The fence in OP's pic is not electrified. As 257640 stated, there are clearly no insulators on the fence wires. It is impossible to electrify a fence without them.

Though, the OTHER fence, not visible in OP's photo, was electric. Note the white insulating beads present on the lower fence, but not on the one the snake is biting.
