Amazon swords will grow decent in almost all tanks. Ideally the substrate would be a little fine, but they'll grow anyway. They do not need co2, but it would make them grow faster, though not if you just have the sad little 28W flourecent bulb that came with the tank. CO2 would be a waste of money for 3 swords, they can do without. I would certainly add more easy plants too though. Some java moss growing on those tacky statues might actually make them look decent (sorry I'm a naturalfag). Pygmy chain sword, dwarf sagitarious, and come cryptocorns would really fill in your tank and make it look nice, all do well with low lighting and no co2.
Yes paint the back of the tank black. It makes your fish look SO much better, plus you don't see filters and cords and shit. Sad to see your white gravel though. Most tetras do not look good over white gravel. A) it whites them out B) it makes them feel kinda edgy, so they often don't look their best or act normal. Oh they will look fine and swim around and stuff, but assuming you like lemon tertras enough to look up the scientific name then you will be missing out on seeing them look their best. Is it worth changing out the gravel, I wouldn't lose sleep ove it, but if it where my tank I'd cover it or scoop it out.
