiliary muscle groups on your chest day or something like that? are you REALLY that weak?
2. don't worry too much about body fat %. If you're fat, lose some body fat, if you're skinny, you got room to bulk. measuring yourself all the time is just compulsive. I've personally never done caliper testing, or anything like that, but every time i've gotten it measured at my friend's place (in the tank) it's been between 8 or 12. I felt fatter when i was 8% than when i was 12%. don't worry about the caliper readings or anything like it. look in the mirror.
3. sounds to me (if your triceps are that weak) you need to bulk to get some muscle mass, THEN think about cutting. You need a bigger engine to burn a lot of fuel.
my suggestion: see if you can just work your tris as either a seperate day altogether, or dom't worry about them. I haven't done an isolated arm day in forever, the only time i do anything remotely arm related is as a consequence of doing heavy bench (tris) or bent over rows (bis), or something liket hat.
