So bit of a weird story here.

About a few minutes ago, I hear some wretched meowing, thinking it was of the neighboorhood cat probably hungry. Turns out it was from a black kitten from the third floor neighboor (I'm in a three story row home treated like an apartment building) Earlier this week, the kitten was roaming around the place until the second floor neighboor found him, asking who he belonged to. Now, there's really no way for a kitten to get out of this place unless they decided to jump from the third floor, but uh yea. I'm nearly convinced that the third floor people just decided to get rid of it, but since they aren't answering the door this time, I'll wait until later on to reach them.

As for the kitten, I have him in my place, but he's currently a bit scared (naturally). He decided to take shelter in my bathroom, but other than just being a bit frightened from his adventure today, he seems to be doing okay. Also, he seems to be about 3-4 months old, so I think I'm ok in regards to feeding him for the time being.

If it is indeed true that the neighboors don't want the little guy anymore, I'm not so sure if I should keep him. I have a 8 1/2 year old girl here, who unfortunately hasn't had the chance to warm up to another pet. (pic related, as its her)

tl;dr - do you think this cat was abandoned by its owner by being put outside? If so, should I even try to attempt contacting them?

I think you should try to contact them, but if they don't claim him as their own you should keep him. BTW my cat looks very like yours. He's 12 years old and I love himm so much.

loal, 2nd floor neighboor got through to the third floor neighboor, so they got it - I'll be keeping an eye out though, just in case :\ (they spoke spanish, so I've no idea what the owner was saying...)

We also found a kitten a little younger than your little guy there, and we had two cats both aged 14 when we brought him in. Hissing and wariness at first is perfectly normal. They will take time to get used to each other. Ziggy used to hiss and spit at the older cats, and now they sleep together like old friends.
