For visible abs, what percentage of the work to get them would you say is lowering body fat, and what percentage is actually building on them?

chances are you have em. You just need to get to less than 10% body fat. Strength and definition do not necessarily go hand in hand.

Lots of running probably won't get you there. You'll have to change your diet.
