Not likely. Anything containing permetherin or a volatile organic solvent will kill an insect of that size in a second or two tops. Your leg will be just fine.

Entymology student here:

It is probably not food. If there was food worthy of a swarm of that size, it would be visible in the photograph.

Most likely it is either the ants reacting to their colony being disturbed, or the colony is moving. You can see this happens if an anthill gets flooded by encroaching water or something to that effect.

It could also be swarming in the context of mating. Usually this involved winged queens and drones, but it is difficult to say for certain due to the blurryness of the photo.
