I was just wondering, if I wanted to acquire a carnivorous and vicious fish (that is, one that I could feed other fish to, and it would consume the fish in a prompt and bloodthirsty manner)that would be able to fit comfortably in a standard 10 gallon tank, and preferably thrive in a fresh water environment, where would I find one? (I'd prefer a fish that would NOT cost $500, please)

Any fish that eats other fish would fuck the water up in a 10g so much, so quick that you could not keep it alive.

My Bichir tears the shit out of worms... they need at least 20 gallons though, as will every other fish that would be interested in buying.

the closest you can get is a african leaf fish, it maybe could eat a few baby guppies a day, you would need to get a bigger tank as it got close to its 4-5 inch max size, again bad maintance will probably kill it.

No fish like that is going to live in a 10 gallon.

If your willing to spend the money on live food, why the hell not buy a bigger tank? You can't keep SHIT in a ten gallon...
Carnivorous fish are messy eaters, and if you don't have a very strong filtration system and plenty of spare gallons, it will die. It will die fast.

Get a 60 to 80 gallon tank.

Both are large, intelligent, aggressive cichlids from South America. Any large cichlid will "consume fish in a prompt and bloodthirsty manner". If it's smaller that the fish, the fish will eat it.
Neither of these fish will cost you more than 20$. The tank and filter, however, will cost you quite a lot...

Blood thirsty is what you want huh? Then you need a Xenentodon cancila or a needle fish. Like small barracuda they are very aggressive though they don't look like much. They eat live food and have rows of big sharp teeth. They are very small at first but grow to a comfortable size.

I have an angry as fuck Australian Silver Perch. Very low maintenance, eats feeders, good fun. He actually thrives better when I don't clean the tank as regularly (tends to be lethargic the first week or so after cleaning) inb4 pH/salt water content.

Get a convict cichlid? They're one of the easiest feed to keep & the females don't get very big so you could probably keep it in a tank that small (bigger is better though) but just get one, they breed like rabbits (so they're cheap too!)

a 6 inch fish in a 10g tank? I wouldnt do it, simply because fish would be stressed out and would not look or behaive properly.
OP, it feels like you need such fish for "cool" factor. Well, dont. Get a guppy or something, it doesnt seems like you are a serious aquariumist. Or buy a bigger tank. 70g should provide enough room for various interesting choices.
