I just noticed that there's a family of cats living under the barn of my neighbor. My neighbor's a jerk and doesn't give a crap about them. Their looks like 5 cats altogether. It's very close to my own house.
I believe they'd been living off my garbage a lot because they have been known to rip it apart. I just saw the mother bring a mouse to them. The kittens look about 3 months old.
I have two cats of my own. I could imagine taking one in but that's it. I don't know if the mother is ferral but they all run away from me but are used to seeing humans.
Is there anything I Should do? In my area there's a *lot* of stray cats and they seem to thrive well but the neighborhood doesn't need 5 more of them, plus the mother will probably get pregnant again.

1)Get live animal traps from your local animal control center.
2)Have cats spayed/neutered and ears clipped (the cut out a notch, marking them as fixed)
3)Release cats.

Ask at the ACC if they can put you in contact with a group that knows about feral cat colonies or a free spay/neuter group. If that doesn't work, call vet offices and let them know the situation. A lot of times they'll do it for like 20 bucks or free.

if you can't afford to get 5 cats fixed, you definitely won't be able to afford the battery of vaccinies a vet will give a feral cat
