There is a distinct correlation between white + blue-eyed and deafness, and an all-white cat with both blue eyes is more likely than any other to be deaf, but the figures are far from 100%. For both eyes blue all-white, the figure has been reported as anywhere between 65% and 85% likelihood of deafness, one blue eye all-white is around 40% and around 20% in all-white cats with non-blue eyes. That's for both unilateral and bilateral deafness.
But, that's dependent on cat breed as well, only certain cat breeds exhibit this correlation.
Also, there is no such thing as "genes being active around different parts of the body". Either you've got the gene or you don't, you can't have a different genetic sequence in your ear than you do in your toes.
