For someone who's really pale, just going out, period, preferably for 10-15 minutes at a time and sometime earlier in the morning or later in the afternoon should be fine. Exposure to the 10am to 2pm super-heavy UV rays will not just bake our OP to an unnattractive crisp, but will probably damage him mightily.
Other safety precautions for OP: tanning for the express sake of tanning (ie: tanning beds, or roasting like a turkey for hours on end with no protection outside) is a *terrible* idea, especially for a pale person (Skin cancer is pretty prevalent in my pale white-ass family, so I KNOW this shit). "Base tans" are also not that great... ANY sun damage (and btw, any "color" is considered "sun damage") is STILL sun damage, though admittedly a little tan here or there is still better than a really bad burn. As for health, if you go out for 10-15 minutes a day without sunscreen or with a little SPF 15 on your sensitive bits (ie: face skin), you should be fine in terms of getting your needed vitamin D and the exposed parts of you should get enough healthy color that you still look good (essentially, taking a quick walk like you would ANYWAY to get to and from your car, get the mail, go to the grocery store, etc. should be enough). If you're still not confident enough in your skin tone, ONE or TWO times in a FAKE tanning machine (ie: a misting tanning bed) should darken you enough without turning you orange, while certain new, though girly products, at the CVS advertising to give you a gradual tan over the course of *several days* are another safe experiment. Be careful though; again, you can turn orange with too much crap.
