Two breeds of dogs can have different facial features. There are a couple of breeds whose puppies look like this. Dyeing puppies to look like pandas is really popular in Japan, and alot of wealthy breeders/owners do it (to adults and puppies)

If you still have a problem with everything I've said, I ask you; where the fuck can anyone have that many panda cubs of the same age? It's fucking hard enough to breed one, there's no way those are anything but the dyed puppies.
