or is it now possible to maintain an aquarium that doesn't need to periodically be emptied to scrape out all the algae?

OPs pic is of Takashi Amano's personal tank, he started ADA, is the person Amano shrimp are named after, and is the premier aquascaper/planted tank guru in the world.
All of his tanks are amazing, google Amano tank, ADA tank, and AGA tank and be amazed.

most real planted tanks would have a hard time growing algae if they tried, the plants out compete it and the army of shrimp eat it up, also flourish excel a common fert nurishes higher plants but kills algae

For those of you that live in the San Francisco Bay Area check out http://www.adana-usa.com/ in Japan Town. I am a big saltwater fan, but I would trade any saltwater tank for one of these. Seriously amazing and beautiful. Most amazing aquarium store I have seen.

Octotank looks like too much work to me.
I always wanted something akin to this, myself. Two tanks connected to each other.

Anything like this probably costs fucktons, though.
Be a better idea just to buy a hugeass 80 gallon for the same price.
