It's illegal, but I wouldn't recommend it anyways.

You would probably need some kind of license, if you got it from Australia. The australians are jewish when it comes to their animals. If you got it from New Guinea than maybe you wouldn't need one.
It would be nearly impossible for the average citizen to keep it alive anyway. I'm pretty sure their main diet is termites and ants.

I worked at a Zoo for two years. We fed them a synthesized insect protein mixture. There's several sites online that sell that kind of stuff, and most vets specializing in exotics also either sell it (usually only mixtures that are specifically for hedgehogs, but it would probably work as they're both insectivores) or could point you to somewhere local that does, if you live in a big city.

I forgot to mention, don't get an Echidna as a pet. They're nomadic, they'll hate their life in captivity. Also, much like hedgehogs, they've occupied a single evolutionary niche for millions of years without needing to evolve, and as a result are tremendously stupid animals. They won't be gratifying pets, aside from looking cool.
