Soo...just to clarify; more reps at a lower weight tones, and fewer reps on a higher weight builds up, yeah?

Also, I can't find any exercises for pecs that don't involve a bench. Can anyone help me?

I no longer believe that dichotomy. I don't think it matters if you do 5, 10, or 20 reps of an exercise -- train to failure and you'll still grow. If you're doing like 50-100 reps or more, then you're getting into cardio territory.

At some advanced level of development, a person can finally seriously start to consider whether they're stimulating type IIa or IIb muscle fibers and such.

depends on the muscle fiber ratio of the muscle you're targetting. Slow twitch fibers(endurance) are better stimulated by high rep, while fast twitch fibers(explosive power) are better stimulated by low rep high weight. All the different muscles have different ratios of these types of fibers. Typically your endurance muscle groups(calves, forearms, abs) have a higher ratio of slow twitch. Fast twitch fibers are bigger, but if there's less of them in that group then it doesn't necessarily equal big size gains if doing ONLY low weight high rep.

Hypertrophy is what you want if your after bigger muscles, other ones will give gains but Hypertrophy is to get the big muscles

This poster is correct. There is no such thing as a toned muscle. There are muscles you can see, and those you can't. There are big muscles and small muscles. There are weak muscles and strong muscles. There are muscles with endurance and those without. But there are not toned muscles.

Toning exercises are physical exercises that aim to develop musculature that is hard, as opposed to flaccid. Performing such exercises can be referred to as toning.
