I'd work to cure the root of his problem (his weakness) before doing something so drastic as to cut off parts of his body. Consider a couple of things here, too. The stress of a procedure like that might be enough to kill him, if he really is weak. If the stress didn't directly kill him, it could make him vulnerable to other health problems (infections, fungi, etc). Also, his fins are going to grow back, so you're looking at not just one incredibly stressful event, but many.. possibly for the rest of his life if you really insist on doing it. I can't see how that would be healthy for him.
