I've never done any neck isolating training, but I've increased my neck by about 2 inches. This leads me to believe that working your traps has the most influence on neck size (my strongest and now biggest muscle).

You seem to like a fairly slender look, so your goals may be ok, but for your height and waist size you really are gonna want at least a 42" chest. You're still really really light for your height, so that's not an unreasonable (but maybe long term) goal. Other measurements look good...most guys would have smaller quads, but that's fairly proportional for your height.
I go off of http://www.exrx.net/Calculators/MaleGirthCalculator.html It's more of a thicker look though; it puts me at 40" chest, 21" quad, about 14" bicep, but with a waist under 28". I'm right on for chest, quad, and forearms, slightly over for bicep and calves, but like 1.5" over on neck and 2.5" over on waist (when gaining, otherwise .5" over on waist). It would be nice if they had pictures of what someone with their proportions looks like. For you, I'd subtract a couple inches off what it tells you for chest, and an inch off what it says for biceps. You probably don't have to worry about your legs being too big since it's usually hard to tell on guys unless you're wearing a speedo.
