losing weight? then yes, heart rate.
Can you actually do jumping jacks hard enough to get your heart-rate up that high?For my money when it comes to HIIT, I don't like any exercise I can do for more than 30 seconds at full speed.

OP do burpees with the tabata time (20 work, 10 rest). You'll get through the first 4 probably fine, but by 8 or 10 you'll wanna die.
EAT LOTS OF COMPLEX CARBS, DON'T EAT SIMPLE CARBS.
