try to remove most of the algae and get a bunch of plants, buy a fertilizer for aquarium plants to make the plants get the upper hand. if your tank is exposed to direct sunlight, move it. The fact that your fish hangs around at the surface proves that there is not enough oxygen in the water (the surface water is richer in oxygen, so it has to stay there in order not to suffocate) In such a small tank I recommend that you get a small filter pump that pumps about 5 gallons/hour, make sure the outlet it aimed at the surface. any surface movement oxygenates the water. feed it once or twice a day.
I suggest that you get a bigger tank though, the bigger it gets, the easier it is to take care of it. and your fish will be happier.
