Cats have a ton of personality, it's just most people tend to not see it, because cats often become it's easy to forget about cats since they generally don't seek out companionship. NULL
Cats and dogs are both intelligent, but neither are smart. Both species are predators, and predators need to be more intelligent than their prey. However, I believe that the smartest dog is smarter than the smartest cat, but that the dumbest dog is also dumber than the dumbest cat.
Consider that dogs are way more varied as a species. Some were bred to be smart, thus you get working dogs like collies. You also have dogs that were bred for looks and intelligence is negligible. So, you get bulldogs and afghan hounds. TIE

Cat excrement smells worse than dogs' Cats -1 BUT cats use a litterbox instinctively and I can put it far away and deal with it when it gets not smelly whereas dogs need to be housebroken and even then I wind up carrying a bag of warm, stinky poo. Cats +2
