What is the right answer.

I've seen you should because your body needs something.

And I've heard you shouldn't because it encourages your body to feed on fat.

Generally, you shouldn't eat for an hour before cardio. If you're worried about not having the energy, eat something very small just to give you a little boost. Don't down a whole lot of water right before either. If you do, you may end up cramping.

Eat after your workout. This will make your body burn energy storage [fat] so you can keep going. But within half an hour after your workout eat some protein. Not that eating before a workout is bad, it's just that, you won't see as much results, and you risk the chance of throwing up.
