I realize an ordinary yard fence wouldn't suffice. Extra work would be involved in building a pen/enclosure
Still, I believe fish cat lives in some gigantic high-rise apartment building in the heart of a city/ It's just kind of too bad he's in such a completely sterile, artificial environment.
On the plus side, he's in a safe environ, obviously well-cared for, and has a much less dangerous life than his wild brethren. In many ways, he's living better than most PEOPLE in Russia
