If over a year and a half old, you probably want to leave the lumps on. As long as the rats can still eat, drink, and walk, they'll be fine. The reason I say this is because even after the surgery, it's likely that more would pop up. And surgery is very dangerous and painful for a rat.
You might want to invest in a long one-story cage instead of a multi-story, that way if their balance is upset by larger tumors, they can't fall and get injured.
