Couldn't he give it to a no-kill shelter temporarily so that he could get it back after X time?
Also, you'd really only have to do it for two weeks, until it knew where it "lived". I had a cat for a long time that no one would have known about because I'd just keep my window open 24/7 and he'd come in, eat, sleep, go out for 2-3 hours, sleep, out, sleep, eat, out, sleep, and so on.
