Anything that goes in a regular small animal cage will go in a bird cage ON THE FOLLOWING CONDITIONS:
1) The bottom is not easily removed. Many bird cages have slide-out pans which could be wriggled out of. 2) The bars are not wide enough to allow the animal to escape. Things like rats and mice can squeeze through spaces between bars with relative ease.. 3) You will offer things like platforms and hammocks. Unless it's an oddly shaped bird cage and very wide, that base isn't going to be enough in the way of living quarters. 4) It's actually meant for pets. Antiquey, decorative bird cages aren't always made out of animal-friendly materials. 5) It's actually large enough to house whatever you're thinking of getting.
Since you used the word "small," however, I'm inclined to say you probably won't be able to fit anything in it comfortably. Mice and hamsters would very likely be able to escape, and I would not try to stick a rat in a tiny cage.
