Okay so the gym i go to has no cables and the pull-up bar is fucked. Anyone have a good recommendations for effective trap workouts? (especially for either strength or mass)

Do they have barbells? You can do cleans/clean pulls or shrugs.

for the shrug, PLEASE DO NOT FUCKING ROTATE YOUR SHOULDERS. it is an UP-DOWN movement, not a ROTATE BACKWARDS movement. you will fuck your rotator cuff if you do it incorrectly (especially with weights that force you into a low-rep range).
