I have to go to a a birthday party soon and there will be a pool.

Thing is I am kinda chubby.

Party is in 3 weeks and I want to lose 15 pounds by then.

Give me advice on how to do this?

15 pounds in 3 weeks is too fast to be healthy. You'll just have to get a gay stylist to make you look fabulous. And just lose weight ahead of time.

To lose 15 lbs in 3 weeks you need a 2500 calorie deficit each day.

So 3 weeks of absolute starvation (as in no food intake what-so-ever, just water) would be the only possible way, if you dont kill yourself first.

Er, cut calories a bit and balance your diet, make sure you eat a good breakfast (oats, eggs, fruit, yoghurt, that kind of stuff) and jog/walk/cycle/swim/whatever. Stay away from alcohol if you can and drink plenty of water. It isn't rocket science...

make sure you eat the white bit only, and in moderation

create a 15-20% deficit between calorie intake and use, eat complex carbs and protein in every fucking meal.

For the next 3 weeks, all that should be in your shopping basket is good carbs (oats, brown rice, decent pasta, fresh veggies - not beans though they're full of sugar) 1% fat milk, lean meats that you can cook (buy an entire fucking turkey, take skin off and cook the bastard in water with onions and garlic for flavour - voila 3 days of protein)

tl;dr grab the ebook BURN THE FAT FEED THE MUSCLE and make sure to read the first few chapters and the last few ones in the next 3 weeks, then read the whole thing through at least once when you feel like it.

Cut down to a 1200calorie diet, mainly protein based. Get some ephedra diet pills. Cardio like hell. Start smoking if u feel any hunger
