Pretty sure the "wings" that aren't matted hair are actually very loose skin, and make for very fragile cats.

I'm a Minskin (no hair/furpoints, short legs) breeder, but I don't think I'd be all for a cat like that.

As for OP's picture, it is very...Interesting. I can't tell, are the ears oddly curled forward, or does it have an extra vestigial pair? I've seen four-eared cats, but I don't think breeding them would be all that healthy, nor do I know if it's even an autosomal trait. The American Curl is perfectly healthy, however, and the Scottish Fold can be a healthy cat if you're an ethical breeder. So if it's curly ears, I think it would be an interesting addition.

aparently. winged cats arent that uncommon. there are 3 causes
1) matts of long hair
2) FCA a skin condition
3) vestigial supernumerary limbs.

in the latter two the cats can actually 'flap' their wings and have muscle and nerve fiber in them.

what i wanna know is why somone hasnt rounded up alot of these cats and bred them to make a new species
