Personally, I think this is a stupid debate.
However, I'll give you my opinion.
I believe the two species are generally equal in intelligence. They ways each species shows it and the ways we perceive it are different, but just because cats are not social and obedient does not mean they are less intelligent than dogs; likewise, just because dogs will obey you and tend to be more socially dependent than cats does not mean they are less intelligent than cats. They are DIFFERENT.
That being said, intelligence in this case needs to be measured by the individual animal, not the species as a whole. There are a lot of really stupid dogs, and there are a lot of really smart dogs. There are a lot of really stupid cats, and there are a lot of really smart cats.
Case in point, my dog is smarter than my cat, I think, but he is not smarter than all cats, nor is he dumber than all cats. There are also a lot of dogs smarter than him, and a lot of dogs dumber than him.
But to those talking about cats opening doors, dogs can do it too. For example, I once locked myself out of the house. My dog had apparently learned how to operate one of the doors, because he let me back in when I told him "Open the door." This particular door was of the sliding variety, and the locking mechanism was a wooden stick placed in the door's track. From watching us, he learned to first paw out the lock, then jump up and push the door to the left.
Likewise, my cousin's dog can open doorhandles with her mouth. However, I've seen dogs that won't push open an ajar door. I really think it depends on the individual.
