Honestly, the only humane method for population control is to catch a lot of the animal in question, sterilize, and rerelease the sterile animals to compete with the fertile ones. This works spectacularly for insects because you can just zap them with radiation, but that doesn't work as well on mammals, and it's harder to catch a ton of cats anyway.
