Either try to secretly keep them, or leave them with a trusted friend or family member while you live in whatever place you're moving to. When looking for a new apartment, it's generally considered smart to check BEFORE you sign a lease or whatever to make sure your landlord allows pets. For reals, I wouldn't move somewhere if I couldn't take my pets.
Animal shelter is probably a bad choice - the staff will probably be unfamiliar with ferrets and they might not get good care, not to mention they might end up euthanized. If you absolutely must give them up, at least look up a proper ferret rescue organization.
