i dont think that it would flop around due to the fact that if it is true that dinosaurs turned into birds, most birds dont have penises, they just kinda push their cloacas together and hope it gets in there, even then, horses dont have it flop around, and it would then just be controled by the blood flow

Most birds appear to have lost their penises, but this does not mean this was the case with dinosaurs. In fact since some birds still have penises, and very long ones in fact, it is more likely that their common ancestor did, too.

Another argument for dinosaurs having penises is that all dinosaurs had those big, stiff tails in the way of mating. The only practical way around that is a long and mobile penis. And if you think the tyrannosaurs in the pic have it hard, try to imagine two stegosaurs going at it...

It's already been explained why cloacal contact doesn't work, and doesn't make sense. Dinosaurs must have had the kind of penises as their descendants, those birds that still have them (see image for duck penis). Dinosaur penises would been stored in the cloaca as is the case in birds, so you would not have seen it flopping about, except just before and after mating.

It's none of them. At least it doesn't look like any known species. The plates and tail spikes are very much of the genus Stegosaurus, but the over-exaggerated shoulder spines are reminiscent of more primitive Stegosaurs like Kentrosaurus and Lexovisaurus (or, given their ridiculous proportions, Gigantspinosaurus).

Basically, this is some kinda bizarre Stegosaur chimaera, because no other explanation makes sense.
