As far as i've known it's supposed to be taken within 30 min after work out. But this particular type i picked up today (pic related) says take 60 min before working out. Does timing make that much of a diff?

Also, pills or powder?

No, your body will only deplete it when it needs it so timing doesn't matter. Powder.
