I live in a village and there's this seriously messed up family living in my neighbourhood. I say seriously messed up because the mother used to lock her children when they were little in a room the entire day with a plate of food when she went out to go to work. Not surprisingly, those children grew up to be fucktards too, and the youngest son is a typical stoner type of guy, but not the mellow kind. Wonderfully enough this dude got a Belgian shepherd pup last year. This afternoon I was walking my dog, and suddenly the shepherd came running around a corner while chasing a cat. It did so very aggressively instead of playful like most dogs and stayed like that after the cat had fled into a tree. By now I had picked up my dog considering it's a smaller and a fragile breed at that in order to not let it get turned into spare-ribs. So then the fucker came over to me and actively tried to get to her, jumping like a mofo.

After I shouted a few GTFOs at it and ignored what he was doing the shepherd decided to take off, only to run onto the nearest playground where some little boys were playing football, where it decided to just suddenly chomp on some little boy's calf. In a natural reaction the boy ran from it when the dog finally did let go, so that of course incited another attack. Some dude came over and helped the boy before I got there, and the fucker went loose again. I lost its movement there for a few minutes until I saw it running over the playground again, and it went for another attack on the boy. It ran off to somewhere after that.

I don't actually know how bad the boy's injuries were, but the kids who witnessed it said that the dog had drawn blood almost immediately.

If I'm not mistaken, these kinds of dogs are naturally more aggressive considering they are bred for purposes such as guarding, but I'm also certain that it isn't normal behaviour for them to just kill on sight. The boy didn't provoke the attacks at all except maybe for the second seeing how he ran from it, and the shepherd went for my dog just randomly too.

Now I'm guessing that, considering the family it belongs to, it wasn't brought up right. What type of training do these kinds of dog need?

Oh, and now that I think about it, it looks exactly like a belgian shepherd, except that its fur is longer. Most likely not, but could it be so fucked up because it could be a mutt?

What are these dogs normally like?

well, just like any other dog breed, when mistreated they can be very aggressive.

Belgian Shepherds are bred to be highly intelligent, alert and sensitive to everything going on around them, and to develop extremely strong relationship bonds. This means that they need significant socializing as puppies, lifelong activity outlets, and will seek to be with "their human" all the time, preferably doing something rather than waiting around. They can find it very difficult to be left alone. During their juvenile years, they can go through irrational fears (similar to the child who believes there is a monster in the closet), and can suddenly develop anxiety over some object or place which has never been a problem before, although these fade over time with a good positive lead. They tend strongly to be a "one person dog."

so it seems pretty obvious why the dog is so fucked up..

I feel like they should have Dog licenses, that work sort of like CCW permits. People would have to study for and attend an 8 hour class to get a certification for their dog, otherwise the dog is subject to confiscation and the owner liable for a fine.
