About that looking thing, it's completely different from dogs. For birds looking at another is a way of saying that "this communication is for you specifically, and not for all birds around here in general".
As for "tricking" him into coming out? That's not trickery, that's play. Parrots love that sort of thing. Hand-feeding, whether with young or adult animals, is one of the best ways of gaining their confidence.
