6ft 20yr old weighing in @ 182lb here

I'm not noticably overweight but I dislike two things about myself right now. firstly my thighs, there's not much fat on them but I'd like them to be somewhat smaller. secondly, i'm comfortable with every aspect of my body apart from my stomach, there's got to be atleast an inch or so of fat covering my abs which I can see the top of when I arch myself backward.

It's my dream to lower my body fat percentage if even by a little amount and finally get to see what's hidden behind the fat. I've only myself to blame for being an overeater in the past but i've decided it's time to revolt and treat myself better.

Am I right in thinking it's just a case of eating less, healthier and continuing to make my heart race through excercise?
