Many cats are very sensitive right where the tail meets their back. If you rub it like that, they could act like this. Sometimes it can be a problem, and that spot can become irritated. If your cat starts flaking dry skin/licking that spot repeatedly/loses hair there, then it's probably irritated (assuming it doesn't have mites or something).
In this case, vets can give some steroids to make it stop being as irritated. It usually works with one shot, but sometimes takes more.
