It is probably because only one species (in New Mexico) is federally listed as endangered or threatened by the ESA, and none of them are listed according to CITES. A few states may list them as "endangered" in their state, but, as populations overall are healthy, this is not a federal designation. Therefor, there is not going to be as much federal funding toward preserving a fairly healthy population as there will be toward the more critically endangered species such as condors and red wolves.
Also, I don't know where the fuck you live, but most of the folks I know who kill rattlers in their property would have no problems popping a dog, too. People who are concerned enough about their family, property, and livestock to actively kill rattlers know how dangerous dogs can be, too.
