no, no, and no. some people have acne and red bumps on their arms/back/chest that aren't caused because they have poor hygiene or psoriasis. it's just something that some people have and some don't. unfortunately it's genetic and near impossible to get rid of

Are you thinking of rosacea? I have a form of it, but it's in the form of permanently reddened skin rather than acne/red bumps.

From what I saw on Wiki they are called Keratosis pilaris but it could differ between people.. but if you look that up on google I'm sure you will find some results

It's keratosis, I have it. Little chunks of protein under the skin that come up.

Steam the arm a bit in warm water, then you can pop them out with minimal scarring.
