I hear alot of people saying that it's easier to gain muscle as a overweight person than it is as a underweight/normal person. My question is, is this true or a crock of shit?

In a nutshell, this. I can think of a few advantages, off the top of my head;

1) Being heavy already would make it easier to haul the weight in power movements, e.g. a heavier person would be more stable when doing a full snatch, for example.
2) A big appetite would make it easy to bulk.
3) Being overweight would suggest the person has a slower metabolism. This would, again, allow the person to bulk in a much easier fashion.

Underweight people have to struggle through with eating immense amounts of food to counterbalance both a fast metabolism and muscle reparation, would probably suffer with weak joints for the first few months of training, and if the person also has a small frame, they have to compensate by building stabliser muscles.
