SYSTEM-H SUPERCONDUCTIVE ANTENNA:

This is the best way to go but no one I have been involved with has the expertise. If you look 
at antenna equations, dipole current is proportional to radiated power. In SysG/H, dipole 
element conductivity is about 1E+7 1/ohm-meter so current is low (<200Arms). Superconductor 
conductivity is 1E+22 1/ohm-meter, 15 orders of magnitude larger so current is extremely large.
 
If this current ring could be low frequency modulated, radiated ELF power densities would be 
huge. The superconductor itself could act as the shield since it contains layers that are less 
conductive near the surface opposite of cooling but conductive enough to shield. For the large 
radiation power densities generated by this huge ring current, shield permeability is not 
important. 

I still believe this explains the PE experiment since weight loss was maximum during 
the spinning disk breaking process where mechanical "wobble" was present. This wobble would  
low frequency modulate the current ring radiating power into the less conductive upper disk 
layers resulting in gravity shielding as described by Fran's mg equation. I wrote a paper on
