Sorry, you just have to buy yourself some netting and drape it over the pool and the surrounding area. I find that just draping the netting over the entire pool enclosure, and cutting & wrapping the gate area separately to allow thoroughfare is best. You can just take away the netting when you need the pool for a party, pigeons aren't THAT stupid to go near the pool when you're thrashing aorund in it.
Once the birds realise that the water source is cut off (say, give it a month), you can either opt to remove the netting or even construct a series of semi-permanent supports to better hold the netting.
