What would /an/on recommend as a pet for a family with kids and senior citizens? They're animal lovers, but don't own any. I have a budget of about $100, so I think cats and dogs are out.

You can actually get dogs/cats on Craiglist for under $100, although i'd reccomend letting them meet said dog/cat before you buy it.

Otherwise, get them some fish. Small animals are just retarded and birds are incredibly annoying to listen to during the day.

anything small that stays in a cage is pretty cheap and great for kids and old people. hamsters bite, but in my pet history, mice are great, also maybe lizards or a turtle, but those require bugs for food and warming rocks and all that, might cost more than $100 ... i'd go with a feeder mouse, they are super cute, cost like a buck and you can spend all the rest on a great cage and food and such :)

Mice, actually, aren't that stupid. They're pretty darned smart for rodents. Used to raise them when I was a kid. They are also pretty clean, and socialize well with people, so they could make a good pet for kids. They have very short lifespans, though, 2-5 years.
