If you pay attention to the bricks in the background, the dog moves over to the cat, not the other way around.
If you pay attention to the dog, you'll see that it's very much not a happy dog.
It's frightened because that cat is large enough to rip a tank apart.

That picture would be post katrina, of an emaciated puppy approaching a cat for comfort and warmth.
The cat wouldn't let the puppy that close if it wouldn't know it. That pic was probably shot on a farm where cats and dogs sleep in the same haystack. When raised together the two species stick together like tar and molten sulfur.
