I think it eventualy renders the infected eye blind and is quite painful for the cat.

Looks like a long standing infection. If the cat is yours, or you can get your hands on it, a vet would be great. No saving the eye, but could clean it up and keep it from hurting.

That's SO NOT heterochromia. That's an eye infection. Look how wet the fur is next to the eye.
