Because they're small, and have less energy than a dog of the equivalent size. As many people move into the cities space becomes limited and an animal that's sedate and happy to live in a small area becomes more popular than, say, a dog that will demand to be walked every day, which can be difficult both because of area and because of the work hours some people have. And a lot of people just like cats, too.
