There's no way in hell that is a falabella, they are size of a dog. It could be an island pony or something, or then just a donkey (looks like a donkey but the ears are quite short...).

The angle of the ears could be misleading. It does look very much like a miniature donkey.

Or a Shetland pony, they get very fuzzy in the winter.

It's a Shetland pony in winter hair. Same size, same build, same EVERYTHING as every other Shetland I've ever seen.

Although judging from its colors it may have been born white, which is uncommon amongst white horses and ponies as most of them are born black/dark brown. =)
