Assuming the surface is pretty durable (glass, boat?)

MEK Methyl ethyl Ketone, buy it at hardware stores everywhere, dirt cheap, dissolves many organics.

muriatic acid (AKA deluted hydrochloric acid) Buy it by the gallon at walmart/target/anywhere in the swimming pool chemicals section.

Haven't found much I couldn't put a dent in with one of these two chemicals

might want to do some scraping or pressure washing first though

I was at a party as a kid once, and we we're throwing a ball around, and someone tossed it into those straights of water between the island and the ocean (barrier island?) anyways, I ran out to grab it, and cut my feet up something fierce, but since I'm superman I didn't get an infection.
