Um, it's not starving, I promise you it's some ones pet. Cats can be very moochy even if they have an owner. I've heard stories where 3 different people in the same neighborhood own the same cat without knowing it went to the other houses.

This is true.

A cat belonging to one of my neighbors has adopted my family and mooches off of us daily. He hangs out at my house more often than his owners house because they have stupid dogs that chase/attack cats. Also the neighbors suck at owning animals. Their cat used to have a sister.

Outdoor cats get dirty. If your feeding it, it has no reason to leave. Don't feed it for like 2 days and see what happens. It won't die, it looks fine.

Last month I found a stray cat in the neighborhood. He was pretty small and starved, but he was extremely affectionate and came up to me immediately. I've never really seen a cat that was so friendly and he kept coming back, so I took him in. It would have killed me not to. =(
