It's not. An untrained dog could get loose and attack animals, or bark and distress them. Places full of wild animals are not a good place for predators, domestic or not, to be.

Yeah, dogs at a zoo are more interested in the people than in the animals.

It makes some of the animals freak out in terror, though. I went to a petting zoo with my dogs once and while they didn't really care about any of the animals, most of the animals tried really hard to get away from them. The fox hid in its log, the raccoon climbed the walls of its pen. The coyotes were the only exception.

Yes, coyotes at a petting zoo (although you're not encouraged to pet them). Coyotes like dogs, I guess it's nice to see your cousins.
