I have two rats, one of them has 3 lumps, one that is very small, one thats a bit bigger, and then in front of her hind leg that is the biggest, my other has a small one under one of her front legs. I know lumps are fairly common in rats and are usually benign. I spoke to the vets and they said that unless they start rapidly growing and become large (atm they don't bother them at all) then theres no point in putting them through the surgery. Would it be better to get them removed asap?

Also, would it likely cost a lot more to get 3 lumps removed than 1 even if it could they could all be removed in the same surgery?

pic kind related : one of them when they were about 8 weeks old

If over a year and a half old, you probably want to leave the lumps on. As long as the rats can still eat, drink, and walk, they'll be fine. The reason I say this is because even after the surgery, it's likely that more would pop up. And surgery is very dangerous and painful for a rat.

You might want to invest in a long one-story cage instead of a multi-story, that way if their balance is upset by larger tumors, they can't fall and get injured.
