I found a lot of birds like that that had fallen out of the nest and were just learning to fly. I just check them over and let them be on their way(as there was adult birds squawking at me).

I'm not an expert on baby birds but it looks like it can start flying.

It has been be attacked by my neighbor's cat yesterday evening, one of it's leg seemed to hurt a bit, but it's fixed now

unless it can't, i'd advise you to go to a wildlife rehabilitate to care for it until it can.

Very True. Search up any websites on finding an injured bird

They will tell you many younger birds are only learning how to fly, and are NOT hurt. Just leave them be or if needed- move them to a safer place with lots of bushes and low limbs
