I have plenty of hairs on my face, but the hairs are fine. The hair on my head is fine too, and blows all over the place with a small breeze.

Is there a way to make the hairs them self thicker? (Not increase the ammount, increase the size of the individual hairs.)

Not sure. I don't think you really can, because genetics have a way of pre-determining those things.

However you can make sure to get plenty of healthy fats in your diet (think fish oil, mmmm) and eat enough protein.

That's all I got for ya.

No. You can't increase the size of hairs, only use illusionary tricks to increase volume. For example, volumizing shampoo/conditioner or getting layers cut into your hair (doesn't work very well on short/typical male style hair for obvious reasons).

I'm not really sure why you're interested in making them "thicker" in the first place. Is it because you DON'T want your hair to blow around in a breeze and think it wouldn't blow around so much if it were thicker? Just use hair spray...

Well, because it will look better on my face as a stubble beard if it was thciker.

And on my head, because I can see another guy/girl with shoulder length hair, in the same area with wind, whos hair barely moves in a breeze, while mine flies up all over my face and all over the place.

The blowing hair is fixed by hair spray, like I said. Just get something with good hold for your hair type.

As for your beard, the growth rate/volume is directly related to your testosterone, which is almost always going to directly related to genetics unless you were unlucky (or lucky depending on how you feel about body hair) and born with a hormone imbalance. Not everyone looks good with facial hair, not everyone grows manly looking stubble, etc. Just accentuate what you are capable of growing. If there were a simple fix to these things, the fashion/cosmetics industry wouldn't need all those neat little tricks that they use.

Your best bet would be to find one of those products that you brush into facial hair to make it appear like it has more volume (basically the same idea behind mascara). But, again, there really is no way to make your hair physically thicker.
