What kind of bird is this? I've seen a lot of them around the lake near here in Massachusetts. Today there were 4 of them at once. This is the best pic I have.

Also forgot to mention I've seen at least one hawk, falcon, or eagle (don't know which) close up but I didn't get a picture but I know they're around. Is it possible this is one of them and there are that many of them?

My suspicion, as someone who has worked with raptors and birds of prey in general a lot is that it's a Red-Tailed Hawk. I've seen similar displays to the one you mention at a lake near me here in Oklahoma.
