Stretch marks are scar tissue formed from when parts of the skin are literally ripped apart. The red "bruising" is when the blood rushes to fill the rip, and the white is the scar tissue that forms in the area. It basically happens when the growth of your muscles or flesh is beyond the elasticity of your skin - most likely candidates are puberty and pregnancy.
There is no way to get rid of stretch marks once it occurs, though tanning tends to fade them a bit.
Pregnant women are told to massage their belly with cocoa butter every day to keep the skin supple and prevent stretch marks. As for whether this works - I don't know, knock some chick up for SCIENCE!!!
