They were brought to the USA in the 1890's. At that time they were all their original color of black and tan. Life Magazine showed President Roosevelt with three black and tan Rat Terriers. American breeders crossed them again with the Smooth Fox Terrier as well as the Beagle and Whippet. The Beagle increased bulk, trailing and hunting ability, along with the red color. Whippet contributed the speed and agility and probably the blue and brindle colors. The smallest variety was derived from the Smooth Fox Terrier and Chihuahua. The Rat Terrier proved to be one of the best in the rat-baiting pits. One Rat Terrier is reported to have killed over 2,501 rats in a span of only seven hours in a rat infested barn. The Rat Terrier is a hard-working farm hand, able to rid an infested barn of vermin with no problem."

rat terriers, Manchesters (excellent ratters!) Jack Russells, and fiests are some of the classic rat dogs, but just about any small terrier will rat for you. I knew a West Highland White who was kick ass in the rat department.

And, as mentioned above, many corgis are great hunters. I've had several who were good ratters (and one that was a passable bird dog, but that's another story.)

But in general a terrier will be a better ratter than any cat.

Yeah, terriers. A longassfuckintimeago my family lived in a small town, at the edge of a field, and there was a grassfire. Drove all the rats and mice into everybody's yards and houses. We had a mixed terrier and a stray cat. The cat would catch a mouse or rat outside, then torture it to death slowly, as cats will do, sometimes taking all day to do it. Meanwhile, the mutt was catching mice and rats, biting their heads off, and piling up an awesome body count.
