Basically, a lot of people when they put on weight put fat on in one place first, usually hips or stomach.
In your case its your pecs.
You don't have as good a metabolism as your friends that visit McDonalds... that's because you don't have the same parents, and you dont the same exact activities as they do.
Everyone is different.
You're right in that if your father is the same then it could partly be genetics. But there's a way of improving your metabolism so that it gets better. Because of your situation you're just gonna have to try harder.
You probably know if you lurk /fit/ enough that you cannot spot reduce fat. It means you can't lose fat solely around your chest area. DON'T diet, if you do, you assume you're gonna come OFF the diet at some point.
So instead a lifestyle change is in need. For this you need motivation, something you said you lack. Nobody can really help you there, its up to you to motivate yourself. Eat at least three meals a day (no less... may result in worse metabolism), Try to cut out carbs and put in more fibre and protein.
Then you join a gym and make sure you do plenty of cardio (running WILL help) to burn the fat, and focus on your chest area when weight lifting (chest press).
try and stick to this, it should get better. If all fails in a couple of months and you still have moobs then you probably have gynecomastia. See your doctor in that case.
What I have described above is pretty much all you can do. I hope I have helped...
