Okay guys, here's my problem.

I brought home two kittens. One took to me very quickly and loves coming over to me and having me pet him. His sister on the other hand is a little more afraid of me and keeps her distance. She watches me pet him though, but wont come near when I invite her.

I'm afraid that she is resenting the attention he gets.

Adding to this is the fact that she misbehaves more and gets scolded more than him.

What do I do?

If she avoids you then she's not jealous of affection. Still, it's a good idea to hang around her as much as possible to get her used to you. Just be in the same room as her without the other kitten. Do the kittens like each other?
I have a similar situation. I have two cats. One is extremely friendly and trusting while the other is very skiddish. When I got her, she wouldn't come out from under the bed for a long time and she sure didn't like me. But after a long time she came around and now she's inseparable from me. She's extremely clingy to me and is terrified of everyone else. She's not jealous of the other cat but she definitely doesn't like him.

try cooking up a piece of chicken breast and cutting it up into small pieces. give her a little piece to get her to come near you. let her get comfortable near you and then eventually start petting her.
