Is that bear a cub? Maybe its alone and lost? It looks big enough to be at least a year though. I saw a documentary about people who work somewhere in the polar region. One day they saw a little polar bear that run around after them. The guys said the bears mother had probably died and the cub wouldn't survive long on its own. There was nothing they could do about it.

The dogs would. The hunting and guarding kind are kinda insane like that. Finnish spitzes can be awesome dogs for bear hunting. They just run around harassing the bear and keeping an awful racket at the same time. No bear hunting dog is supposed to really attack the bear only to get pwned. Actually its kinda funny how a good bear dog can keep the bear sitting down, at least the male bears...
