When they replace wire, they run it loose across the poles to the point where it hangs down to the ground, they then use a machine that pulls the slack out of the hanging wire so it gets strung tight. Sometimes animals, like the moose or ram, get caught by the wire as it is pulled tight.
The machine is made to pull a huge length of wire, and since several miles of wire weighs a lot, the machine is more than capable of pulling the weight of the animal up also.
