Ok, /an/, unless you want one dead bird on your hands then you better tell me how to shut this thing up, and fast. It's a cockatiel, if that makes any difference. And I know I not all of these things scream like this, I mean it's gonna damage my hearing soon.

Throw a blanket over its cage. Cockatiels are weird creatures that get scared by almost anything they see, including bright colours.

If that doesn't help, you could also put it in a quiet room with less noise to startle it. Mine used to react to noise a whole lot.

How often is he let out of the cage? He could be screaming because he's bored. You shouldn't do it while he's screaming or you'll just encourage him to scream more often to get out more often, but I'm inferring you're a newbie with birds/just don't care, so wouldn't think to let him out much.

Unless it's hand-raised, cockatiels are pretty much the worst pets ever. The shrieking is normal, particularly if it's a female (who aren't as vocally skilled). The blanket trick will eventually kill it if you do it too much, as will locking it up in a room alone (at least give them a TV to listen to), but I've been guilty of using that tactic for short periods of time. Another method that might be considered cruel by some people is shutting it up with food - millet vines work well.
