Waist size is a terrible way to measure your fatness. There's so much variance based on genetics, bone structure, fat depositing, muscle growth, etc. Some 6'1" guys have a 30 inch waist when they are fit, some have a 36 when they are fit. The last thing you should look at is your waist size.
tl;dr waist size is irrelevant; work on being physically fit
