Sigh..It can only be an oxymoron if they're combined. But besides that, television can be an effective learning tool, as long as it's designed and executed the right way. You are correct that television is all about entertainment, and that's what makes it so powerful. It is easier to learn when it's exciting and fun, which is why hands-on education is often effective. The problem with documentaries is that they are expensive to make (consider the cost of equipment, travel, supplies, and that many nature documentaries can take 6+ months to complete, if not more than a year) and need to make enough money to cover their expenses. If they aren't fun, viewers will feel like they're stuck in their high school biology class again. Unfortunately, what's fun for one isn't fun for another.
Then again, I like "The Most Extreme" on Animal Planet.
