So one day I find out some idiot ran over a dog (see picture), the poor thing survived with only an unusable leg, so my neighbors' kids decided to play with him and "adopt" him. As most kids their age I'm guessing they got bored of the dog, because I haven't seen them playing with it for weeks.

I once acted nicely to it when I was dozing off on my yard (didn't even touch the damn pup), and I don't know if that's what made the dog declare my backyard's its new home or something. I don't feed it, I don't play with it, my dog loves to bark at it and chase it out of the backyard, my mother doesn't want to keep it as we had a similar case back at where we used to live before (dog's dead now, lived a good life) and she doesn't want to adopt any more stray animals. I've even thought of taking it to the dog pound because I don't want to take it in and I'm pretty sure my neighbors don't give a shit about what happens to it. It's a pretty small dog, seems scared of everything. Mom thinks it's got scabies but I'm not so sure about that.

tl;dr OH GOD WHAT DO I DO IT KEEPS LOOKING AT ME WITH THOSE SAD EYES BUT BUT BUT

If no one is taking care of the dog, the best thing to do is either find someone who wants a dog(or contact one of those dog/animal rescue sites, there's a shitload out there) OR simply take it to the pound.

let it die of hunger

If I knew I couldn't keep him I would take him to the vet to get checked and cleaned up then list him for adoption
Keeping him around people and other animals would make it easier for him to transition into a new and proper home fit to his needs

A second stray cat I took in a couple of months ago was just adopted on Monday -- would have kept him but he just wouldn't stop fighting with the first one while inside

Good luck

Thread's marked for deletion but what the hell.
OP here, I looked outside my window when some kids were about to put the dog on a bag and throw it over to the other side of the wall dividing this stupid little residence from the outside world. I ran out of my house and stopped them, telling them they were going to asphyxiate the dog. They went to change the bag for a box.
Damn kids.
