Just because you are feeding the Budgie doesn't mean he associates you with the food. There could be some other, greater concern it has.
As far as training the Budgie there are a couple things you can do to help out. The comments already posted are good. In addition, when you are giving him a treat make a noise, nothing that would scare him. Maybe something simple like "Good" and everytime he gets a treat you say the same word in the exact same way. Birds pay a lot of attention to vocalizations and he will eventually catch on that he hears that noise when he gets a treat. This is what trainers call a bridge and it will allow you to communicate more effectively with the bird. From then on, anytime he does the right thing, tell him the word. You don't need to treat everytime once he understands the association. In fact, randomly treating is much better as the bird will try harder.
