Yes, obviousy. However, that's why they make several different watt bulbs, or you can even use multiple bulbs. It's fucking better than nothing! It will keep at least some portions of the tank warm enough for most reptile species, especially if you use a spotlamp. You will need two incandescent bulbs (a day light and a night/infrared light for warmth) and a fluorescent light for UVA/UVB production. Many incandescent bulbs are labeled as "UV light producers," but this is misleading as they do not produce it in a frequency that is usable by reptiles. Also get a thermometer so you can monitor the cage temperature.
Sounds like a lot of expense to maintain a reptile? It is. If you aren't prepared to shell out quite a bit initially to get a decent cage set-up, then don't even bother.
