No matter what sort of bird you have - from finches to macaws - you need to talk in your normal voice, unless you really WANT him to only respond/be calm around you when you speak in a high, twittery baby-voice.
There's no reason to talk in a high voice, and in case OP is a male, it would just be silly. Talk to your bird, yes, but do so as you would to a person.
Also, laddering, which is basically (once bird is used to hand in cage, and sitting on hand) taking the bird out of the cage when it's happy and comfortable, then repeating the "step up" command, switching from finger to finger.
