Everytime I touch my cat it will stop sleeping/eating/whatever it was doing and look at me. But when I touch its tail it doesn't. The other day I poured water on its tail and it didn't even move. So my question is, do cats not know they have a tail?

Maybe your cat simply has no feeling in its tail. Normal cats react to their tail being touched.

Most cats I've owned don't really do anything if you play with their tail but they will get annoyed eventually and walk away. And yeah...they generally look at me too if I pet them. ...hm, wonder why that is? I know they feel the tail cause if you step on it or rub it the wrong way they screech\get angry. Guess they just don't care

Cats are normally very sensitive to things touching their tails. You should probably bring it up the next time the cat's at the vet. I assume that if a cat can move its tail it can't be paralyzed along it, but it could have no feeling there for some other reason.
