Some cats have boundaries that you just can't cross, and you should let them be. Basically, there's areas they don't want you to touch. They don't want to be grabbed either. Fortunetly, my cats have never, ever scratched me on purpose. One of my cats absolutely HATES being picked up and when I do it she fights but she still never intentionally hurts me. When they play and they get too rough sometimes it happens. I usually flick em on the nose immediately after (not very hard but hard enough.) They get the message. But they never intentionally hurt me, so it's probably different. I think it's more of a power struggle type thing. The cat wants to be in control because he feels trapped. I would think positive reinforcement would be more effective here. Give him more treats or catnip or whatever, and he'll trust you more.
