If you're too weak to do normal push-ups, try doing them with your knees resting on the ground, it'll be easier.
Once you can do those reasonably well, try proper push-ups again.

arm and shoulder focused excersize, lower your fat intake for a while (don't need a massive calorie drop, your body burns fat when it runs out of carbs, as long as you're not replacing that fat, it'll reduce).

A heavy calorie burn will take fat from all over which wouldn't be ideal for you.

Don't over exercise. Look at Madonna, do you want arms like those?

But anyway, you've a great body. I like the cuteness of a little meat on the bones rather than sticks. Have a bit more confidence.

No, you lost weight in both areas, the body burns fat over the body equally.

Cardio, anything that gets your hard rate up.
Diet. Eat the amount of calories you need, don't eat less, don't eat more. No sugar, no fast food. Eat breakfast if you don't (oats).

It takes as long as you are satisfied. I'd suggest after that you make it a habit, as it is very rewarding to be healthy and have a nice body.

im going to away in 3 days. the drive is ten hours long...last year i went..i had fast food everytime we stop..the car so it was like 6 time i ate it. But this time i dont want to. so where is a place i can eat good? would a 711 or a gas place have good food.

Unless you massively overeat to an insane level, one day of nothing but fast food won't do much.

1 pound is something like 3500 calories. That's 6 big macs. Don't think "omg I had 2 big macs, that's 1080 calories I've overeaten" think "that's probably about 250 more calories that I would've had otherwise, a couple of diet sodas can compensate".

You're not fat, you've got a nice body, you just feel like some minor fine tuning. You don't need a big lifestyle change, just do a bit more excersize and eat the same as you're already eating or cut down on the fat in your food slightly.

anyways, you cant spot reduce fat, the first place it appears will be the last to go. Eating healthy (count the calories!) by itself could probably get you to your goals, but adding a cardio routine of some sort wouldn't hurt. If you dont have gym access go for a jog, jump rope, do body weight exercises such as push/pull ups, bodyweight squats, bridges...google some stuff.
