I don't know if you have these over there but, do you know what a "phone book" is? They tend to have a bunch of phone numbers in them, usually in some kind of order. You could try looking in one of those, proabably near the beginning, for a humane society or animal control center or something like that.
That dog needs to see a vet. It doesn't appear to be severely emaciated, but is definitely underweight (Note the sunken look of its cheeks and how its hips are very angular) and it looks like it needs a claw trim. Is the dog left out in the rain? Here, it is required to provide shelter for outdoor animals at all times. I can't imagine the laws are too different over there.
Suggested course of action: Locate a phone book and look up animal control or something similar, call them and give them the address. They should come out and asses the situation. If they don't show up in a day or so, report it daily until they do. OR Google your town/city name and "humane society" or "animal shelter" or and things like that to try and locate an email address or phone number to call.
Pretty dog though, if they do take it away it would proabably get adopted pretty quick.
