Depends on what type of food you eat and what you are exercising for e.g. bulking/cutting.

Exercising before breakfast can lead to muscle catabolzation, which in turn will drastically decrease the metabolism.

If you mean throughout the day, then it really doesn't matter, since you should be eating a meal before and afterwards. A small snack about half an hour before, and another about an hour afterwards.

Unless you are a Super Sayan, it's better to do a workout before meal or minimum two hours after.

It's not that the food is instantly turned into fat and proteins. Your body is turning old fat into new energy. Besides, food digesting and fat storage process takes some of your energy as well. That’s why you might feel a bit sleepy/lazy after a meal.

Also it’s best to train a little in the morning before breakfast and few hours after lunch.
