Typically, people will have one or two key spots they store fat like their stomach, hips, butt, etc... If you work yourself to a low body fat, then put on more weight while maintaining a persistent cardio program, most bodies will accumulate fat evenly throughout the body until they get obese again, then pool it all into the ass, thighs, etc... From what I've seen, the best bet is to diet and exercise to the point of 2-3% body fat where that 'jiggling' will undoubtedly be gone. Then, at that point, when you gain more body fat when you regain your normal eating habits, it shouldn't pool on your ass, but be evenly distributed.
