Are you positive it's a stray? Someone in your complex might just be a shitty pet owner and lets it wander. Not that it matters, I guess... just take it. It deserves better.
Flea collars don't work and they're dangerous. Cheap flea drops that they sell at grocery stores and on the shelf at pet stores don't work, either.
You can ask for some Advantage or Frontline at a pet store, or you can call some vets and see if they sell it in individuals doses (about $10 -$15). It will kill any fleas/eggs and prevent them for a month.
As for taking the cat in... just make sure that you can have pets in your apartment and if you need to pay any fees. Save up some money, take it in to get its shots and make sure it doesn't have anything wrong with it. It could have worms, feline leukemia, FIV, all sorts of things. Get it spayed/neutered. You can have some of this stuff done for cheap at the humane society.
The food thing isn't a big deal... if the cat gets hungry, it will eat.
