My roommate found a stray dog; we're keeping it in the backyard until we find the owner. I mentioned it to a friend of mine, and she pointed to a house on my block and said that the dog lives there. Unfortunately, she also told me that they beat and starve the dog. He is in bad shape, all skinny and timid. He jumps three feet whenever anyone makes a sudden move.

So I'm faced with a dilemma. Should I tell my roomies that I know who the dog belongs to so it'll be sent back and abused and neglected more, or should I keep quiet and see how things play out?

I'd say if you have the time and resources, go ahead and keep the dog. If it's going to have a better life with you, and you can play with it and love it, then I say that's more important than who its "proper" owner is.
If you get caught and the abusive owners take him back, call the SPCA on them.

If it is malnourished and ill taken care of you could just call the SPCA, tell them you found the dog and have them take it. If they believe it is being abused they won't give it back to them. Alternatively you could give it to the SPCA, tell them your neighbors dog was running lose so you put it in your yard but couldn't get in touch with them, then make accusations about that stuff so they specifically have to look into it before they return it.

Alternatively you could just keep it if you want to.

Why would your roommates suggest sending the dog back to the owners that beat and starve it? I should hope that if they see what bad shape the dog is in, and you tell your roommates that the neighbors did that to the dog, they would want to keep the dog AWAY from the sick assholes across the street.

Also, please call the ASPCA and report the neighbors so that they will be forbidden to own animals anymore. This depends on the state you live in. It would be really nice if they got what they deserved for beating and starving and an innocent dog.

If you want to keep the dog, do it, but don't leave it alone in the backyard. Dogs are social animals and NEED to be around other dogs and/or people. Please don't just lock it in you backyard and forget about it. If you can't bring it inside then give it to an animal rescue.

Also, go throw bricks through the windows of the neighbors. I'd feel a lot better.

He can't keep it AND call the SPCA as technically I believe that would be considered theft of some kind if he knows who it belongs to regardless of whether they treat it good or not.

I'm sure if you called the SPCA and told them you were interested in adopting the dog if it was taken from the owners than they'd be willing to work with you on that.
