Contact the ASPCA. Depending on your state, the owner can be fined and locked up, and the dogs possibly Euthanized if they fail an aggression test. Additionally, most states have leash laws- it is the owner of the dog's fault for allowing his dogs to roam without a leash. Also, it is illegal to allow dogs to roam unsupervised. Pit bulls are illegal in some states due to their aggression.
If the dogs are ownerless, contact the local pound, inform them of your loss, and they will also test their aggression, and either have them up for adoption, or humanely euthanized.
This is the best way to go about the matter, and probably the best "revenge" an individual could get. Although, I use that term very lightly. Just going out and slaughtering the dogs is inhumane.
Although I do feel for your loss. I took care of some kittens a few years ago, and I was watching them romp around in the grass, happily when this giant pitbull came out and within seconds killed 3 out of 4 of them, 2 instantly, the other died on the way to the emergancy vet. The dog was a stray, so it was later picked up and humanely euthanized at the pound due to it's aggression towards other animals.
