so, i has a few questions for those of you who know about these things. my apt has a no pets policy *cries* but my landlord said okay to a small fish tank with fishies. so, does anyone have any small, not boring, fresh water fish suggestions? also, is city tap water okay, or should i be filtering it? (pic is of my cat who lives with my parents due to the sucky no pets policy here)

There's this stuff that you put in city tap water to make it less crappy. Any store that sells fish will have it.

How small and not boring do you want? Do you want a bunch of fish, or just one?

i think i want a few fish. how many will depend on breed and how big a tank i get. i'm thinking just a few gallons. and i don't want gold fish because they are hella lame. something pretty and interesting and relatively cheap. maybe aggressive so i can get some guppies and watch fun ensue. or maybe one of those stripey shrimp thingies. i have no idea.

Standard goldfish are pretty "hella lame", but there are some nice varieties out there. Also, you can feed them snails and that's entertaining.

If you get a stripy shrimp thingie, you can't have anything else in the tank, because it will get eaten.

My family has taken care of freshwater fish nearly all our lives.

Guppies arent very agressive, get some fancy guppies, those are cool fish.

Your tap water may be fine, ask an aquarium specialist if theres any bottled water that may be best. AS LONG AS you keep the water sitting for 2-3 days, before pouring in tank. In open air but where nothing will drift or fall in. You cannot just pour water straight in, let it sit for a few days in buckets or in the bowl to dechlorinate. You can buy a 3 in 1 water conditioner also.

Plants- taking care of live plants might be too much for beginner, I havent done so, if you do go for fake plants, EBay is seriously the best deal.
Your aquarium should have a water filter, there's good 5 and 10 gallon water filtered tank kits out there, everything in a box.

Whichever fish you may get consider also buying a Stress Zyme formula. This helps the fish when suddenly brought to new water types.

When you buy the fish, let their baggie sit in the tank for about an hour so the temps in their bag and the tank stabilize, them just empty them right in.

Oh and, allow 1 to 2 gallons of water space for each fish you get

If you get a 10 gallon tank then no more than 5-10 fish, let them have good space to roam.

Buy fish in odd numbered ammounts, if you were to buy 2 fish they may go against each other. 3 fish of same species wouldnt fight or pick on each other as much.

I agree with the siamese fighting fish guy, although I think it's just asking for dead fish to put them in the same bowl. I've known some people with them who thought they exhibited real personality. They have bowls with a divider down the middle, too, if you want some interaction without floaters...
