An axolotl. It's the juvenile stage of a species similar to the Tiger salamander.

This species favours neoteny, so they reach sexual maturity without undergoing metamorphosis. It is possible to induce metamorphosis using an injection of iodine, and the resulting form is similar to that of a tiger salamander, with some minor differences (longer digits on the feet, for example).

Axolotls are not illegal in California. I don't now about actual tiger salamanders, though; they used to be illegal to possess as the native endangered California Tiger Salamander was considered a sub-species, but now that it's been redesignated as a separate species I don't see Ambystoma tigrinum on the restricted list anymore. Not that they were ever hard to find for sale when they were illegal.

Scratch that; I should have done more reading befor I wrote anything. As of last year, according to Fish and Game, all species of the genus Ambystoma are still technically restricted without a permit because of concerns regarding Ambystoma californiense. It's apparently just never enforced.

A "mud puppy" is the common name for neotenic salamanders of the family Proteidae. That's not a fucking "mud puppy".

"Waterdog" is the common name for either salamanders of the family Proteidae (which it fucking isn't!), larvae of all salamanders in general (which makes the term fucking useless for identification), and tiger salamander larvae, which are closely related to axolotls.

Pic could be a tiger salamander larvae but is most likely an axolotl. It isn't a "mud puppy".
