OP, all you are going to hear is that you can't target fat loss. That's because it is true. I'm female also and just have to lose weight and work out to gain some muscle until you have the desired figure. Losing weight alone will take care of your chins...but you may have to strengthen up your arm and leg muscles to make them look better. I'm not very fat, but I have like NO muscles...this makes my under-arms and legs "squishy"...this is what I'm working on now.
