He bit because when cats mate they bite the back of the neck to hold the female in place.
If he's not neutered, there's likely a female stray in heat in the neighborhood, and he's taking out his frustrations on you.
Once upon a time I had a male and a female cat, neither spayed/neutered. When the female went into heat, he was constantly trying to mount her every moment of the day. When I locked her away from him, he would go after my mom's leg.
