I work at a PetSmart. I have bought several dishes for my cats over the years. There has never, to my knowledge, been a pet dish recall. There -have- been (rare) instances of a cat being allergic to everything but glass, but odds are your cat will not have this problem.
Two minutes on Google has pulled up an article (with no references nor credits beyond a reference to another website where it was found) stating that lead, chromium, and other harmful substances were found on child-toy-like dog and cat toys sold at a WalMart and a dollar-store, unnamed. As noted, no credits were given, no way to contact the original author, and if you're really that worried about it, just give your cat his water in a tupperware, or a shallow soup bowl.
You are being paranoid. Also, 99% of EVERYTHING comes out of China these days. Enjoy worrying about the possibility of lead in your own plates and bowls.
