This is a lacewing larva. The stuff on its back is detritus it has used to camouflage itself. It's a beneficial garden predator and can do you no harm. Also, it's spelled "tick" and looks absolutely, positively nothing remotely like a tick.

How can you know a word like Neuroptera and not realize that people are referring to antlion LARVA? They are wingless, look exactly like lacewing larva, and are much, much more famous than the adult stage. They are also called "doodlebugs" in some circles.
