To answer your question, yes, rats do make good pets. They're intelligent, can be trained to use a litter box, and tend to be very sweet, affectionate pets. They're not at all like what most people would assume.

if you look back a few pages there's probably a lot of rat threads. I swear there's a thread asking how rats are every goddamn day, and it gets tiring having to type the same shit ten times. But here you go.
They're terrific pets, and not like what you'd expect a small rodent to be like. They are very affectionate, like to be held and pet if raised properly. They can become really attached to their owners, and that rats I had would run up the front of the cage when I'd come near it. They can be trained to do simple tricks, use a litter box, ect. Male rats will happily sit on your lap/shoulder and chill out with you. Females are a lot more active and tend to treat you like a giant jungle gym, but they can be sweet, too.
Your best bet would be researching some places and finding yourself two males (preferably brothers), getting a huge cage, a bunch of rat books, and have some fun. Really rewarding pets, even if they don't live long.
