You want to make the weight so that you can only just do complete that set. Gradually you will find yourself needing heavier weights as you get stronger.

No, it means that there is no exceptional increase in stamina at lower weights when lifting with higher weights. You can still see low weight stamina gains...you just don't see as much as you would by training for stamina.
