Um, it's not starving, I promise you it's some ones pet. Cats can be very moochy even if they have an owner. I've heard stories where 3 different people in the same neighborhood own the same cat without knowing it went to the other houses.

Last month I found a stray cat in the neighborhood. He was pretty small and starved, but he was extremely affectionate and came up to me immediately. I've never really seen a cat that was so friendly and he kept coming back, so I took him in. It would have killed me not to. =(Moral of story: KITTIES ARE CUTE, SAVE THEM AND THEY WILL LOVE YOU
