Can't get an eagle as a "pet" you would have to get a falconry license.
Here's what you would need to do to LEGALLY get an eagle.
Build a mews (pass state inspection) pass falconry exam find a sponsor (required for apprentice license) apply for license (state/fed combo if lucky) spend 2 years as an apprentice (redtailed hawk or american kestrel only in most states)
once you get to general level license you can look at getting an eagle.
You would have to weight your bird daily, monitor diet and training, hunt regularly and be prepared to spend lots of time training your bird.
It is more of a lifestyle than a hobby.
Raptors, in general, are protected and thus, strictly controlled.
