There is a huge range of vocalizations for each species, and some simply choose to only make certain ones(or are unable to make certain ones). If a dog growls when other dogs bark, but does not show any other signs of aggression, then there is nothing wrong with the dog. Now, if the dog growls when approaching someone with their tail tucked and fur on end.. then yes, it is aggression.
