No one is allowed to use a boat on the lake, as the fishers of the city are the owners and want to use it alone. Sometimes they're fishing with motor boats. I don't think they would allow any sewers as it's actually a "fishing pond" for them.
Like already mentioned, there's a cove right in front of the garden and the wind always lets everything people throw into the lake on the other shore, like bottles, and plastic-wrappings, same goes with stuff like those algae.
