Bastard neighbours and their bastard dog. Anonymous
All right, /an/. I have a problem.
It's my bastard next door neighbours and their mongrel dog. They've got some hound/pig dog mix puppy for their kid, and like any other bad parents who gets animals for their kids in the hopes it'll make up for them being fucking awful parents, they're neglecting the thing almost as badly as they neglect their child.
The first few weeks weren't too bad; it was a timid, terrified puppy (female) that they fed occasionally and lived under their house because they 'forgot' basic things like shelter for it. There's no fence keeping it in, and even though it doesn't wander, it obviously regards my yard as its own. So it started growling at me when I went into my backyard and within a couple of days it actually came to my front gate and attempted to stand me when I opened it to get my car out. It barks and howls intermittently all day and night, every day and night, until one spectacular early morning it sat underneath my bedroom window and went INSANE. And didn't stop.

I work long hours in a high stress job and I'm an insomniac to boot. Anything that disturbs my sleep on the rare occasions I get it is marked for death. So I did the usual, leaned out the window and bellowed at it, got up and went outside when said bellowing made things worse. I attempted to roll out the hose but the nozzle fell off so I went back inside and tried to make the best of an early breakfast. It quietened down when I went back inside, but the moment I opened the fridge, off it went again, got worse when I opened the cupboard... so this time I got a bucket of water. Given that the way the thing didn't run from me this time it seemed very likely that it felt that it had won the war for dominance. Which allowed me to get close enough to dump the bucket of water over it. It ran off yelping like I'd kicked it.

Intermittently throughout this entire episode I'd heard the voices of the owners cooing at it and telling it to quieten down, although they were too fucking lazy to actually open the door and discipline it. So, obviously, they heard the yelping because the next day when I came home its muffled cries told me they'd locked the mongrel in their house until they came home. God forbid that they'd do anything that involved work like making a secure yard, providing decent shelter and- oh my, my delicate, exhausted nerves!- training it and walking it. So they've been keeping it locked in the house when they're not home and chaining it in the front yard when they are. It's a hot, sunny day today; they've put the chain out of reach of shade and while they've provided water, it's in a metal bowl sitting dead set in the middle of the sun. The puppy is whimpering and shows every sign of heat stress. I hate these people. And their house is a fucking eyesore. It's a year away from being condemned, there are rusty cars out the back and a half-finished cinder block building that will never be completed.

So here's my quandary, /an/: it's vastly tempting to get some snailbait and put the dog out of everyone's misery, although I don't usually hold with killing animals of they're not dangerous and you don't intend to eat them. The kid is sweet too, even if she shows the same signs of neglect that will doubtless turn her into a junkie before she hits her sixteenth birthday and I'd rather not traumatise her further by killing her beloved puppy, even if it obviously isn't long for this world. I haven't tried calling council yet but I've heard they're pretty neglectful regarding pets. This is a country area and they tend to worry more about cows
on the road.

What should I do, /an/?

call animal protection, if the dog isnt given basic things like a shelter or is underfed they can take it away. I doubt they'd bother trying to keep it listening to your story.

Contact your local humane society, or a rescue of some sort. They will get the law on their side. Or you could call the cops for public disturbance. If things are really bad with the kid, you might also consider social services.

noise and water don't make you dominant over a dog. if it's small enough that it can't hurt you, flip it over, hold it by the snout, and stare into its eyes while growling. don't let it squirm free.

it's probably a better plan to just call the authorities or talk to your retarded neighbors, though.

I don't know where you live, but here in Cali it's illegal to keep a dog tethered outside with no shelter for over 3 hours.
Also, a barking dog IS considered disturbing the peace, and once it comes into YOUR yard, it is seen as a real problem. Our neighbors once reported us when our dog barked (which was bullshit, their dogs have been so loud they only reported ours because it was a pit bull and they didn't like that) and its the police's job to respond, investigate, and lay on a warning. Enough warnings and I'm pretty sure the dog will be taken away.

if you don't want to do that, just try to befriend the dog yourself. Give it good food, and when they aren't there, train it yourself. You could also go over there and speak to them, personally, about the dog, and threaten to report it if they don't secure the yard.

You can call the cops, and you can also sue. One of our neighbors sued another of our neighbors over their barking dog, and they won. They had to find it another home.

It's still a puppy and it hasn't been trained, so of course it acts terribly. Just give it time and it will probably choke on your redneck neighbors lawn debris soon enough.
