Guppies arent very agressive, get some fancy guppies, those are cool fish.
Your tap water may be fine, ask an aquarium specialist if theres any bottled water that may be best. AS LONG AS you keep the water sitting for 2-3 days, before pouring in tank. In open air but where nothing will drift or fall in. You cannot just pour water straight in, let it sit for a few days in buckets or in the bowl to dechlorinate. You can buy a 3 in 1 water conditioner also.
Plants- taking care of live plants might be too much for beginner, I havent done so, if you do go for fake plants, EBay is seriously the best deal. Your aquarium should have a water filter, there's good 5 and 10 gallon water filtered tank kits out there, everything in a box.
Whichever fish you may get consider also buying a Stress Zyme formula. This helps the fish when suddenly brought to new water types.
When you buy the fish, let their baggie sit in the tank for about an hour so the temps in their bag and the tank stabilize, them just empty them right in.
