My rat cage is pretty lame, it has one and a half levels (The second level is small and takes up 1/4th of the cage) It houses two rats and contains two waterbottles, a food dish on the second level, and half a cardboard Full Throttle box. Oh yeah, and a little bell thing hanging from the top that they attempt to play with.

Anyways..

Is there anything I could put in my cage that they could play with? I haven't owned them long enough to where they can be out of the cage without running off and hiding, so until then, any ideas?

They sell solid plastic ones if you're worried about that, but they won't get caught regardless.

Ferret-type toys often work better for rats than anything else. Find some tubes, hammocks, tissue boxes, etc.

Don't get a hamster wheel, most rats who were not brought up near hamster wheels don't know they're supposed to run in them and just end up stuffing bedding or crap in it. It'll be a waste of money. Hammocks, tunnels, ferret tents and cubes are the way to go.

Hey there, I've owned rats before and 1) they don't like those wheels (Ive even tried the big ones) although you can try a big ferret one maybe it will like it, and 2) they don't like hamster balls (mine had a panic attack when I tried to put it in a one). So they just need to run around the house every day for a bit, have fun catching them, and keep an eye on it so it doesn't chew the electrical cords.

Another anon in the same predicament.
I've got the same stuff, except I also made a hammock and hung it on about the same level as the 1/2 level. I've got a nest box, a water bottle and a food bowl on the first level (it's one of those locking crocks for birds, but I cut it in half so my rats can actually get food out of it). Oh, and there's also a litterpan in the corner. It's getting a little crowded in there, but is there anything I'm missing? I'm thinking some wooden balls or something they can play with and move around.
