All I am saying is that I have never seen any creature falling through the air that doesnt spread its legs in an attempt to either slow itself down or land easier. Its basic instinct. It's a puppy. Puppies have stubby legs and unless you've found a video of better quality than what's on youtube, after being thrown it's too blurry to see what it's doing with it's legs. Besides, it's thrown into a vertical spin and dog's don't flail their legs horizontally to their sides. They're not jointed that way.

Once a cat has fallen far enough to reach terminal velocity, it will relax and spread its legs to maximize it's surface area. In effect, it's trying to turn itself into a parachute. All cats have loose skin between the legs that helps to achieve the effect. Usually this is enough to slow down the fall to survivable velocity. This also explains why cats are more likely to die from short than long falls.
