Any dog can be vicious. The big court case over dog mauling lately was two German shepherds. Those dogs don't exactly have a bad rap (though they are scarier than pit bulls by far IMO).
I don't trust people who are prejudiced against breeds. My family keeps bulldogs, for some reason people thing bulldogs are vicious. They aren't. I've been around a lot, I've never seen a vicious one. Grumpy, yes, stubborn, god yes, but never vicious.
Now, I think there probably should be some kind of license to keep a rottweiler or pit bull, but to completely ban them, or put such ridiculous requirements that most people couldn't afford to meet them, is cruel. Can you imagine someone forcing you to give up your loving pet just because some other people had been dumbasses with theirs?
Yes, some dogs will attack unprovoked. This can be any breed. My great dane could decide that I'm a threat and tear my throat out if she wanted. I highly doubt she will, and I don't expect people to ban great danes just because thy have the ability to cause harm if they want.
