I had the same problem with my GSD/malamute mix dog. The key is all practice and how you go about the situation. DON'T CHASE HER - you're making it a game. She thinks it's fun, so of course now it's her ritual to run away when you try to get her. If running away doesn't work, try lying down - most dogs will go over to investigate and see if you're alright. Never get impatient with her, yell, or hit her/punish in some way when you get her (you didn't mention this but I'm adding it just in case). She WILL remember it next time and she'll just become more reluctant to come to you.
Expect it to take a while, there is no instant fix for this problem. Take her outside and practice come on the leash. If you call her and she doesn't come, go and get her and then praise her as if she DID come to you - you want to really drill that it goes 1) you say come, 2) you two are together, 3) treats and praise like no tommorow. Make a BIG deal of her when she does come. If you need to, get a long leash (20 or 30 feet - you can buy them at any regular pet store) and practice on that before you move offleash.
