Well, I'm a type I diabetic myself. All I can say, is that you need to measure your cat's blood sugar, based on that you inject the insulin. It's good that you give the cat a dose every 12 hours, to cover the base, but animals and humans also need insulin before every meal, to counter the hyperglycemia (high blood sugar). If your cat is eating something with carbohydrates in it, you need an additional dose. Also, the shaking/shivering may be cause of the low blood sugar, I highly suggest you to check it, and lower the basal dose if needed.
