Bleach contains sodium hypochlorite which is a very strong oxidizer. It destroys a lot of organic compounds...including the active oil in poison ivy, and bacteria, virues, fungi, etc.
While bleach is not exactly the best thing to put on yourself it's not really dangerous if you wash it off very quickly. You can think of it like a very, very, strong soap. It's not as if bleach will dissolve your body the instant it touches you--like, for example, the way acid or bleach is depicted in movies.
