Well, think of it like this. Your whole body reduces its body fat altogether. So just focus on cardio for now. I'm sure other /fit/fags will be sure to beat that into your head.
But think of how your proportions are. If you've naturally developed arms or shoulders, you can emphasize on the body part in strength training/ weightlifting in order to increase its side, thus giving the illusion of looking slimmer in other areas.
ITs worked for me...Only my gift is in my arms. I've got god-like biceps and triceps, but my pectorals are left a bit wanting. =/ Sux
