Neither and both. Do whatever you want. HIIT is not for beginners because to actual do it the way it was meant to be done requires you being able to sprint for quite a while. Most of the shit /fit/fags claim as HIIT is just them running at moderate speed for a minute and then walking or sprinting for 30 seconds and resting for 3 minutes. HIIT is sprinting like a fucker then resting for about the same time it took you to sprint, you're not supposed to recover completely. Same with the interval runs, you increase speed viciously for a minute then jog for a minute. Overall beginners can do anything out of the norm and generally get metabolic results, go ahead and try steady pace and build a cardiovascular foundation. (Sprints also work you anaerobically which means it's equivalent to weight training in terms of muscle fatigue).
