Sure. Mice are inexpensive. But I would of shaken or slightly stunned the mouse before giving him to the lizard. Mice have nasty sharp teeth and can do some damage points to your reptile if it isn't a fast clean kill. I've had a mouse bite my ball python b4 and he bleed like a mother fucker. So now I shack up the box they come in a bit so they are dazzed. Plus my snake is now 16 and his eyesight is a little bad, so we work around that.

It's a ball python.
It's winter.
Ball pythons go off feed all the time.
If he isnt losing weight and is healthy, dont worry about it.
Also, monitors fucking kickass.
If youve never kept a monitor before I suggest Ackies, and Timor monitors.
Some people will tell you Savvanag monitors are good for beginners, but they are infact not.

well he does seem to be losing weight. I see skin I can pinch. My heat lamp just broke two days ago.. Think its ok for a few nights without the lamp?

A few nights without a lamp is ok, but if he is new you need to get into a routine. Some snakes just have trouble feeding. Have you tried mice from different places? I know some batches from one store my snake won't eat. But my snake is kinda unique. I got him when he was six weeks old - it was a present. I tried feeding dead pinkies and nothing. I then tried alive pinkies and again nothing. I then tried a small mouse just for the hell of it and bingo - he ate an alive mouse at 7 weeks old. Haven't had a problem ever since. Most people end up getting rid of their snakes because of not eating. If you have had him checked for mites, parasites and other problems and your dr says he is fine I wouldn't worry about it. If it becomes dire you can force feed him/her - talk with your dr about that in another two months if it hasn't eaten.

But what would be better than a heatlamp would be an undertank heater. Seeing as Ball Pythons arent basking snakes like say, a Boa Constrictor they do much better with under tank heaters.
A Zoomed undertank heater is only $50 bucks or so. Hook it up to a thermostat so you can adjust the heat setting and youre good to go.

for some odd reason when I turn on the under tank heat pad my snake runs away. Its not even that hot at all but he just goes away to the other side. I have no idea what his problem is o_O. ball pythons are weird

It depends on the species. Some of the smaller Australian dwarfs make good pets if you know what you're doing but most species are expensive to properly care for and require very large enclosures (expect to spend between $300 and $1200 on a proper enclosure, depending on whether you have the tools and skill to build it yourself). They're not like snakes that need to be fed once a month either... they need to be fed like twice a week to stay healthy. Apart from being slightly easier to properly feed they're a lot like green iguanas... cute as babies but most people don't know what they're getting into.

I've had a Varanus indicus for a little over a decade.

My monitor (a Savannah Monitor)

He's like a puppy, one of the best pets I've ever had. But most of them are not good pets, you have to be really good at taming them and get a really good lizard for it to be a good pet to hold. If you have it just to observe, then they are a great pet, however they do tend to burrow and hide a lot of the time.
