They're right in that you need a bigger tank. Yes you should filter his water. You need to get him an amphibious domain (I suggest 20+ gallon tank), with enough water for him to hide in as well as rocks and vegetation (shale is a great rock for turtles).
Prepare to invest in a heat lamp, get ready to chop up veggies and tidbits of meat and also, get ready to buy half the shit over again. Baby turtles grow quickly, and within a few months he'll need a 40+ gallon tank.
Easiest solution is to keep him til he's about the size of your fist, then release him into your back yard. Turtles do not thrive in captivity, and besides...they're kinda boring. ;}
That said, he's very cute and I understand entirely your desire to keep him. Baby turtles kill me with their cuteness.
