You have to keep the temp regular and keep the bottle out of the sun so it doesn't overheat and you do have to keep it in a warm area. It's suggested not to attempt to hatch them in winter unless you keep your house really warm. Also why do you think sea monkeys made it onto the toy store shelf and not your brine shrimp? Though sea monkeys ARE brine shrimp, they've been bred to survive small kids and come with special nutrient packets and whatnot.
It's undoubtedly a temp problem for you.
