To get a cat to be mellow and nice and friendly, you have to be a dick.
When the cat walks past, nudge it with your foot. Don't kick it and break ribs, but poke it with the end of your shoe. Show that you know it's there.
Take every opportunity to touch the cat. Even if I'm just walking past, I pat my cats on the head, or say hello. You have to show that you know they are there, that you are happy with their presence. Touching the cat should be equal to a nod of greeting or saying hello in humans.
When he bites you, cry. Don't break out in sobbing, but make a sharp sound like "Ow!" and take your hand away. Every time he does something you don't like, make that sound and move away. He will start to feel guilty, and become gentle.
Don't get a new cat, it will make things worse, and the kitten will be too stressed over the "asshole" cat to deal with its new environment.
It may be your cat is genuinely a jerk. That's okay, find him a new home, and then read up a bit more about cats, and get a new one.
