Get him used to traveling ASAP.
If he isn't already crate trained you're in trouble. Check out: http://www.ddfl.org/behavior/crate-train.pdf That's a step by step guide to crate training your puppy.
One he's crate trained you'll need to get him used to traveling in his crate. Once he's *actually crate trained*, take him for drives.
Also, talk to your vet. If he's FREAKING OUT in his crate or anything, he might need to be sedated so he doesn't hurt himself.
3 weeks is kind of short notice to prepare a puppy for that kind of travel. Try not to scare him so bad that properly training him to travel becomes nearly impossible.
It might be scary for him, but try to make the whole experience as rewarding as possible for him. He's sill at a great age to be learning this kind of thing, so if traveling with him is something you plan to do again in the future, than now is a good time to start teaching him.
When you're actually in Las Vegas, try not to overwhelm him too much at first. IE if there's other dogs there, give him a day or so to get used to the people before you shove the other animals in his face as well.
