tank - about 100g for one adult, nice filtration with a protein skimmer, you dont really need a good light so you save here, live rock, some sand, you arent going to keep any corals or inverts/fishes with them. All in all - about $400-800, if you know what are you doing and know where to look for. You might need chiller, uv lamp, of course you need a standart shit for mixing a saltwater. And the tank, of course, should be running for 5-6 month before getting a cuttlefish to setup a stable environment. So if you already have bunch of tanks running in your house - sure, cuttlefish shouldnt be such a big problem. If its your first saltwater tank the risk of you killing cuttlefish in first week you get it is about 95%.

Based on your questions and the fact that you're asking 4chan for advice I'm guessing you aren't experienced when it comes to maintaining saltwater aquariums, so my answer is definitely no. Despite successful captive breeding programs it's also extremely difficult to acquire healthy specimens in the U.S. unless you're a credentialed scientist or researcher.

Nah, 2000 sounds like a reef tank. If we speaking about cuttlefish tank it should be lower.
But op, consider this - 100g tank would weight about 1300 pounds (450 litter tank and 600 kg) with equipments and rocks and water. You have to be sure that your floor will take it. Plus I dont think college would be happy about you busting a tank and 100 g of saltwater (1000 times more corrosive then freshwater) running around your room and down. They usualy dont allow even 20g tanks.
You can have a saltwater tank in a college dorm, google nanoreef, but it would cost you at lest $200 and involve lots of planning. Obviously you cant keep a cuttlefish in there.
The smaller the tank - the harder is to take care of it.

'k. Alternative fish-based pets? preferably freaky looking and freakishy low maintenance, then.

I second that.
OP, how much experience do you have in fish department? It sounds like you want to have a fish just because its cool and flashy and a nice conversation topic - except that you would be tired aof it and will neglect it in a week. Sorry man, I think pets are not for you.
Get something like katana or some tribal mask and put it on your wall - thats cool too and you would not kill poor creature.
