i work in the bird department of a pet store adn when are birds start to pluck its cause of a few things. we do a few things to try and help. 1) spend more time with him. its as easy as taking him into the shower with you and playing with him in there ( my bird loves it) 2) give him more fresh fruits to eat 3) move him to a new location, if his not already in a high traffic area, ie where theres always people. move him to one. and the one our birds usually respond to, get a bunch of coloured paper, rip them into long strips then tie them in the middle and hang it inside his cage. cheap, easy, and it usually works for our birds for a bit.
make sure to spend more time with him and look around online for explinations. i wouldnt bring him to a vet, cause they make up alot of false explinations. call a breeder and ask them. they usually know alot more.
