toads have a few advantages over rats.

1) Reach
2) can survive pretty well in water.

What they would do is sit on a log floating in water near the shore and just attack from their bringing the rats into the water to drown

Indeed. Basically all frogs and toads are carnivouous. They will attempt to eat anything that moves and is smaller than they are. Smaller ones eat insects, but larger frogs will eat fish, worms, small rodents, lizards, other frogs, etc. Some of the more aggressive species are voracious eaters. Ornate Horned Frogs (aka "pacman frog") are famous for their gluttony and will eat rodents. You can see many videos of them on Youtube eating mice & similar prey.
