This doesn't help everyone, but it does effect a lot of people. Supposedly conditioner (for your hair... the stuff you use after shampoo?) causes a LOT of skin problems on the shoulders and upper back. Be careful about how you rinse your hair and if it's long enough to rest on your shoulders. I do have long hair... once I started conditioning my hair, putting it in a towel, and then finishing my shower by washing my body last, I noticed a lot of problems clear up. While it may not be your problem, it doesn't hurt to try (it's free and it doesn't take extra time).
tl;dr: after you condition or wash your hair, make sure your skin is rinsed properly and hair stays off your shoulders if it's long.
