when my cockatiel gets new feathers in theres this solid white stuff on them it breaks off into powder and it hurts him when Im petting him and giving him head rubs is there a easier way to get rid of it? also what is it called?

It's a keratin sheath called a quill. You can help remove them by gently rolling between your fingers, as birds in the wild will help remove them when preening one another. If it doesn't just fall or flake off, or it causes him pain, leave it alone for fuck's sake. There's a vein inside the quill that nourishes the growing feather and if it's not ready to fall off the vein will still be present. If the quills don't naturally fall off as they should the bird may be too dry; make sure to provide a warm bath or shower every day during moulting.
