My experience with dog sizes is that small ones tend to think they're big (they bark a lot, can be aggressive toward other dogs) and big dogs think they're little (a great dane will have no problem trying to sit in your lap.)
if you're more concerned about activity level or keeping one in a small apartment, then that's different. but even so, you might consider a cat first. You won't have the same problems with housebreaking, either.
