birds have a pretty high metabolism, so them not having access to food is pretty bad. Where they without food for 24 hours then, or for longer? While it's possible that the bird might have starved (if it was skinny already before that), it may also have been sick. If you have other budgies who shared a cage, then this could be bad--especially if whatever germ that one bird has was transmitted to any of the other ones. I suggest bringing the dead bird to a vet or similar and see if they can tell you what the bird died from.
But yes, you should generally have a bird have access to food 24/7. When biologists are doing studies on how birds react to food stress, they take away access to food for 6 hours a day. 6 hours is a big difference from 24 hours, yes?
