I'm pretty sure 'sexed pair' means that they're male/female. I wouldn't worry about them breeding however...turtles need specific conditions for them to lay eggs. Most owners (and probably your cousin, unless she's a serious breeder) don't bother setting it up.
To tell the sex of the turtles...it depends on what kind you're getting (terrapin or tortoise, and breed) but in general males have a curved belly so they can --heh heh-- fit over the female to mate. I remember something about the length of the claws and tail (males have longer claws??) but it's been a long time since I had turtles and I don't remember anymore.
And oh--don't buy water turtles if they're smaller than 6 inches. Those're illegal and would probably have come from a dubious source, and they're less likely to be healthy. I don't remember if that applies to tortoises.
