Nevertheless, heat cycles don't mean squat except that they can breed. There's no maturity levels besides that accompany it.
If you want a dog that is more mature, get a year or older. HOWEVER. You would not have the dog trained-which I believe is best done under a year, preferably aroud three or four months. Training establishes a bond between dog and human, and establishes you as alpha dog. I've personally used it as a fantastic teaching excersice-for example, my dog sits before she gets fed or goes through doors, out of respect for me. I taught her this at three months, and it's ingrained in her memory. Still, old dogs can learn new tricks.
As for size, Shepherds grow quickly. If I felt like scanning, I'd show you how large my dog got within a year-at least to seventy pounds. They do not stay small for long, and /typically/ by one year they're fully grown.
