My two beagles like to sleep on my bed, with me. I don't mind, but is this some sort of behavioral problem or are they just friendly?

As long as they aren't spoiled.
If they growl or show aggressive behavior towards you while they are on the bed, that can count as behavioral issue.

I let my dog sleep on the couch, but she moves when I tell her too without any problem.

I've read that allowing a dog to sleep in your bed is showing it thats he's the boss and is the highest rank in your family hierarchy.

just be careful that he doesn't start acting all alpha.

As long as it's on your terms. If ever they act like it's their's, growl, or refuse to get off of it, then there's a problem.
