There is a chemical in chocolate (theobromine, maybe?) that is toxic to dogs. In large enough doses, it will kill them. However, the effect on a particular dog depends on a lot of things, such as the dog's size, strength of the chocolate (dark is worst, white chocolate is not as bad), and the individual dog. Some dogs are just able to metabolize it better than others. I think your dog sounds like it will be fine, but just because you hear people say "oh, i used to feed my dog chocolate all the time, it won't hurt your dog" doesn't really mean shit, so be careful.
Basically (and this could answer a lot of questions on /an/), if your pet seems visibly ill, take it to the vet.
You can force it to puke if you need to by giving it a couple of spoonfuls of hydrogen peroxide, but do it outside, 'cause the puking is IMMEDIATE.
