i'm the same exact way. i don't mind sitting on the beach or in the surf, but i'm not getting any deeper than my knees.

the only time i've ever felt comfortable was in teh Carribean, it was so clear i felt very safe, until i ran into a giant barracuda and stared it down. i almost pissed myself, but he blinked first.

I was fine with the ocean until one day I made the bad decision to buy some gear and go diving like 1,5 meter beneath the surface. Yes, really deep, no? Anyways, it's a miracle we don't constantly step on all the pointy animals down there, and it made me keep to the shore for the rest of the vacation.
