If you didn't let your tank cycle, and detoxified the ammonia, you're probably starving the beneficial bacteria in your filter, killing them off, making your tank recycle over and over. What else do you have in the tank? If you don't have anything, in my opinion, you should drain the tank, clean everything, then refill it and put two or three fish in there and just let it sit, doing 10% water changes weekly for 6-8 weeks. Then you can add shrimp again.
