I inherited a gerbil.
It's going crazy in a tiny little cage, scrabbling at the plastic walls all the time. I understand that they're rather social and industrious creatures, and that a small tank without company is not ideal.

However, I am not able to get a larger tank and I'm unwilling to buy more gerbils.

How do I help this poor creature? I generally toss paper and cardboard tubes in there, which keep it occupied momentarily - but eventually, it goes back to scrabbling, trying to dig through the plastic.

Anyone have any luck with these things?

Oops, never mind. I sat on it.

I had 3. (two together, one on his own) The one on his own lived longest. They just dig dig dig like mofos, it's instinct. Not much you can do for them unless you buy a giant-ass tank that's deep enough to burrow in.

Let it run around the room, see if that helps. Just keep an eye on it and be prepared to do some crawling to retrieve it.

Get a large clear plastic storage tub. You can get one for like $20 at the megamart thats five times the size of an aquarium. You'll have to butcher the lid a little for ventilation and make sure there are no edges on the inside that the gerbil can bite onto. If they get an edge they can make an escape hole in like 5 minutes.

Making holes is all they do. It's almost admirable in some strange cohesion.

Check out how deep they have the bedding in some of those cages.

If you can't get another one, befriend the gerbil. Make it your little buddy. Be patient with it. Love it.

Why are you limited with your cage choices? You could get a ten gallon fish tank for about $10, maybe another $10 for a locking screen top. You could fill it with your gerbil-safe bedding of choice, tunnels, tubes, whatever. That'd probably cut down on the noise, too. Offer a dust bath for a bit. Research. Or find someone who'd be better at taking care of it than you.
