Olive oil does do a decent job of killing mites, but it's quite messy, especially to use on the animals themselves. It should be safe to use a kitten-safe flea shampoo on the rat itself (you should even be able to get a waterless shampoo). Olive oil is as good as any commercially available product for the cage itself. Finally, go to a pet store and buy a "Bird Protector" (you can get them at PetSmart for about $3, may be some different equivalent at other stores); hang it on the cage and it'll finish the job.
