Most aren't illegal in Arizona. You just need a valid state hunting license and need to adhere to the bag and possession limits. I think it's 4 Regal Horned Lizards (the ones you find in the Superstitions with the full crown of horns) per household you can keep legally.
Nearly every reptile here is legal to collect and keep with a hunting license apart from Desert Tortoises, Narrow-Headed Garter Snakes, Twin Spotted Rattlesnakes, Gila Monsters, Massasuagas, and Ridge-Nosed Rattlesnakes.
You must have collected a Flat-Tailed Horned Lizard to get that fine, because everything other species is legal to keep up to a certain number. Shit sucks for you but the lizard got lucky cause you would've killed it with that horrible diet.
Funny thing is that it's illegal to release animals you've collected and kept in Arizona. They don't want you introducing pathogens into the wild, so your only options are to either keep it, gift it, or surrender it to whatever organization. You can't sell any of them out of state (not sure about in-state) without a shitload of problems.
