If you starve yourself your metabolism will switch into a sort of starvation mode and slow down, trying to retain the fat stores you have since it's not getting any calories/energy. Eventually you'll lose weight but you won't be able to starve yourself long enough for that to happen, so it's really counterproductive.

well i have 16% of fat in my body
i weight 96 kg with the hight of 1,82 cm.
i have a weekly thing made out of one day of 2h jog and 2h of basketball, 2 days of free time and the whole weekend of bike(40 km) i barley loose any weight nor gain any muscles.
My diet consists out of vegetables, water and fish.
I've been doing this for 2 months and still no progress, why? i don't sneak-eat or anything.

You shouldn't be expecting a huge decrease in body weight any time soon, but a slow, constant decrease, if you're doing it right. Even 1% means almost a whole kilogram of fat, and that's roughly 9000 calories. So lets assume you're doing it right, and you're losing, on average(throwing a random number here), 400 calories a day... that steal means you're going to need 23 days to lose even 1% of your fat weight; And even if you did lose it, weighting yourself isn't an accurate measure, since you've increased your physical activity.

So keep working out and wait for the results.
