Try to find an aviculture club in your area. Many good breeders take part in these clubs. My first cockatiel I bought for 75 bucks from a pet store - big ripoff - my second cockatiel I bought for 25 from a breeder.
When you buy the bird, find out if you can get his wings clipped by an expert. It sounds cruel but it doesn't hurt and the feathers will grow back later when he's used to his new home. This will help get him used to you picking him up (a lot of birds will fly away at the slightest 'swoop' in height) and prevent flying into unfamiliar objects like fans.
Get ready for a lot of screeching and singing, particularly when you're tired or sick and don't want to hear bird talk.
