African Grey.
They are incredibly smart, they can learn hundreds of words, and sometimes they know what they mean and can ask for things (this one ladies said "nooo bad mommy! bad! " when she put him to bed )
you can pet them and cuddle them, just make sure to get a hand-raised baby.

The choice is ultimately up to you, and it really depends on what kind you want. Both are going to be equally destructive indoors, while the dog will be able to obey commands more. You'll have more of a human-like bonding with the african grey, and it will also, if treated right, live longer than the dog.

As far as diet and vet bills etc goes, the african grey will trump the dog's hands down. You will also need to buy some special shit for your parrot's entertainment, cages and perches and yar, while a dog's pretty much going to go with whatever you can provide.

Neither will be particularly good at the idea of being toilet trained.

My family has an African Grey and he's a monster. (Granted, my mother spoils him to death). I honestly don't know a thing about dogs, but my friend has Australian Shepherds and they seem quite a bit less maintenance than my bird. Sure, the bird is super intelligent, he can talk and he's hilarious at times, but leave him unsupervised for one moment and he'll destroy all the wood furniture, chew up anything plastic and throw coffee mugs off the counter.

Also, African Grey's are about the least cuddly animal you can get (Right up there with hedgehogs). They don't like physical affection at all and bite all the time (Though my mother says his nails are worse) so if you want something you can pet and cuddle with, definitely get a dog. Or a cockatoo.

Well, I like intelligent animals.

With that being said, both of the animals that I could possibly get are highly intelligent for their species.
I've been interested in ornithology for quite a while now, and I've been wanting to get a raven. But, they're illegal to own because they're migratory birds. :S

I've heard that African Greys are arguably as intelligent as the raven.

And I like dogs. Aussies to be particular. I've heard that they're up there with German Shepherds and Border Collies.

PROBLEM: I have two cats. Does anyone know which one would be better for a cat owner?

My cat and my African Gray get along well enough. My cat likes to twirl it's tail above the Gray's head while he tries to bite it. Actually, the cat is more afraid of the bird than vice versa, because damn, a bite from that thing hurts. She got bit on the tail during her little game once and just meowed and ran away. I'm pretty sure she knows she's in deep shit if she hurts the bird.

That being said, I wouldn't leave them in a room unsupervised, because the bird is dead meat if the cat actually does bite him. Birds are especially prone to infection, and that's if they don't bleed to death before you can get them to an emergency vet.

The bird will live along time, and will love you just as much as the dog if not more.

The dog. Dogs were domesticated as pets whereas a large parrot would require you to alter your life significantly in order to properly care for it. It's like having an emotionally needy autistic child whose mind never grows older than a 4 year-olds and lives with you the rest of its life. You're going to have to deal with and train it out of potential behavior issues when it's young, including biting and screaming, and you may or may not manage to train it not to shit on everything. They need to be taken out of their cages every day and are prone to jealousy, which could affect future relationships; it may not even like you much at all, despite being your bird. They also live a hell of a lot longer than dogs, making it a significantly larger commitment, and cost more to feed. A small bag of good fortified seed mix for large parrots generally costs between 20-30 bucks, only lasts a few weeks, and that isn't even counting all the fresh fruits and vegetables.
