For future reference, freezing can hurt a fish because it will feel the ice crystals forming in its body as it tries to move.
The least painful way to put a fish to sleep is to quarantine it, then add some clove oil to the water. Clove oil is used as a sedative for fish undergoing surgeries, so using a bit of clove oil will put the fish to sleep, and a bit more will send it to the "big sleep" without hurting it.
I had a goldfish that was really ill with no chance of recovering, so I ended up asking a local vet since the fish had suffered enough with its ailments. (hematomas, no swim bladder control, a fungus that ate its fins--as hard as I tried, nothing helped it)
