Yes.
It's called pullovers.
Pull weight over your ribcage, keep your ass as far down as possible. If your ass starts lifting up, get the weight back down. repeat.
breathe in really deeply for extra awesomeness, while letting the weight down.

Males under age 23-24 can possibly expand their ribcage through exercise. Not by much, but it may be somewhat possible.

my ribcage is flat on one side and used to cave in on the side before i got surgery to mostly push it out, now it's just sorta flat and deformed, I assume you can make it rounder

Yes you can. Think about what the exercise does. It pulls the front side of your ribs towards your head, which, through the contruction of the ribcage, results in the ribs slowly getting moves in a position more parallel to the ground (in standing position).
That way it expands.
