BMI isn't a pot of crack, but it has very limited uses and not supposed to be used for what you're trying to use it for. Body composition is more important than weight. Doing cardio or HIIT will help you drop some body fat, but do not think you're going to experience any kind of huge, quick transformation.
If you really want to see really dramatic results, buy yourself a barbell. Do a beginner program (SS or 5x5, or something similar). You won't get huge, it will help you change your body composition much easier than cardio alone, and you'll look much better when you've cut down your fat %. Combined with HIIT or endurance training, it will be a breeze.
