There's a sound outside my window that I've never heard before. It's definitely a bird call, but it sounds for all the world like a distressed dog whining about something, a cross between that and a whistle. Short bursts of it, repeated for however long the bird feels like repeating it. Anyone know what it is?

I'm in the Northwest U.S., and it's early night time, if it helps.

Any bird could be singing at night, but typically the type of bird that calls in the evening that gives people chills is the whippoorwill or some type of nightjar.
