The government is not supposed to provide protection for its citizens; it is supposed to protect the civil liberties of its citizens. Invading powers threaten the liberty of citizens. Disease, plague, and pestilence do not, as citizens are free to seek out treatment for such things as they please.
That being said, it is certainly the humane thing for the government to provide care for its citizens, but doing so infringes upon the liberty of citizens by forcefully appropriating money from them to pay for said care.
It is unfortunate (in some respects), but in America, health care IS a business, just like everything else. The role of government is to protect a citizen's liberties; it is the job of the citizens to look out for their fellow citizens and be humane. If you care about people who aren't able to care for themselves, then DO SOMETHING ABOUT IT. Volunteer. Be proactive. You cannot force people to be humane and moral if they don't want to be, especially when you are discussing personal matters that don't concern them in any way. I shouldn't have to pay for someone else's mistakes if I don't want to; I should want to because its the humane thing to do, but if i don't feel like paying for someone else's STDs, I don't believe I should be forced to do so.
