Yes, a ten gallon is a minimum habitat size for the average green anole, but those run $12 or so at most pet stores. Likely nothing wrong with the gravel OP was using as substrate, and the average yard sticks aren't infective or otherwise hazardous, really. Store staff should have sold her maybe a 10 gallon tank, screen top with clamp closures, UTH, and a compact UVB bulb, and advised her on the need for mineral supplementation.
