If it's still a puppy, take it outside in the morning just after it wakes up, after every meal, and after any naps it might take. Just wait outside for a while and if he goes to the bathroom, make a big deal about it like you're really happy, and occassionally give him a treat. Eventually they'll associate going outside every time they need to go to the bathroom. And if they have an accident inside, it does no good to yell or shove their nose in it, their memory is not able to link peeing in the house with 'bad' and they'll just wonder wtf you're doing shoving their nose into pee.
If it's older than a puppy, I really have no idea, but maybe the same process could work.
