Uhhh? I'm not sure what you're trying to say. Sure, a lot of pro bodybuilders do juice, same with powerlifting. Genetically, they're still freaks compared to regular people.
Also, yes, their workouts are usually based off hearsay, but then they found out what works the best, and stuck with it. For powerlifters (Why are you talking about deadlifters, btw? I'm not sure there are any pros who only deadlift), it was training at 90% of their max.
I'm still not sure what you're trying to say, that high reps and low weight is optimal for strength? That doesn't seem to make much sense. I mean, if I'm doing a weight I can do 15 reps of, I'm not outputting close to 100% of my effort. If I were to do something that I could only do 6 reps of, I woudl probably move the weight at teh same speed, but I would be using moslty fast-twitch instead of slow twitch muscle fibers, and I wouldn't be doing as much hypertrophy.
