First time posting and the such.
I recently got a chinchilla, and have had it for about a week now.
He's really awesome and is opening up to me great.
My cat seems to be afraid of him (I haven't let them out together, and I don't plan on it) or just stares at him.

But, all of a sudden this morning, he's been acting rather weird. He's super timid again, when I opened the cage to let him out like I usually to do let him run around, he would come to me, and then run back into the cage. He did this about five times or more before running around my room for a tiny bit.
Usually he jumps and runs and spins and shit.

I also noticed it looks like around his eye his fur is different. Like, some of it might be missing. It wasn't like this before, and I have NO clue how anything could have happened to him.

Have you taken him to the vet yet? That's a top priority for when you get a new pet.

Maybe the cat, like, raped him during the night. Or something.

Give him his dust bath daily to upkeep fur for future skinning.

Either the cat tried to grab him and he dropped some fur, or he got a good scare and dropped some fur. Either would give him reason to be skittish the next day, chinchillas are slow to forget.

Also they drop fur as a defense mechanism - something grabs it, the chinchilla lets the fur come off and gets away. It will grow back over a few weeks and is nothing to worry about.

I dunno if you could get one legally, but if you'd care to spend five minutes with a serach engine, you'll discover that these beasties need some serious climate control in order to survive. So unless you live near a snow field or can afford to spend a fortune in air conditioning whilst simulatneously freezing your arse off, you'll discover that one of these fuckers would probably not be practical in most areas of Australian. Hence, your question, my dear fuckwit, should not be, "Can I get one of these in Australia?" it should be, "Is is practical to keep one of these in Australia?" Generally speaking, no, because even in the coolest areas there is the potential for sudden heatwaves. Which, from what I read, if not very healthy for a beastie like this.

In other words, chincillas are not the pets for stupid people. Which rules out you, you fucking moron.

Unfortunately, under Import Condition C9086, the importation of live chinchillas as pets into Australia is prohibited. Chinchillas may only be imported into scientific institutions approved by quarantine or registered A class zoos, where they are held in permanent quarantine for the remainder of their lives.
There is currently no protocol in place for the importation of chinchillas into Australia to be kept in a domestic situation.
Protocols for the importation of chinchillas are not anticipated to begin prior to 2004.
If you would like to be kept appraised of changes to AQIS policy you should complete and return a Stakeholder Registration Form. These forms can be obtained at http://www.affa.gov.au/stakeholder.
I should point out that the development of such policies takes several years, largely due to the fact that the work agenda in Biosecurity Australia is fixed for the next three years.
Please be aware that AQIS operates under the Quarantine Act 1908 which states that any animal arriving in Australia that does not fully comply with Australian import requirements will be immediately returned to the country of export or, in extreme circumstances, euthanased at the ownerÂ’s expense. Obviously this would be a most undesirable situation to all concerned.

I keep chinchillas. They are one of the most delicate creatures out there. They almost don't exist anymore except in captivity.

If some got loose in Australia, they'd die of heatstroke in minutes. Or die of hypothermia in the first rainstorm with nobody to dry them off. Or one of many other things.

I agree Australia and New Zealand have been fucked hard by imported animals, but chinchillas would be the last thing I'd expect to overpopulate in Australia. Or anywhere really. And if they did, fur hunters would just wipe em out again.

RE Climate control:
It's not so bad. Where I live it's 90-110 Fahrenheit all summer, so I live in AC set at 72 degrees. Feels great for me, and the chinchillas love it.
