You local pet store has, or can order "scaly face treatment." Google search for more instructions will do the rest.

Yes, but everything out there poses a large risk to the bird itself. Is there anyway to kill the mites without risking the bird?

The scaly face treatment is just paraffin oil, and when applied in small amounts with a fine brush, should be okay. There might be something you can put in the water - more I don't know.
You need to do plenty of research and don't rely on just one opinion.

The problem with getting rid of any parasite is that most treatments are toxic to the parasite and to the host in large enough doses. Worm medication for dogs and cats can be very dangerous if given improperly. I have a feeling most options will be dangerous to some extent. It finally boils down to a cost-benefit problem.

A vet told me about the paraffin oil treatment. I may give that a try. thankfully the infestation is not as bad as the pic.

I find it strange that I am not freaked out by the condition of the parakeet. Rather, I am freaked out by the burrow-holes the mites left behind. They make me feel...anxious? Seriously, what gives?

Reminds me of lotus photochop jobs in the sense that due to closer examination of the OP's pic my skin is now crawling and I wish I hadn't taken a second look.
