I bought a budgie a few weeks ago and he hates me. What can I do to change this?

He won't come out of the cage on his own and he keeps getting scared when I come near it.

He is just scared. You MUST go get a basic book about how to treat a new budgie. Sometimes it takes a little while for them to become friendly. If you don't do it right, he might not ever do so. Please go read up on what to do so that the little bird will have a happy life. When they "attack," they usually mean no harm; it's just fright. He may miss his family and friends. Please go read up on this, or talk to someone at the place where you got him. Budgies can be very sweet and charming, and he deserves to have a happy life with you.

I actually had a budgie before, but he died. Sadly I can't remember much about what I did to tame him back then, so I'm asking.

Put it up somewhere elevated so it can look down and won't feel threatened, talk to it constantly, and find out what treat it really likes so you can bribe it.

slowly replace his seed food with zupreme (its like pellet food but its colorful and good for it)... mix it in and then gradually replace it...

then, use the seeds to encourage it to like you. I'm sure it loves saffron seeds (little white seeds that are shaped like sunflower seeds). or sunflower seeds.. a small thatchet of millet also works...

Try to spend time with it, but dont move the cage. Hang around with it and just do nothing or go about your own business around it.

Also, the best place to pet it is on the neck or the head. Remember that replacing the seed mix with zupreme or any other kind of formulated grain is very important. He wont want to come to you and eat the seeds in your hand if he has a bunch of seeds exactly like that in his food bowl.

I also have a problem with my budgie, he knows my face and my voice and always comes near to me, but when I hold up my hand he backs down and gets scared.
Does anyone has an idea why he fears my hands? I mean, they are the same hands that feed it.

Just because you are feeding the Budgie doesn't mean he associates you with the food. There could be some other, greater concern it has.

As far as training the Budgie there are a couple things you can do to help out. The comments already posted are good. In addition, when you are giving him a treat make a noise, nothing that would scare him. Maybe something simple like "Good" and everytime he gets a treat you say the same word in the exact same way. Birds pay a lot of attention to vocalizations and he will eventually catch on that he hears that noise when he gets a treat. This is what trainers call a bridge and it will allow you to communicate more effectively with the bird. From then on, anytime he does the right thing, tell him the word. You don't need to treat everytime once he understands the association. In fact, randomly treating is much better as the bird will try harder.
