Apply pressure if there is any bleeding still, then once you clean it off, examine the extent of the injury. If the tail is broken, you're going to have to take it to a vet for an amputation, most likely. If they do that they will give you an antibiotic to prevent infection. If it's not broken (that you can tell), clean it with some diluted peroxide, very gently, and watch it for several days. If it shows any signs of going necrotic or continued bleeding, take it to the vet.
