Well OP, that's because insects aren't ment to swim.

If you ment why there are there no things we classify as insects in the oceans, is because most insects live on land, thus leading scientists to classify them as something else as soon as they're in another element.

Trying to answer rationally.

Insects handle breathing through their limb joints, directly inside their bodies as they have no lungs or blood as we know it.

This is why it's impossible for them to return to the sea since the ecological spot has already been taken by crustaceans or other invertebrates that have actual gills.

Thus, insects only do inhabit shorelines or areas wherein they have shallow waters and access to air from the surface.

there is one insect genus which makes the ocean its home. Halobates. They're a lot like typical freshwater Geridae, except the exist only in offshore saltwater.
