I'm just going to say your betta will probably better off with a slightly lower water level so that there is more surface area in contact with the air. Bettas are labyrinth fish which means they get their oxygen from the surface. I'm not saying much maybe an inch tops.

1-2 gallon is the lowest I've seen a heater's requirement go. So yeah, 1-2 is good. My female does well in a 1.5 gallon.
Also, bettas do jump. You need to put a screen or something with many small holes in it over the opening. Oh he may not do it now..but he will. I lost my 4yr betta because my dumbass forgot to put the lid back on after feeding him. He never jumped in 4 years of owning him...

Every site/book I've read says keep a cap on the tank as bettas jump. Hell mine overdo it when I give them moths/wigglers. Goldy has a habbit of jumping up and grabbing my finger when I feed him.

Considering what most of these fish are raised in, that fish bowl is probably a mansion.
My new ones seem to go into shock for a few days after I put them in larger tanks. Compared to my guppies which are up and darting around within a few minutes.
