i dont know what happened
this all started a while ago, when i started noticing this cakey stuff around its eyes, and we started buying a couple of those nutritional supplements (ones that are brown and have little pellets), and for a while it got a LITTLE better (barely), but now its back to the way it was before and its looks really freaky, like its going to completely cover up its eyes, making it blind
the other eye looks like this, except its a little better (meaning there is a wider hole for the eye to see through, but it still has the same stuff going on)

what do i do?

i tried to scrape it off, but every time i get close, it flies away to another corner of the cage, and i dont want to drench it in water unless i have to

its a parakeet and im feeding it just regular parakeet food and i replace the water at least once a week

Seriously go to a vet. Sounds like he has avian conjunctivitus.

How often do you clean his cage and how good do you do it? His eye problem is caused by mold and bacteria. What you need to do is start cleaning his cage once a week with a ten percent bleach solution. Its not going to cure him but it is a start.

Also, replacing the water only once a week is really bad. You need to replace it EVERYDAY. Fresh water is the most important thing an animal needs and you've been severely denying him of that.

Take your bird to a vet and be responsible instead of being the dipshit you are and letting the animal suffer due to your inability to get off your ass and drive those 50 miles for whatever reason it is. If its monetary; don't own an animal unless you can fucking take care of it; because all you are doing and will do is make them suffer.
