what is the maximum number of reps i should be able to do before i increase the weight and how many do i need to be able to do for the weight to be no excessive

Do as many reps till you find it so easy you could go on forever

assuming you just want to build muscle mass:
if you can do 12 or more reps, more weight.
if you can barely do 3x10 reps, fine.

that's kind of circular, because as a rule you can lift more weight if you drop the reps. so you can drop the reps and increase the weight (high intensity) for a period and then have an increased 10 or 12 rep max (higher absolute strength means high mid-range strength). try switching between these two approaches. also, try reading more because it helps training like you wouldn't believe.
