A lot of people make the mistake of shaving their long-haired or double-coated dogs in hot climates. In actuality, its the fur that keeps the heat AWAY from their skin. They're a lot cooler than a shaved dog with no protection from the heat and humidity (that goes for you, you retarded shih tsu owners). I've worked with giant longhaired huskies and alaskan malamutes in 95 degree weather, they barely even pant!

It is true, and you should go to the vet to check out if she got some health problem. Not going out doesn't sound normal.
If you must get her a haircut, you should leave at least 1 cm of fur on her.

I always leave about an inch of hair on her, so there should be no problems. I mostly cut her because she likes to roll around in the grass and even if I comb her every day she'd just get too dirty mop-ish in that show-style long coat. She'll go outside if I force her, but she'll come back in and lie down on the AC vent for a while afterwards. In the Spring, Fall, and Winter she's fine, though.
