Anyone tell me what bird this is? More pics to come ... it has a plume, yellow breast and under body, black around eyes.

Cedar Waxwing. Beautiful birds; I've only seen two so far.

Ok, sorry for bad picture i'm just not sure if that is it or not... your picture looks different. I am in Wisconsin and not sure but they are in a tree eating berries.

"It is 16.5 cm in length and weighs 32 g. It is smaller and browner than its close relative, the Bohemian Waxwing, which breeds further north and west. The tail is tipped with yellow or orange depending on diet. Birds that have fed on berries of introduced Eurasian honeysuckles while growing tail feathers will have darker orange-tipped tail-feathers."

I'm pretty sure it's a Cedar Waxwing, but then again, you were there, and I wasn't.

disregard that, I suck cocks. I didn't read it until after I posted, this is much more fitting:

"The Cedar Waxwing eats berries and sugary fruit year-round"

In OP pic, you can clearly see the spot of red on the wing that gives it its name. It's the red of the wax of a red candle.
Crest, yellow breast, black around eyes, red spot on wing ======== waxwing
