be very patient. Act calm around the bird, move slowly. Offer it treats like little pieces of fresh fruits, raisins etc.
Hold the treats between thumb, index and middle finger to get it used to your fingers. After a while start wiggling your index finger while you hold the treat with thumb and middle finger. This will get the bird to get used to your hands even more.
TALK to the bird, with a calm, high voice.

That's how I tamed mine, years ago. Patience is most important though.

Most of that advice is good enough, except for "talk in a high voice". No. No no no.

No matter what sort of bird you have - from finches to macaws - you need to talk in your normal voice, unless you really WANT him to only respond/be calm around you when you speak in a high, twittery baby-voice.

There's no reason to talk in a high voice, and in case OP is a male, it would just be silly. Talk to your bird, yes, but do so as you would to a person.

Also, laddering, which is basically (once bird is used to hand in cage, and sitting on hand) taking the bird out of the cage when it's happy and comfortable, then repeating the "step up" command, switching from finger to finger.
