I've lived in south texas for 20+ years and I've never seen an insect like that one.
Though, I'm thinking your length measurement is WAY off. That board it is sitting on looks like a fence picket, which as 256668 said, are about 5" wide and one-half inch thick. Note the bug is about twice as long as the board is thick, which would make it about 1" long, maybe a little longer.
Please go look at a ruler and ask yourself how long it was. Most people are notoriously poor at estimating measurements without an actual measuring device handy.
My guess is that it is a wood boring beetle of some kind, perhaps a longhorn beetle. Though, it is very hard to tell without a better photograph. They are common in Texas but they are rarely seen becasue they spend most of their life inside a tree.
