No, you are correct. German shepherds and even huskies, despite their lupine appearance, are not any more closely related to wolves than most other dog breeds (yes, including terriers, toys, and the like). Their wolf-like appearance is simply part of what they were bred for. Of course, a few animals might have wolf content, but only due to the fact that they are commonly used to produce wolf hybrids, and obviously these are not purebred GSDs or huskies.
The dogs which are genetically closest to wolves are primitive breeds, such as the chow chow which you mentioned, the Tibetan spaniel, basenji, and pharoah hounds.
