Illegal pet laws.

Are these generally treated as "You'll only get in trouble if you get cought" things, or is there a huge net of justice over it?

I live in California and I want a fucking ferret or Axolotl.

I would guess but there's the chance you live next to Glady Kravitz who will snitch on you because she's such a fucking busybody. Also I would think that a veterinarian would be bound by the law to report you to the authorities unless the idea of driving across the border for your pet's health care is feasible for you with gas being $3/$4 a gallon and probably higher in the People's Republic of California.

The net of justice is called the California Department of Fish and Game. If they get a tip that you have an illegal pet, they will confiscate it and fine you. My mom used to work for them, and a lot of the confiscated animals would stay in our house for a day or so...I remember a fox, a monkey that threw shit all over the inside of my mom's Fish and Game car, and a pet rattlesnake (!) that wound up escaping from its cage. Never did find that snake, probably a good thing, too.
