Not sure, but you might run into legal issues.
Owls are birds of prey and some countries only allow educated falconers to own such birds.

Yep. It also depends on the species. Some species are considered endangered or threatened, and in that case you can't own them at all.

It's also typical that you can't own a native local species as a pet.
