Depends on how your garden is laid out. We let our rabbit outside for most of the day (usually let her out around 8-9 AMish, bring her back in around 5-5:30 PM) and we've put up chicken wire near the places where she can usually escape. ASide from that, the entire backyard pretty much belongs to her, but that's because ours is relatively small.
If your garden is smallish, then all I'd worry about is blocking off gates and such so your rabbits can't dig out. If you have a huge garden, then I'd suggest blocking off an area with some open grass and some foliage for them to run around in and to hide in. Flowers are good too. I know my rabbit love munching on flowers.
If you're paranoid about cats, you could always build a hutch outside for them to run into. The entrance could be too small for the cat and large enough for them to crawl into. I don't have a cat problem, so I don't really worry about that much...
