Not if the animal enjoys the attention, rewards and overall experience, the costume isn't too hot or tight and the owner isn't obsessive like the parents of those young "beauty queen" children forced to act like adults.

My dog loves clothes. She gets all excited when you pull them out, and "helps" you put them on her (read: holds out her paws). Of course, it gets mighty cold in the winter, and her clothes are mostly warm little sweaters...

Just like animals really don't give a shit as to whether they are named David or Snuggle-Poo, they do not care if we consider an outfit to look cute or hideous.
But if an animal does not like the feeling of clothing, or if the clothing is impractical and obstructs motion/eyesight/etc... then it is cruel.
If the animal does not care and/or likes clothing, then it is not cruel.
