It's obviously not arterial or he would be dead already. It's probably not a major vein (i.e. jugular) because again, he would be dead already.
Just in case, you should bandage it with something occlusive. Plastic wrap would work. It will prevent air from entering any open vessels, which could cause an embolism. Be sure that any bandage you apply doesn't go all the way around his neck because even if it's not too tight now, his neck will swell and it will get tighter. Bandage on one side and use strong tape. You can always cut the hair off later if he survives. Don't put any neosporin, first aid cream, or any other crap on it- it will prevent clotting and slow healing.
Provided it's just an external cut, the bleeding stops, and he doesn't get an infection, there's a pretty good chance he could survive it.
For now, work on a good bandage and supportive care. The best thing for him at this point is fluids, either plain water or water with a very small amount of salt dissolved in in (probably about 1 tsp per liter). He could also probably use a glucose supplement every few hours. An easy way to do that is put a small amount of honey in the pocket between his cheek and teeth and let it dissolve there if he can't eat it.
